About this file
This file is a Small Business Participation Commitment Document template for federal contract solicitation FA9101-26-R-B005. The document requires all offerors, regardless of size, to complete a Small Business Participation Commitment form proposing the level of small business involvement in contract performance. The small business minimum quantitative requirement is set at 10% of the total contract value.
Offerors must identify the prime contractor's size and socio-economic status (Large Business or Small Business with applicable categories including Small Disadvantaged Business, Woman Owned Small Business, Service Disabled Veteran Owned Small Business, or HUBZone Small Business). They must submit the total combined percentage of work to be performed by both large and small businesses, calculated as a percentage and dollar amount, with the percentages totaling 100%. Offerors must specify participation percentages for each small business subcategory, list the principal supplies and services to be provided by small businesses with the names of participating businesses, and describe the extent of commitment to small business participation (including whether commitments are through prime status, written contracts, signed agreements, verbal arrangements, or joint ventures). Large businesses and other-than-small-business offerors must also submit a separate comprehensive subcontracting plan meeting FAR 52.219-9 requirements, consistent with commitments in the Small Business Participation Plan, and acceptable subcontracting plans are required for award eligibility.
