Bid Due
Date
PPI 14 requested that the Proposal Due Date be extended to May 28, 2025.
Amendment 0006 extended the due date to May 9, 2025, however, there are still an excessive amount of PPIs unanswered including critical PPIs regarding the phasing and sequencing of construction along with the Period of Performance for this new construction project. Please considered complying with this original request and extend the Proposal Due Date to May 28, 2025 to allow for the proper time to incorporate responses from outstranding PPIs.
RFP will be extended to Wednesday, 21 May 2025 at 2:00 pm local time. The PPI cutoff date will not be extended.

Response is acknowledged. Are any of the PPI responses that to no answer the specific question going to be changed?
See Amendment 0009 PPI 63 revised response
208 4/25/25 PPI 63
PPI 63 pointed out the numerous instances (8) where the government's response was "Bid Per RFP" for valid PPI's asking for clarification to ambiguous or conflicting direction in the RFP. Similarly, the government has now responded to an additional (39) PPI's with, "The offeror’s DOR is responsible for the design." The purpose of the Pre-Proposal Inquiry process is to clarify or define ambiguous or conflicting scope items so all Offeror's can more responsibly propose on this Solicitation and provide the government with competitive pricing and solutions for this project. We respectfully ask that the government consider providing responses to these PPI's actually answering these questions to better aide both the offeror's and the government in this process.
See Amendment 0009 PPI 63 revised response
209 4/29/25 PPI 63
PPI
Responses to date
PPI 63 requested that the government please reconsider responding to PPIs with "Bid Per RFP" and the response was "Acknowledge." At that time, 25% of PPI responses had been "Bid Per RFP". Moving forward, the government started responding to PPIs with "The Offeror's DOR is responsible for the design." This response does not aide us in our efforts to provide the government with responsible competitive solutions from all MACC Participants. Through Amendment 0008, we have recieved the response of "Bid Per RFP" or "DOR is Responsible" over 75 times, equating to 40% of the PPI responses to date. Please consider returning to these responses and amending the answers to help our teams responsibly respond to this RFP.

212 4/11/25 RFP Gen. Req.
We have evaluated the period of performance and confirmed with our designers and subcontractors that the 859 calendar days is too short for this project, even with fast tracking the demo, sitework and foundation design.
Please add 3 months (90 calendar days) to the current period of performance allowing 949 calendar days to meet the project requirements.
See Amendment 0009.
The contract duration is lengthened by 120 calendar days.
213 4/29/25 Amendment
Period of
Performance
A PPI was previously submitted stating the current period of performance was not adequate for the project, and requests an additional 3 months be added. Please provide a response adding 3 months to the period of performance to allow us to bid the project.
See Amendment 0009.
The contract duration is lengthened by 120 calendar days.

Other sections speaks to packaged VAV rooftop units; however, this section speaks to vapor tight marine lighting system in each access section of the AHU with switch outside of each section. Please confirm that there are a minimum of 3 DX vendors that have this as standard or is the intent to use a custom style unit?
A custom unit is not required. Per D304008 “Provide a vapor tight marine lighting system in each access section of the air handling units with switch outside of each access door.”

Per UFC, a Life Cycle Cost Analysis (LCCA) needs to be completed.
Typically, an LCCA is completed prior to 35% design. In the case of this project, the RFP is very descriptive with the HVAC system types and this is a competitive bid RFP. Please confirm that AE1 did a LCCA and AE2 does not have to perform one.
No LCCA was done for this DB RFP. The offeror’s DOR is responsible for providing LCCA as required in Part 2, General Requirements, Section 01 33 29.05 20 Design Submittal requirements.
216 4/10/25 11 D30 Diffusers

222 4/25/25 Room 104
In PPI 48, the following questions was asked, "Room 104 PT Open Office has acoustics being STC 50. This is an open area, please clarify how to achieve STC 50 for this space?" In PPI 49, the question was, "There are numerous rooms requiring STC 50 acoustics. Please confirm this high STC rating is required for all rooms STC 50 is designated for?" In PPI 50, the question was, "Room 215 Cardio Mezzanine is required to have STC 50 acoustics. The mezzanine is an open space to below. Please clarify how this open room can meet any acoustics requirements?" The government's response for PPI 48, 49, and 50 was, "Offeror's DOR is responsible to the design per the RFP." This response is not sufficient to responsibly bid these items. If the open mezzanine area is to be rated to STC 50, then the entire first floor open gym area has to be STC 50 to the exterior walls, glazing, etc.
Please confirm the open mezzanine area does not need to meet STC 50.
Please also confirm the areas, rooms, and spaces to be designed to STC 50.
See Amendment 0009 for revised PPI responses for PPIs 48, 49, and 50.

CHAPTER 5
Room 215
Cardio Mezzanine
STC 50 Requirements: Room 215 – Cardio Mezzanine. Please confirm that at rating of STC 50 applies to the Type CF and Type C walls as indicated on AE102 and that the guard rails at the open edge of the mezzanine (C201090) do not necessitate an STC rating.
Confirmed. Open edge of the mezzanine does not require SCT 50.
224 4/25/25
007 PPI 119
PPI 119 response states that the Contractor is responsible for evaluating the existing sanitary system has adequate capacity and providing improvements as necessary. This existing condition is not known and not provided in the RFP documents so cannot be defined to price. For bidding purposes, can we assume the existing sanitary system is in good working condition and has adequate capacity for this project?
No. The offeror is required to provide a sanitary system per their DOR’s sanitary design.
The existing systems will require modifications.
225 4/25/25 Amendment
PPI 52 and
PPI response 52 and 53 do not answer the specific questions. Please provide a response that specifically answers the questions in order to price?
See Amendment 0009 for PPI 52 and 53 revised responses.
226 4/9/25 Part 3 Ch-6 C301090
Clarify locations for wall guards (Plate Wall Protection) finish. Was not defined in the Room Requirements section.
See Part 3, Chapter 6, ESR, Paragraph C30 Interior Finishes, C301090 Other Wall Finishes, Wall Protection and Corner Guards, and Wall Guards for the required.
227 4/9/25 Part 3 Ch-6
C301090
Wall Protection: Clarify the height extent of the wall protection wainscot system and material type/thickness.
Per Part 3, Chapter 6, ESR, Paragraph C30 Interior Finishes, C301090 Other Wall Finishes, Corner Guards, and Wall Guards the offeror's DOR is responsible to set the height of the wainscot, and the height must be consistent throughout the facility and coordinated with built-in or wall mounted furnishings.
228 4/10/25 12 01 14 00 1.3.1.2.2
In section 01 14 00 – Work Restrictions in paragraph 1.3.1.2.2 Finish Work, it states “Finish Work within the secure annex area must be accomplished by U.S. TOP SECRET-cleared personnel.” Please clarify if this will be required of work in this project during construction as the facility is unoccupied.
Top Secret –cleared personnel are not required. See Amendment 0009 for revised specifications.
229 4/25/25
Per Section 01 14 00, page 2, items
1.3.1.2.2 (Finish Work) and 1.3.1.2.3 (Electronic Security Systems Equipment), we seek clarification regarding the intent of the government.
Specifically, is it the government's intention to require contractors and subcontractors working on the P-325 SOF Human Performance Center to possess a Top Secret clearance?
If so, this requirement could significantly reduce the available subcontractor pool, potentially limiting competition and resulting in increased project costs to the government. We respectfully request further guidance on this matter to ensure proper planning and compliance.
Top Secret –cleared personnel are not required. See Amendment 0009 for revised specifications.
230 4/25/25 Amendment
006 PPI 51
PPI 51 response is not reasonable for this project. Awarding, procuring and installing this project's FFE package of over $3 million in 6 months cannot occur as confirmed with the FFE and equipment vendors. The project has liquidated damages for delays and it is unreasonable to include a 6 month time frame that cannot be reasonably met.
And by not meeting the completion date, the Contractor runs the risk of obtaining an unsatisfactory CPAR that would jeopardize future Federal work.
Also this 6 month award period has been questioned by several other Contractors in other PPIs. Please extend the award period from 6 months to 9 months prior to contract completion so that Contractors can meet the project period of performance?
See Amendment 0009, Attachment Q for revised FF&E package submission date.

BID NOTES
FOR ESS,
FF&E and A/V (Line items 0006- 0008) Item f.
Bid Pricing Form
PPI 51 expressed concern about the 6 month period for planned modifications in CLINs 0006 - 0008.
We have since discovered that the lead time for the hydrotherapy pools alone is 10 - 12 months. Please consider extending this award period to twelve months prior to contract completion.
See Amendment 0009, Attachment Q for revised FF&E package submission date.
232 4/29/25
Bid Pricing
Form
Amendment 008 and the latest Pricing Form does not address this issue. The FFE / AV / ESS Options have up to 6 months of project completion to be awarded. Due to the significant size and scope of this FFE package and long lead time for equipment, as confirmed with vendors, 6 months cannot be acheived. The hydrotherapy pool vendor has confirmed a 10 month lead time from approval. It is unreasonable for the Government to include a FFE / AV / ESS award date that cannot be acheived especially when the project has liquidated damages. Please change the award date from 6 months to 12 months from CCD in order for us to comply with RFP period of perfromance.
See Amendment 0009, Attachment Q for revised FF&E package submission date.
233 4/25/25 PPI 66
PPI 66 requested the following, "D30 HVAC section did not see any requirements for outside HVAC equipment corrosive resistance requirements. Please provide." The government's response was, "The offeror’s DOR is responsible for the design per applicable UFCs." This is not typical for JBLCFS. Typically, all rooftop or exterior HVAC equipment has to meet the 3,000 hour sea salt spray requirements among other stringent corrosive resistance criteria.
Please confirm these requirement's beyond the typical UFC are not required.
See Amendment 0009 PPI 66 revised response
234 4/25/25 Amendment
006 PPI 48
PPI 48 response is a generic response that DOR is responsible for design per the RFP however this does not specifically answer the STC 50 requirement for an open space (Room 104 PT Open Office). Please provide a specific response in order to price?

63 4/11/2025 Amend-ment PPIs
Amendments 0001 thru 0005 have been issued to date for this Solicitation.
There have been 28 PPI responses provided thus far with PPIs 1, 14, 22, 23, 24, 25, 26, (25% of the responses provided) having the response of "Bid per RFP." Please consider revisiting these PPIs and providing more definitive clarifying responses that better assist all MACC partners in accurately and responsibly providing a proposal for this Solicitation. We respectfully ask that evaluators please refrain from using this response for future PPIs as it provides no benefit in our proposal preparation efforts.
Many of the offeror’s PPIs ask for information that is provided in the DB RFP documents.
When the information is in the RFP documents, the Government will direct the offeror to the location in the RFP in lieu of addressing a question that could change the RFP contract requirements. When a PPI requires an architectural/engineering design decision – solution, the offeror should consult their DOR to provide the design – solution for competitive pricing.
