About this file
This document is a subcontractor consent letter template for RFP FA9101-26-R-B005, issued by the Department of the Air Force, Arnold Engineering Development Complex, Arnold Air Force Base, Tennessee, for the Survivability Test Stand.
The letter template is provided to enable joint venture partners and major subcontractors to consent to the disclosure of their past performance information to the prime contractor during the source selection process. Federal regulations prohibit disclosure of a subcontractor's or joint venture partner's past and present performance information to private parties without explicit consent. Since prime contractors are classified as private parties, the Government requires written consent before sharing performance data during contractor interchanges. Proposing teams must obtain completed consent letters from all identified joint venture partners and major subcontractors and include them in the Past Performance Volume of their proposal. The letter requires the signing authority's signature and title, along with the company name and full address.

Subcontractor Consent Letter
Past performance information concerning joint venture partners/subcontractors cannot be disclosed to a private party without the joint venture partner’s/subcontractor’s consent. Because a prime contractor is a private party, the Government will need that consent before disclosing joint venture partners’/subcontractors’ past and present performance information to the prime contractor during interchanges. In an effort to assist the Government’s past performance evaluation team in assessing your recent past performance relevancy and confidence, we request that the following consent letter be completed by the joint venture partners/major subcontractors identified in your proposal. The completed consent letters should be submitted as part of your Past Performance Volume.
