This is a Standard Form 30 amendment to solicitation SPE60325R0512, issued by DLA Energy Bulk Petroleum Services on April 7, 2025, with an effective date of July 17, 2026. The amendment revises the Performance Work Statement to further define minimum required contractor-furnished refueler/defueler vehicles (Sub-factor 8) and reopens negotiations for offerors in the competitive range to submit revised technical/management and price proposals.
The amendment establishes specific minimum fleet requirements for two locations: Randolph Air Force Base requires eight (8) aviation fuel trucks with 5,000-gallon minimum capacity and two (2) ground fuel trucks with 2,000-gallon minimum capacity; Laughlin Air Force Base requires ten (10) aviation fuel trucks with 5,000-gallon minimum capacity and two (2) ground fuel trucks with 2,000-gallon minimum capacity. All contractor-furnished vehicles must be operational and in place no later than 12 months after contract start date. Upon successful fielding, previously utilized government-provided vehicles will be returned to Logistics Readiness Squadron Vehicle Maintenance for redistribution. Offerors must submit revised proposals with updated Sub-factor 8 and pricing that reflects costs for procuring, operating, and maintaining the specified vehicles. The final proposal revision deadline is 9:00 a.m. Fort Belvoir, Virginia time on July 29, 2026, with all changes clearly tracked or highlighted. The solicitation opening/closing date has been changed to April 7, 2025 / July 29, 2026.
