About this file

This document is Amendment 0005 for the P325 Human Performance Training Center solicitation (N4008525R2563), issued by the Department of the Navy Naval Facilities Engineering Core. The amendment serves two primary purposes: 1) incorporating Pre-Proposal Inquiry (PPI) responses and 2) incorporating revised specifications. The PPIs address technical clarifications across multiple areas including HVAC systems, facility references, pool equipment specifications, sustainability requirements, piping materials, and equipment details. Key revisions include updating a facility code reference from FC 4-740-02N to UFC 4-740-02, modifying basement construction specifications, and replacing Part 5 Prescriptive Specifications entirely with a new attachment (Attachment M). The amendment provides detailed government responses to 28 specific contractor questions, offering guidance on design interpretations, equipment specifications, and technical requirements for the human performance training center project.

15 3/28/2025 342 Part 3 2.4

RFP references compliance with FC 4- 740-02N. It appears this FC has been canceled and replaced with UFC 4- 740-02. Should the reference to FC 4- 740-02N be replaced with UFC 4-740- 02 in its entirety?

Yes. UFC 4-740-02 is the correct reference, and the RFP is revised with this amendment.

16 3/28/2025 483 Part 3 D30

Under "Dedicated air conditioning system for high humidity spaces" header, it states the pool space dehumidification units call for a heat recovery loop. Is it correct that this is referring to a heat recovery loop with the pool water? The various pools indicated in Part 5 are described as being pre-fabricated / pre-packaged pools with integral heaters and chillers.

Since the pools are pre-fabricated, please confirm the requirement for heat recovery loops between the pool dehumidification units and the pools.

The Offeror’s Designer of Record (DOR) is responsible for the design of the heat recovery loop.

The DOR can design the heat recovery loop to be a runaround coil to recover heat with the exhaust airstream; design the heat recovery loop to provide heat to the pool water; or design solution.

Coordinate with provided pool manufacturer.

17 3/28/2025 483 Part 3 D30

Under "Cooled, Heated and Mechanically Ventilated (VAV System" header, it states each thermal zone must be provided with a VAV terminal unit with hydronic reheat. The RFP also states the open gym area must be on its own system. Is it acceptable to provide a Single Zone Variable Air Volume Rooftop Unit (RTU) to serve the open gym in lieu of a Multizone RTU serving multiple VAV terminal units?

The Offeror’s DOR is responsible for the design. A single zone is an acceptable design solution; however, it is the Offeror’s DOR responsibility to determine proper zoning and to determine if the gym area that includes warm up, cool down, equipment area and running lanes can be maintained as one thermal zone with proper air distribution.

Part 3 D30/Part 5

Hydro therapy

Equipment

Under the "Dedicated air conditioning system for high humidity spaces" header, it states the Isopod Room must be conditioned by a pool room dehumidification HVAC system.

Unlike the prescriptive specifications for the Hydrotherapy Pools, there are no specifications for the Hydropod in the Isopod Room. Please provide specifications, water temperature, etc.

for the Hydropod to support sizing of the dehumidification unit.

Selection of the hydro pod unit is the responsibility of the Offeror. Refer to the hydro pod unit manufacturer for operational requirements.

19 3/31/2025 Part 5 Prescriptive

Specifications Hydro therapy

Equipment

Part 5 Prescriptive Specifications provides information for the three Hydrotherapy Equipment Items;

Hydrotherapy Pool, Polar Plunge Pool, and Thermal Plunge Pool, however, G204006 Fountains and Pools states, "Not used." Please clarify and confirm if the costs for these three equipment items are to be included in CLIN 0001A as construction costs or if they are already included in CLIN 0008 Option Item No. 7 for FF&E?

Part 3, Chapter 6 Engineering Systems Requirements, G20 Site Improvements, paragraph G204006 Fountains and Pools “Not Used”. There are no fountains or pools required with the P325 Site Improvements. For the Hydrotherapy Pool, Polar Plunge Pool, and Thermal Plunge Pool Equipment see Part 3, Chapter 4 Building Requirements, Part 6 Engineering System Requirements, and Part 5 Prescriptive Specifications, Hydrotherapy Equipment. The hydrotherapy equipment is built-in equipment and are included to be included in CLIN 0001.

Part 3 D20 D30 and other sections

The RFP documents are dated 21 July 2023. 1 March 2024 the Department of NAVY issued ITG FY24-01 Electrification of Navy Facilities.

Multiple places in the RFP reference Natural Gas fired systems and energy supply. Is the ITG FY24-01 Electrification to be applied to this project?

No, electrification is not required.

RFP -

Sustainability checklist states harvesting rainwater is in compliance however there are no provided calculations for an LCCA. This is not mentioned anywhere else in the RFP.

Equipment rooms, exterior tanks, etc.

cannot be found for harvested rainwater use. Is the checklist in error?

If not, what is the water savings goal and what is the water being used for?

Final sustainability goals and HPSB Checklist to be developed by DOR.

Section calls for two gas fired water heaters sized for 66% as well as a triplex booster pump. UFC 3-420-01 states that water heaters are not required to have redundancy for this type building and the booster pump shall be duplex if not mission critical.

Is there a reason for the redundancy?

Bid per RFP.
