About this opportunity
The Defense Logistics Agency Energy seeks management of government-owned contractor-operated retail fuel facilities at Randolph AFB and Laughlin AFB in Texas, with final proposal revisions due August 31, 2026. The procurement is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, open only to SDVOSB firms. Two separate firm-fixed-price contracts will be awarded—one per location—and offerors need not bid both installations.
Place of performance includes Randolph AFB, Randolph, Texas 78150 and Laughlin AFB, Laughlin, Texas. The base performance period runs January 1, 2027 through December 31, 2030 (48 months), followed by one five-year option period from January 1, 2031 through December 31, 2035 (60 months), and a potential six-month extension through June 30, 2036. Pricing must be submitted monthly for each location and contract period.
Services include receipt, storage, transfer, issuance, and inventory accounting of aviation and ground fuel products, including cryogenics, with requirements for 24/7 operational readiness, quality control, environmental compliance, and mission support. At Randolph AFB, contractors must furnish a minimum of eight aviation fuel trucks (5,000-gallon minimum capacity) and two ground fuel trucks (2,000-gallon minimum capacity); at Laughlin AFB, ten aviation fuel trucks (5,000-gallon minimum capacity) and two ground fuel trucks (2,000-gallon minimum capacity), all operational and in place within 12 months of contract start. Roughly 7,000 gallons of diesel annually and approximately 9 million gallons of jet fuel annually are required at Laughlin.
Contractors must comply with applicable Collective Bargaining Agreements (expiring September 30, 2026 at Randolph; November 30, 2026 at Laughlin) for wage and benefits determination, with future CBA changes incorporated through equitable price adjustments. Evaluation uses Lowest Price Technically Acceptable (LPTA) source selection, assessing technical and management factors and past performance. The NAICS code is 493190 (Other Warehousing and Storage) with a size standard of $36.5 million; PSC is M1NA (Operation of Fuel Supply Facilities).
