About this opportunity
DLA Energy's Bulk Petroleum Services is soliciting proposals for four separate firm-fixed-price contracts for government-owned, contractor-operated aircraft and ground fuel services and fuel storage and distribution at Cannon AFB and Holloman AFB, New Mexico, and Davis Monthan AFB and Luke AFB, Arizona, with proposals due November 18, 2026. The set-aside is Total Small Business. Offerors may propose for one location, any combination, or all four.
Amendment 0008, effective November 5, 2026, extends the closing date through November 18, 2026, at 9:00 AM EST. Amendment 0006 changed the contracting officer to Vickie E. Davis, (804) 489-0675, Vickie.Davis@dla.mil, and Amendments 0006 and 0007 set the updated Cannon, Holloman, and Davis Monthan performance work statements effective October 1, 2026. DLA Energy Americas West administers the contracts, and invoicing runs through Wide Area Workflow with location-specific DoDAAC codes.
The base period runs December 1, 2026 through November 30, 2030. A five-year option runs December 1, 2030 through November 30, 2035, and a six-month extension under FAR 52.217-8 is priced at option-period rates. Pricing is monthly unit pricing by location under service code M1GC, with base CLINs 0001–0004 and option CLINs 0005–0009. NAICS is 493190, Other Warehousing and Storage.
Work includes receiving, storing, issuing, and accounting for Defense Working Capital Fund petroleum products, operator maintenance, and 24/7 ground fuels support through self-service automated service stations. Site scope differs. Cannon receives approximately 330,000 gallons of JAA monthly by tank truck and issues about 4 million gallons annually. Holloman maintains six storage tanks, including aviation tanks of 634,968 and 776,850 gallons. Davis Monthan receives approximately 2.87 million gallons monthly of Jet A by pipeline. Luke supports approximately 110 daily refuels with 12 refueling vehicles.
Personnel require security clearances with a minimum NACI investigation. Offerors must hold CMMC Level 1 (Self) status in SPRS for each information system that processes FCI or CUI, and offerors that do not meet this requirement for each applicable system are ineligible for award. Proposals must include CMMC UIDs. Contractors must submit nine plans within 60 days of award, and key personnel resumes require DLA Energy approval. Revised Service Contract Act wage determinations apply to all four installations. A collective bargaining agreement between BSH Management (operating as Blackson Arrow) and IAM Local 2949 covers the Davis Monthan fuel terminal workforce through June 28, 2028, with wage increases each October 1.
