This solicitation (N4008525R2563) is exclusively restricted to eight specific Multiple Award Construction Contract (MACC) holders under contract numbers N4008521D0079-0086. The project will involve demolishing three existing buildings totaling 27,900 SF and constructing a new facility to support Naval Special Warfare with sports medicine, injury prevention, rehabilitation, testing, and research capabilities. The procurement will be evaluated using a Lowest Price Technically Acceptable (LPTA) method, where technical factors and past performance are approximately equal to price in importance. Proposals are due on June 11, 2025, at 2:00 PM ET, with a site visit previously conducted on March 20, 2025, and a pre-proposal inquiry cutoff ten calendar days prior to the proposal due date.

The solicitation does not have a specific small business set-aside designation. The estimated project price range is between $25-100 million, with a total project completion time of 919 calendar days for construction and an additional 150 calendar days for demolition phases. Liquidated damages are set at $3,468 per calendar day for the main construction phase and $128 per calendar day for the demolition phase. The project includes comprehensive requirements for sustainable building design, Low Impact Development features, and adherence to DoD sustainable building standards. The facility will include specialized spaces such as physical therapy areas, hydrotherapy pools, strength training zones, examination rooms, and offices. Specific project components include site work, design, demolition, site lighting, parking lot construction, electronic security systems, furniture and fixtures, and audio-visual systems. The government reserves the right to award optional line items within 60 calendar days after contract award.
