About this file
This document is an Amendment (Amendment 0007) to Solicitation N4008525R2563 for the P-325 Human Performance Training Center Design-Build project at Naval Station Norfolk, Virginia. The amendment serves three primary purposes: 1) incorporate Preliminary Proposal Information (PPI) responses, 2) incorporate revised specifications, and 3) revise the Factor 1 Technical Solution requirements. Key changes include modifications to intake air ductwork specifications, site preparation guidelines, room construction requirements, and submittal instructions for the technical proposal. The amendment clarifies various technical details such as soil amendment procedures, wall finishes, equipment layout expectations, and SME (Subject Matter Expert) resume requirements. The proposal due date remains May 9, 2025 at 2:00 pm local time, as previously established in Amendment 0006.
The amendment provides detailed responses to 63 clarification questions covering topics like HVAC systems, fire protection, acoustical requirements, stormwater management, electrical infrastructure, and facility design specifications. Many responses direct the offeror's Designer of Record (DOR) to make specific design determinations while providing general guidance. The technical solution narrative requirements now explicitly request a two-page SME resume and two example projects demonstrating expertise in gymnasium/human performance center equipment layouts. Offerors are instructed to provide a comprehensive labor force narrative within an 8-page limit, with the option to submit up to four supplemental 11"x17" drawing files.

As condensing boiler are required to provide heating water to the VAV terminal units, can the rooftop heating apparatus be a heating water coil in lieu of a gas fired section. The gas fired section has limited controllability vs. a heating water coil.
Hot water coil can be used for reheating if a single zone RTU is used for the gym area.
85 4/9/25 486 D30
Space conditions for the workout rooms exceed OSHA and The American College of Sports Medicine recommended temperature range. The recommended maximum space temperature is 72 degrees per the ACSM. Please consider changing the maximum temperature for the workout areas to 72 deg F

CENTERS. Provide HVLS fans as required in UFC 4- 740-02.
86 4/9/25 483 D30
It is understood that there is a 1200 sqft limitation per zone, however due to the limited locations where thermostats/temperature sensor can be placed, the multiple VAV boxes requested would likely operate in unison. SUMMARY
Sheet GI002 Code Summary under occupancy classification does not mention if the facility will be considered mixed-use occupancy. Confirm if the intent of the facility will be mixed-use occupancy.
The offeror’s DOR is responsible for determining the compliant multiple occupancy approach per
NFPA 101. RFP
documentation which shows the building contains both Business Group B and Assembly Group A-3 occupancies and life safety plan does not indicate separated occupancies.

The RFP states: "It is estimated that a cut of approximately 12 inches in depth will be required to remove the surficial materials.
This cut is expected to extend deeper in isolated areas to remove deeper deposits of unsuitable soils, which become evident during the clearing." (emphasis added) The Geotechnical Report notes that "Uncontrolled FILL" was recovered at all of the boring locations (about 3 to 5 feet thick) and beneath the FILL, a CLAY (CL) stratum, approximately 3 to 8 feet thick.
Satisfactory Common Fill Materials are defined in the RFP to exclude "undocumented backfills from previous construction" (Uncontrolled FILL) and
CLAY (CL).
Is a total removal of the Uncontrolled FILL layer required? Or, can the extent of undercut excavations be reduced based on recommendations by the Geotechnical Engineer of Record, pending acceptance by the Government?
The offeror’s DOR (Geotechnical Engineer) can recommend a reduction of undercut excavations;
however, a reduction must be approved by the Contracting Officer.

The RFP states: "Excavated on-site soils must be amended (i.e. mixed with lime, cement, or blended with imported structural materials, etc.) as necessary to facilitate reuse as Common Fill." (emphasis added)
Does this accurately state the RFP intent or is the intent to require amendment only if excavated materials cannot meet the project density and compaction requirements for “common fill”?

Based on the drawings in Part 6, it appears as the secure fence terminates at the building. Please confirm that this is accurate and only one ped gate is required for this scope of work.
See Part 3, Chapter 6 ESR, G2, paragraph G204001 Fencing and Gates, for requirements. Part 6 Attachment K, drawings CG101, and LP101, show the location of the fencing.
122 4/9/25 349 Part 3 3.2.12
Please confirm that adequate fire department access has been considered.
FDC is called to be on the building, within the secure area while the drive access for the proposed build is outside the secure area.
The offeror’s DOR is responsible for designing adequate fire department access in accordance with UFC 3-600-01, including appropriate access to the FDC from the fire department access road.

Given that the 100 Y WSE in Desert Cove is elevation 9 and given the FFE of the Building is around 10, all stormdrain piping must be greatly oversized relative to the Civil Engineering UFC 3-210-01 to convey the UFC-required 10 year flow and for the site to safely convey the 100Y flow with freeboard via overland conveyance. Please confirm that this is the Government's intent.
The offeror’s DOR is responsible for a design compliant with UFC 3-201- 01, UFC 3-210-10, and Virginia Stormwater regulations. The DOR must determine if greatly oversized pipes or lifting the FFE to reduce size of piping is the design solution.

There are existing pipes within the work area that have a smaller diameter than what is required by UFC 3-201-01. Is this the governments intent? If not, to what exent of replacement of the existing storm drain is required?
The offeror’s DOR is responsible for determining a design in solution, i.e., the extent of replacement of downstream storm drains depends on whether the system will satisfy the requirements of UFC 3-201- 01, 3-210-10, and Virginia Stormwater regulations to the point of analysis.
125 4/9/25 346 Part 3 3.1.1 Please confirm the location and scope of work required for the installation of the new steam lines.
See Part 3, Chapter 6 ESR, G30 Civil/Mechanical Utilities, paragraph G304004 Underground Steam Systems, and Part 6, Attachment K Drawings, sheet CI101.
126 4/9/25 347 Part 3 3.2.1
Based on preliminary hydrologic computations, there is an 0.25, and 2 cfs increase in the 2Y, 10Y storms respectively at the point of analysis to the north -connecting to structure 109. Our analysis yields that 4,500 CF of storage would be required to manage this increase. Given that the proposed land use is concrete hardstand in this area, should underground detention be assumed to manage this area to predevelopment conditions or should flows form this area be diverted via closed SD to one of the BMP’s identified on the bridging documents?
The offeror’s DOR is responsible for determining the design of SWM facilities, whether that be underground detention, or any other BMP, to satisfy the requirements of UFC 3- 201-01, 3-210-10, and Virginia Stormwater regulations.
