About this opportunity
The Department of the Navy Naval Facilities Engineering Command seeks a small business contractor to perform environmental remedial actions at contaminated sites within the Naval Facilities Engineering Systems Command Pacific area of responsibility (Hawaii, Guam, Marianas, Northwest, and Southwest regions), with proposals due September 9, 2026, and questions due August 6. This is a Total Small Business set-aside ID/IQ contract.
Place of performance is primarily at Joint Base Pearl Harbor-Hickam, Hawaii, with work performed at various Navy and Marine Corps installations and other government agency sites throughout the NAVFAC Pacific area and potentially outside that region as required. Work covers Superfund National Priority List sites, non-NPL sites, and Base Realignment and Closure sites regulated under CERCLA, RCRA, Underground Storage Tanks regulations, and state-specific requirements.
Distinctive requirements include demonstrated experience with cost-reimbursable CERCLA removal actions, soil and sediment remediation, expedited response actions, and munitions response actions at Navy and Marine Corps installations. Offerors must demonstrate a minimum of ten concurrent recent relevant projects totaling at least $10 million across at least two different NAVFAC Pacific area locations performed by the offeror's current team. Key personnel (Program Manager, Senior Project Manager, Contract Administration Manager, Quality Assurance Manager, Health and Safety Manager) must document four relevant projects completed within the past ten years. Offerors must submit five years of DART and TCR safety metrics and a two-page technical safety management narrative. All submissions require CPARS or Past Performance Questionnaires for submitted projects.
The contract structure consists of a base year, four option years, and a service extension (50% of base year hours), with estimated total value of approximately $178 million. Base year cost is estimated at $31.9 million. Service Contract Act and Davis-Bacon Act wage determinations apply; labor rates must meet or exceed Department of Labor prevailing wage minimums. Fixed fee is capped at 7.0%.
The incumbent contractor is CAPE-WESTON JV3 LLC operating under Contract Number N62742-22-D-1800. Evaluation criteria weight three non-cost factors equally: Corporate and Key Personnel Experience, Safety, and Past Performance; cost receives lower weight. NAICS 562910, PSC F108. Amendment 0005 (effective September 2, 2026) made technical corrections to labor rate submission cells. Paper proposals mail to 258 Makalapa Drive, Suite 100, Pearl Harbor, HI 96860-3134; electronic submission via PIEE required at https://piee.eb.mil/.
