About this file
This document is a Clarifying Questions from Offerors file for Solicitation SPE603-25-R-0512, addressing fuel management services for Randolph and Laughlin Air Force Bases. The document provides responses to three specific technical questions from potential offerors regarding fuel requirements:
The first question concerned annual fuel consumption at Randolph AFB, with the government clarifying that the site uses 7,000 gallons of diesel fuel annually at $22,330.00. The second question addressed fuel purchase responsibilities, with the government indicating that the contractor will be responsible for fuel costs for government vehicles and may request a Fuels Purchase Agreement. The third question focused on technical specifications for refueling trucks, specifically challenging the 600 gallons per minute (GPM) pump requirement. The government responded that while 600 GPM was previously required, the specification now allows for flow rates up to 600 GPM, with a critical clarification that pump and filter ratings must match - if a pump is rated at 600 GPM, the filter must also be rated at 600 GPM.

Clarifying Questions from Offerors
1. Incorporating Clarifying Questions and Answers:
Randolph
1. If the Contractor is required to purchase fuel for Government provided vehicles, please provide the previous three-year consumption rate for each grade of fuel used. The fuel gallons and cost for Randolph is significantly low for a three year period based on the annual amount we use at our comparable contracts. We are requesting clarification if the data provided is for one-year or over a three year period.
Answer: Randolph 7,000 gallons at $22,330.00 annually for diesel fuel.
Laughlin
1. If the Contractor is required to purchase fuel for Government provided vehicles, please provide the previous three-year consumption rate for each grade of fuel used.
Answer: Appendix M Supplement to Appendix F: The Contractor is responsible for cost of fuel for IE Vehicles (Government) from the beginning of the contract period. The Contractor may request to establish a Fuels Purchase Agreement/Authorization (FPA) to be allowed to purchase DWWCF ground fuel for use in IE vehicles.
Randolph and Laughlin
1. Appendix H states: (4) refuel trucks shall issue fuel to aircrafts at volumetric flow rates of up to 600 gallons per minute (GPM) while automatically limiting nozzle pressure to 50 ± 5 PSI and up to 100 GPM for low flow through a filtration system, a flow meter, a primary and secondary pressure control system, a ground servicing hose, and a single point nozzle
(5) will issue fuel through AF approved filtration systems (EI standards) with minimum rating of 300 GPM and 150 PSI; replace filters as required due to condition/use or as specified in technical orders. However, it is impossible to have a 300 GPM filter separator with a 600 GPM pump.
Could you please provide clarification on the 600 GPM pump requirement? A smaller pump would result in a lower cost to the government. Additionally, both locations do not have a need for a higher rated pump to support fighter airframes.
Answer: There used to be a required 600 GPM issue rate, but it was determined that there was not usually a true requirement for 600 GPM. As a result, the specification changed to allow for flow rates of up to 600 GPM.
For filtration, there is a minimum rating of 300 GPM, but the rating can be higher. If the filter vessel is only rated at 300 GPM, then the pump can only be 300 GPM. If the pump is rated at 600 GPM, then the filter must also be rated at 600 GPM.
