About this file

This document is an Amendment (Amendment 0011) to Solicitation N4008525R2563 for the P-325 Human Performance Training Center project at JEB Little Creek-Fort Story, Virginia. The amendment accomplishes six key objectives: 1) incorporates and revises Pre-Proposal Inquiry (PPI) responses related to HVAC system design and Life Cycle Cost Analysis, 2) extends the proposal due date from 21 May 2025 to 28 May 2025, 3) updates liquidated damages structure by splitting the project into two phases with differentiated daily damage rates ($3,468 per day for the main project phase and $213 per day for building demolition), 4) extends the project period of performance to 881 calendar days for the main phase plus an additional 90 calendar days for demolition of buildings 3855A and 3855D, 5) incorporates Attachment R (Special Project Procedures) and Attachment S (Wage Determination Mod 3), and 6) clarifies that a Life Cycle Cost Analysis has already been completed and is reflected in the Request for Proposal requirements.

System

PPIs 215 and 257 appear to have been answered inaccurately and have opened the door for the DOR to determine the HAVC System for use for this new facility. Per the latest UFC 1-200-2 Change 02, 01 June 2022, In Design Build (DB) Projects, the LCCA is prepared during the development of the solicitation package, or Request for Proposal (RFP). The resulting system and feature selections are incorporated as requirements in the DB RFP. The DB selection criteria must require that any deviation provided by the offeror that increases energy efficiency is supported by an energy optimization and LCCA.

Deviations that decrease the energy efficacy are not acceptable. The LCCA must be done prior to issuance of RFP. The current answers allow the bidder to ignore all aspects of D30 as it pertains to the HVAC systems, zoning, heating system and cooling systems. This will allow a team to select ANY system as long as it is LCCA effective, which is very subsieve to interpretation and puts us in a non-completive disadvantage.

3855A and 3855D

PPI 212 stated that the Period of Performance was too short to construct the facility and the government extended the Period of Performance in Amendment 0009 accordingly. The Period of Performance was clarified, however, to now include phasing wherein the new P325 Facility has to be complete and occupied prior to demolition of Buildings 3855A and 3855D. This new phasing requirement will extend the Period of Performance by at least 90 additional days and needs to be addressed with another extension to the Period of Performance.

See Amendment 0011

3855A and 3855D

In Amendment 0010, the government has now added a phasing requirement for the new P325 facility to be occupied prior to the demolition of Buildings 3855A and 3855D. The demolition, foundation removal, grading of existing subgrade, installation of new paving base, and placement of concrete paving where the two buildings were located will take a minimum of 8 - 10 weeks to complete. Please extend the Period of Performance from 979 calendar days to 1,069 calendar days accordingly.

3855A and 3855D

In Amendment 0010, the government has now added a phasing requirement for the new P325 facility to be occupied prior to the demolition of Buildings 3855A and 3855D. The requirement was added to provide an advance notice to the Contracting Office 45 days before the occupants must move, however, not time period was stated for the duration of the government's moving efforts. Anticipating this move will take at least two weeks, please extend the Period of Performance by 70 calendar days for the demolition of Buildings 3855A and 3855D and another 20 calendar days (if sufficient) for the government's moving duration. New final Period of Performance will be 1,089 calendar days.

Per UFC, a Life Cycle Cost Analysis (LCCA) needs to be completed. Typically, an LCCA is completed prior to 35% design.

In the case of this project, the RFP is very descriptive with the HVAC system types and this is a competitive bid RFP. Please confirm that AE1 did a LCCA and AE2 does not have to perform one.

A LCCA was done, and the RFP reflects the LCCA results. The offeror’s DOR is responsible for the design in accordance with Part 2, General Requirements, Section 01 33 29.05 20 Design Submittal requirements.

257 time 01 33 29.05

The NAVFAC HPSB Checklist, included with spec section 01 33 29.05 20, implies that a LCCA has been performed. Moreover, the RFP prescriptively lists the equipment types and systems that must be used in the building. As such, there is no room for comparing multiple proposed designs. In lieu of performing a LCCA, is it acceptable to compare a single proposed design to the ASHRAE 90.1 Baseline to demonstrate the proposed design achieves the minimum required energy savings?

A LCCA was done, and the RFP reflects the LCCA results. Final sustainability goals and HPSB Checklist to be developed by DOR.

See Amendment 0005, PPI 21.
