About this opportunity
The Army Contracting Command-Redstone Arsenal (ACC-RSA), on behalf of the United States Army Aviation and Missile Command (AMCOM) Logistics Center, seeks two separate hybrid "C"-type aviation field maintenance contracts covering East and West regions, with proposals due July 1, 2026 at 5:00 p.m. CST per Amendment 0004.
No set-aside applies. Place of performance spans CONUS and OCONUS locations worldwide, including Aviation Logistic Readiness Centers, Combat Aviation Brigades, training centers, and Foreign Military Sales operations at multiple domestic installations (Fort Campbell Kentucky, Fort Drum New York, Fort Stewart Georgia, Fort Bragg North Carolina, Fort Carson Colorado, Fort Hood Texas, and others) plus overseas locations in Germany, United Kingdom, Korea, Kuwait, Kosovo, Egypt, Honduras, and Australia. The contract supports rotary-wing aircraft maintenance including pass-back maintenance, Modification Work Orders, Level of Effort support, and Reset-like requirements.
Entry gate criteria require offerors to demonstrate within the past five years: Government Flight Representative-approved flight and ground operations procedures; AS9110 Revision C certification for field-level rotary-wing maintenance; experience managing aviation maintenance at multiple geographically dispersed U.S. locations separated greater than 500 miles; and experience managing contracts with CONUS/OCONUS and foreign locations. The NAICS code is 488190, Other Support Activities for Air Transportation, with a $40 million small business size standard. Collective Bargaining Agreements apply at specified domestic locations. All contractor personnel must comply with security requirements per DD Form 254, including CUI handling and mandatory training (AT Level I awareness, iWATCH, OPSEC, CIAR/TARP). Additional OCONUS requirements for Germany include NACI background checks and vehicle operator licensing; for Korea, contractors must meet USFK Regulation 700-19 qualification standards and possess IC/TR status under the U.S.-ROK Status of Forces Agreement.
Contract structure includes a 90-day transition-in period, one-year base performance period, nine one-year option periods, and a six-month extension option. Pricing combines Time and Materials labor CLINs with fixed fully burdened labor rates by category and location; Cost-Plus-Fixed-Fee contingency operations CLINs; and Cost-No-Fee material, travel, and housing allowance CLINs. The RFP includes 31 labor categories across 8 CONUS and 7 OCONUS East Region locations, and 13 CONUS and 4 OCONUS West Region locations.
Evaluation employs a best-value tradeoff approach under FAR Part 15, with four factors in descending order of importance: Technical (most important and significantly more important than Cost/Price); Cost/Price (more important than Past Performance); Past Performance (more important than Small Business Participation); and Small Business Participation (least important). Non-cost/price factors combined are significantly more important than Cost/Price. Minimum Technical rating is Acceptable. Past Performance evaluates recency, relevancy, and quality of work within the past five years, emphasizing AS9110 Revision C certification and Ground/Flight Risk procedures complying with DCMA 8210.1 or Army Regulation 95-20. Cost/Price evaluation includes compliance, business systems status, reasonableness, cost realism for CPFF and Cost No Fee CLINs, and unbalanced pricing review. Large Business offerors must submit an acceptable Small Business Participation Commitment; small businesses are exempt.
Proposals require six volumes: Entry Gate Criteria (N/A pages), Technical (115 pages maximum including a 100-page Comprehensive Management Plan and three 5-page region-specific scenarios), Past Performance (25 pages for prime plus 5 pages per major subcontractor performing 15 percent or more of effort), Cost/Price (no page limit), Small Business Participation (25 pages for large businesses), and Solicitations/Certifications (no page limit). All files must be submitted electronically via DoD SAFE to antionette.r.mcclinton.civ@army.mil in Microsoft Office or PDF format with Arial 12-point font minimum. Proposals are valid for 270 calendar days. Amendment 0004 (June 30, 2026) extended the deadline from June 30 to July 1 and updated the submission email address; Amendments 0001, 0002, and 0003 (issued June 4, 15, and 24 respectively) expanded geographic scope, updated cost-price template plug values, and corrected FAR references.
