About this file

These are pre-proposal conference slides for a Defense Logistics Agency Energy (DLA Energy) solicitation to manage government-owned, contractor-operated (GOCO) retail fuel facilities at Laughlin AFB and Randolph AFB in Texas. The solicitation (SPE603-25-R-0512) seeks fuel management services including receipt, storage, transfer, issuance, and inventory management of fuel products, with a focus on maintaining fuel quality and preventing environmental impact. The contract is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and will be awarded using a Lowest Price Technically Acceptable (LPTA) source selection process.

The procurement includes a 4-year base period from January 1, 2026, through December 31, 2029, with a 5-year option period from January 1, 2030, through December 31, 2034, and an additional 6-month extension option. Two separate contracts will be awarded, one for each base, and offerors may propose on either or both locations. The annual jet fuel throughput at Laughlin AFB is approximately 9 million gallons, with an average of 110 refueling operations during the day shift and 70 during the evening shift. Proposals are due May 7, 2025, and all questions must be submitted by April 22, 2025.
