About this file
This document is an Amendment (Amendment 0010) to Solicitation N4008525R2563 for the P325 Human Performance Training Center project at JEB Little Creek Fort Story in Virginia Beach, Virginia. The amendment incorporates responses to Potential Performance Issues (PPIs) and revises several technical specifications, including clarifications on building demolition sequencing, mechanical and electrical room design conditions, window and door specifications, and site work requirements. Key changes include specifying that buildings 3855A and 3855D will be demolished after occupants move into the new facility, adding detailed requirements for translucent polycarbonate window panels, and modifying indoor temperature design conditions for various room types. The amendment provides additional guidance for the Design of Record (DOR) on technical details such as HVAC system configuration, parking lot design, and third-party sustainability certification requirements.

Amendment 0010
The purpose of this amendment is to:
1. Incorporate PPI responses
2. Incorporate Revised Specifications
1. Incorporate PPI Responses

Period of
Performance
Numerous PPIs have been asked and remain unanswered regarding the sequencing of the demolition of Building 3814, 3855A, and 3855B. If these facilities must remain operational until the new P325 Facility is complete and operational, the period of performance will have to be increased by at least 4 months.
See Amendment 0010
262 RFP Part 3
We do not see any requirements in the RFP to sequence or phase construction beyond the construction phase to follow the fast track design phase.
Specifically, there does not appear to be a requirement to complete the new facility prior to demolishing the existing facilities. Please confirm that this is correct and that there are no constraints to demolishing the existing facilities after completion of the new facility. Furthermore, please confirm our schedule does not need to allow time for relocation of any existing equipment into the new facility.
See Amendment 0010
263 RFP
Part 3/Gen
Req
We find no phasing nor sequencing requirements between the existing facilities and the new Human Performance Center. If there is a requirement to complete the new facility prior to demolishing or taking the existing facilities out of operation, then the Period of Performance is not long enough. If such relationship exists, please extend the Period of Performance accordingly.
See Amendment 0010
Please provide specifications for the Translucent Window Panels. These appear to be Translucent Sandwich Panels similar to Kalwall.
See Amendment 0010
265 Part 3 Chapter 3 ESR D20 Plumbing
ESR D202001 Pipes and Fittings allows for the use of PVC piping under the building for below ground pipes but ESR D203001 directs us to provide cast iron hub and spigot pipe and fittings for below ground installation.
Recommend approving PVC pipe and fitting for all below and above ground waste and vent piping in this highly corrosive marine environment.
No. Follow Part 3 Chapter 6 ESR, Paragraph D20 Plumbing, D203001 Waste Pipe & Fittings requirements.
266 481 D30
As the system description requires energy efficiency and UFC 1-200-02 is listed as a requirement, no energy recovery requirements on the airside equipment are mandated. Please confirm that some means of energy recovery such as a total enthalpy wheel is required at the air handling units serving the open gym spaces and the remaining office and peripheral spaces.
The offeror's DOR determines what energy saving features will be needed to meet the UFC requirements and the energy code. More than likely the offeror's DOR will require some type of energy savings, and the DOR must convey the need to the offeror for pricing.
