About this opportunity

The Defense Logistics Agency Energy is soliciting offers for Fort Hood GOCO aircraft and ground fuel operations services under a Service-Disabled Veteran-Owned Small Business set-aside, with offers due November 20, 2026 at 3:00 P.M. local Fort Belvoir time. This follow-on to sources sought notices SPE603-25-R-5X24 and SPE603-25-R-0525 (solicitation SPE603-26-R-0519) requires offerors to register in SAM and WAWF to respond. Amendment 0003, dated October 27, 2026, extends the closing date from October 30, 2026, declares Amendment 0002 null and void, and requires offerors to acknowledge Amendment 0003 before closing. Failure to acknowledge may result in rejection. Amendment 0001 (October 13, 2026) added FAR 52.219-14, Limitations on Subcontracting, removed FAR 52.219-6, revised the CLIN 0005-0009 anticipated period to end November 30, 2035, and replaced the CBA and wage determination attachments with CBA-2026-475 and Wage Determination 2015-5237 Revision 32.

Work is performed at four Fort Hood, Texas locations: West Fort Hood Tank Farm, Yoakum-Defrenn Airfield, Robert Gray Army Airfield, and West Fort Hood Retail Point. Operating hours vary by facility, with some sites operating 24/7 and others limited to daytime hours. Scope covers receipt, storage, issuance, and accounting of DLA-owned F-24, GUR, and E-85 fuel; bulk, retail, and aircraft refueling; and facility and equipment maintenance. The contractor performs daily, weekly, and monthly maintenance at firm fixed price. A separate USACE-Huntsville Recurring Maintenance and Minor Repair contractor performs quarterly and higher-level maintenance, with the awardee providing oversight and documentation. Aircraft refueling requests require a response within 20 minutes, and after-hours support must begin within two hours.

Key personnel include a Terminal Manager with supervisory experience in bulk storage and aircraft fueling and an Assistant Terminal Manager with two years of fuel terminal operations experience. All contractor personnel must obtain Common Access Cards, pass National Agency Check background investigations, comply with DOT drug testing under 49 CFR Part 199, and complete OSHA, HAZWOPER, confined space entry, and OPA-90 spill response training. The contractor furnishes refueling vehicles equipped to NFPA 407 standards.

The contract is firm fixed price with a 48-month base period from December 1, 2026 through November 30, 2030, a five-year option period, and a six-month extension option. Service Contract Act wage determination requirements apply. The NAICS code is 493190, Other Warehousing and Storage, and the PSC is M1NA. Past performance is rated on a five-point scale through Attachment III, and the source describes a Lowest Price Technically Acceptable evaluation process, where Exceptional through Marginal equate to Acceptable. Amendment 0001 revised the contracting points of contact.
