About this file
This is a formal Request for Proposal (RFP) for aviation field maintenance services issued by the U.S. Army Contracting Command-Redstone Arsenal (ACC-RSA) on behalf of the Aviation and Missile Command (AMCOM) Logistics Center. The solicitation W58RGZ-26-R-0008 seeks two separate hybrid "C"-type contracts for Aviation Field Maintenance (AFM) services in East and West geographic regions, supporting worldwide aviation maintenance operations including passback maintenance to Combat Aviation Brigades, Level of Effort support, Modification Work Orders, and aircraft reset capabilities at various CONUS and OCONUS locations. The contract structure includes a 90-day transition-in period, one-year base period, and nine optional one-year periods with a potential six-month extension under FAR 52.217-8. Performance is expected to begin on or before March 26, 2028, with award anticipated on or about December 27, 2027. Proposal validity must extend through at least December 27, 2027.
The contracts are hybrid arrangements comprising Time and Materials (T&M), Cost Plus Fixed Fee (CPFF), Cost Reimbursable No Fee (CR No Fee), and Firm Fixed Price (FFP) line items. T&M labor CLINs utilize fixed billing rates by labor category as specified in the labor rate tables. Cost-reimbursable CLINs cover materials, non-materials, travel expenses, and housing allowances at actual cost without fee. The RFP includes mandatory service contract labor standards compliance, security classification requirements per DD Form 254, and deployment of the eCRAFT Enterprise tool for cost reporting. The applicable NAICS code is 488190 with a small business size standard of $40 million in average annual receipts. A pre-proposal conference and site visit were held on May 7-8, 2026. Questions must be submitted by May 27, 2026, at 12:00 P.M. CST to designated government representatives. Award decisions will employ a best-value approach considering Technical, Cost/Price, Past Performance, and Small Business Participation Plan factors.
