About this file

This is a Cost-Price Template for the AFM West Region Solicitation W58RGZ-26-R-0008, providing detailed instructions and worksheets for offerors to calculate and submit their proposed labor rates and pricing for the Aviation Field Maintenance (AFM) Program contract. The template accommodates both Time & Materials (T&M) and Cost Plus Fixed Fee (CPFF) contract types and requires offerors to populate labor rates, hours, and associated costs across multiple geographic locations and contract periods spanning a base period, nine option periods, and a six-month extension option.

The template encompasses 31 distinct labor categories, including aircraft mechanics at various levels (I-III), structural welders, painters, inspectors, pilots, technicians, and support personnel, with hourly rates and labor allocations specified across 13 CONUS locations (including Fort Cavazos TX, Fort Irwin CA, Fort Bliss TX, Fort Carson CO, and others), Alaska & Hawaii locations (Wainwright Alaska and Wheeler Hawaii), and four OCONUS locations (Korea, Kwajalein Atoll, Honduras, and Australia). Offerors must submit separate T&M rate tables and CPFF estimate details for each prime contractor, subcontractor, division, subsidiary, and affiliate, ensuring all calculations reconcile across tabs and that direct labor base rates, indirect rates, and fixed fees are accurately reflected in fully burdened labor rates (FBLRs). The template includes specific sections for Health & Welfare costs, overtime rates, SCLS/Prevailing Wage information, and requires detailed mapping of corporate labor categories to RFP-provided labor categories with supporting documentation for composite rates.

General Information: The offeror may edit the worksheets to accomodate the offeror's normal accounting and estimating practices; however, the general format of the Cost-Price Template shall remain intact for evaluation purposes. Some Tabs have been pre-populated with formulas to aid the offeror in calculating the proposed price. The offeror is responsible for ensuring that all calculations within each TAB are accurate and reflective of the offeror's proposed price. Separate T&M Rate Table/ worksheets SHALL be completed for every subcontractor, division, subsidiary, and affiliate proposed (The offeror SHALL NOT propose blended prime/subcontract labor rates, prime/division labor rates, prime/subsidiary labor rates, or prime/affiliate labor rates).
Offerors are responsible for ensuring that all calculations are accurate and flow throughout the workbook as required.
TAB #TAB TitleCost-Price Template Instructions

The Offeror shall allocate the TAB 1. labor hours to each team member requiring the use of a given labor category in support of this requirement and in accordance with the Offeror's proposed team structure. The sum of all labor hours proposed (Prime and subcontractor) for each labor category shall equal the labor hours by labor category detailed in TAB 1. The labor hours provided in this TAB are for proposal purposes only.

2 TAB 2a. "T&M Schedule_Prime_CONUS" The Prime Offeror shall enter the proposed CONUS Base Labor Rates, Proposed Health & Welfare rate/hr. (as applicable), Proposed T&M FBLRs, allocated labor hours and total price for each labor category, location and CLIN in the yellow highlighted cells. The Offeror shall provide the requested SCLS (WD/CBA) information for each applicable labor category, location and contract period.

2a. T&M Schedule_Prime_OCONUS The Prime Offeror shall enter the proposed OCONUS T&M FBLRs, allocated labor hours and total price for each labor category, location and CLIN in the yellow highlighted cells.

3a-3z T&M Schedule_SUBX_CONUS and T&M Schedule_SUBX_OCONUS Enter the proposed Subcontractor CONUS and OCONUS T&M FBLRs (through Prime contractor pass-through), allocated labor hours and total price for each labor category, location and CLIN in the yellow highlighted cells of the applicable Tabs. In addition, the Offeror shall provide the requested SCLS (WD/CBA) information for each applicable CONUS labor category. The Prime offeror shall apply the subcontractors proposed FBLRs to the allocated subcontractor labr hours to establish the proposed subcontractors labor price . A separate T&M Rate Table worksheet should be completed for every subcontractor, division, subsidiary, and affiliate proposed (The offeror SHALL NOT propose blended prime/subcontract labor rates, prime/division labor rates, prime/subsidiary labor rates, or prime/affiliate labor rates). The Offeror may need to add additional "T&M_Rate Table SubX" worksheets to accommodate the Offeror's proposed contracting team structure.

4 T&M Labor Summary Enter the requested data in the yellow shaded cells to show the proposed T&M labor price for the prime and each subcontractor for each CLIN. The Offeror is required to provide separate rate tables for each subcontractor, division, subsidiary, and affiliate proposed; therefore, it may be necessary for the Offeror to revise the number of rows to reflect the Offeror's proposed team structure.

5 CPFF Labor Hours The Prime Offeror shall utilize the labor hours per labor category as delineated in Tab 5 for the CPFF CLINs. The Offeror shall allocate the TAB 5. CPFF labor hours to each team member requiring the use of a given labor category in support of this requirement and in accordance with the Offeror's proposed team structure. The sum of all labor hours proposed (Prime and subcontractor) for each labor category shall equal the labor hours by labor category detailed in TAB 5. The labor hours provided in this TAB are for proposal purposes only.

6a. CPFF Direct Labor Mapping The direct labor mapping worksheet is intended for use in the development of the Prime CPFF cost estimate detail and fully burdened labor rate Tables.

The labor category mapping is intended for use in populating the offeror's proposed base labor rates into the Direct Labor Base Rates worksheet.

(1) Enter the offeror's contractor fiscal year (CFY) from and to dates.

(2) Enter the proposed mapping of RFP provided labor categories to the offeror's contractor/corporate labor categories with minimum education and experience to demonstrate that the offeror is proposing qualified CPFF personnel for the effort. Insert additional rows as needed, ensuring the formulas for calculating the "Direct Labor Base Rates" are updated to include the added rows. Also, verify the added rows are included in the calculation of the total of the allocation percentages in the "Percentage Total" row at the bottom of the Labor Category Mapping Total.

(3) For every RFP provided abor category identified, calculate the offeror's proposed base labor rate for the CFY identified.

(4) If a particular RFP directed labor category rate is a composite of more than one of the offeror’s contractor/corporate labor categories, the offeror shall provide the calculation of the composite with the assigned weightings, identifying percentages the contractor/corporate labor categories are anticipated to work in the RFP labor categories. If a particular RFP directed labor category is comprised of only one contractor/corporate labor category, the offeror shall provide the crosswalk to the offeror’s single contractor/corporate labor category and assign a weighting of 100 percent. Ensure the "Percentage Total" equals 100%. If a "No" is identified in the "Percentage Total = 100" row, ensure: (i) the allocation percentages are correctly identified to contractor/corporate labor categories and (ii) the calculation of the allocation percentage, in the "Percentage Total" row, includes any added rows.
