About this file

This is a Cost-Price Template for the Army Aviation Field Maintenance (AFM) East Region Solicitation W58RGZ-26-R-0008. The template is designed for offerors to submit detailed labor pricing for Time-and-Materials (T&M) and Cost-Plus-Fixed-Fee (CPFF) contract line items (CLINs) across multiple contract periods. The template requires offerors to populate proposed base labor rates, overtime rates, health and welfare costs, and fully burdened labor rates (FBLRs) for 31 distinct labor categories across eight CONUS locations and seven OCONUS locations. Labor categories include aircraft mechanics at various levels, inspectors, pilots, support technicians, and administrative personnel, with rates to be provided separately for the base period, nine option periods, and a six-month extension option. Offerors must provide wage and labor standards (WD/CBA) information for applicable labor categories and maintain separate rate tables for each subcontractor, division, subsidiary, and affiliate proposed, with no blended labor rates permitted.

The template includes structured worksheets for T&M labor hour allocation (Tab 1), CONUS and OCONUS T&M rate schedules (Tabs 2a-2a), subcontractor rate tables (Tabs 3a-3z), CPFF labor hour allocation (Tab 5), direct labor mapping for CPFF personnel qualifications (Tab 6a), direct labor base rates and escalation (Tab 6b), indirect rates and fixed fees (Tab 6c), CPFF estimate detail (Tab 6d), CPFF fully burdened labor rates (Tab 6e), and a final CLIN summary (Tab 7) that reconciles all labor costs, indirect rates, travel, and other direct costs (ODC/materials) across contract periods. The template incorporates pre-populated formulas to assist offerors in calculations but places full responsibility on offerors to ensure accuracy and that all proposed costs flow correctly throughout the workbook and reconcile across all tabs.
