Reference/ Section Question Government Response

RFP Page 108 of 118, Sectiob (3) NON-COST EVALUATION FACTORS (FACTORS 1, 2, AND 3). (1) Definition of "recent relevant project" is as follows: C. Recent is defined as five (5) years from the issuance date of this solicitation, except in regards to Key Personnel in which recent is defined as within the last ten (10) years from the issuance date of this solicitation. Is the five years based on the project award date (ie the project started within the past 5 years) or is the five years based on project completion date? Please confirm which one it is.

Please refer to the revised definition of a recent relevant project in Section M via Amendment 0002.

RFP states, 4. TIME for receipt of proposals. a. Volume I (Cost Proposal) and Volume II (Non-Cost Proposal) shall be submitted in two formats. (1) paper (mailed, delivered, or hand-carried) and (2) electronically via Procurement Integrated Enterprise Environment (PIEE). Proposals shall be received no later than Wednesday, 09 September 2026 @ 2:00 p.m., Hawaii Standard Time (HST)." Will NAVFAC please allow electronic copies due on Wednesday, 09 September at 2 pm HST with hard copies to follow five days later on Monday, 14September2026 at 2 pm HST?

Due date for both paper and electronic proposals remain at 2pm HST on 09 September 2026.

Section G, paragraph G11

Paragraph G11 states: “Fixed fee will be proposed on individual task orders.” Please confirm that the fixed fee percentage proposed in Attachment J.3 shall be applied to all task orders under this contract, and the government does not intend on negotiating a fixed fee on each task order.

Confirming that the fixed fee proposed shall be applied to all task orders under this contract.

Section I, 52.219-14 Limitations on Subcontracting

We respectfully request that the government incorporate FAR 52.219-14 Deviation 2021-O0008 rather than the RFO Deviation 2026-O0038. This would be consistent with the list of current DoW deviations on website https://www.acq.osd.mil/dpap/dars/class_deviations.htmls. It would also assist small businesses in complying with the SBA regulations at 13 CFR § 125.6 specifically on this contract because the DoW Deviation and SBA regulation excludes other direct costs such as work performed by a transportation or disposal entity under a contract assigned the environmental remediation NAICS code 562910.

FAR 52.219-14 (Deviation 2026-O0038) has been changed to FAR 52.219-14 (Deviation 2021-O0008).

Please see revised Section I via Amendment 0002.

Section J, Attachments J.1, J.1A. J.7, and J.7A

In the government-provided Excel file “J_1_J_1A_J_2_J_7_J_7A.xlsx,” Attachments J.1, J.1A. J.7, and J.7A are set up to print on Legal-sized 8.5”x14” paper. Legal-sized pages are not easily bound into a three-ring binder. May Offerors change the page size settings to 11x17 in the Excel files?

Offerors may change the page size to 11"x17" for Attachments J.1, J.1A, J.7, and J.7A.

Section J, Attachments J.7, J.13, and J.15

Attachment J.7 includes DBA Laborer Group 3 and Group 4, but DBA Wage Determination HI202600001 does not include these labor categories in Group LABO0368-001 09/02/2024. Please remove these labor categories from the cost model spreadsheets or confirm the source for these prevailing wage rates.

Please see revised Attachment J.7 via Amendment 0002.

Section J, Attachments J.8 and J.9

Please confirm that the “Key Personnel Assigned for Duration of Project/Contract” in Attachments J.8 and J.9 should only include the five key personnel proposed in this offer, if applicable

No restrictions on “Key Personnel Assigned for Duration of Project/Contract” in Attachments J.8 and J.9.

Section J, Attachments J.8 and J.9

Attachments J.8 and J.9 include the requirement to “Describe the work that WAS NOT performed by personnel currently on the Offeror’s team.” Please confirm that this is to include work performed by companies that are not on the current team, including other JV partners or subcontractors.

Please see revised Attachments J.8 and J.9 via Amendment 0002.

Section J, Attachment J.9

Attachment J.9 requires “Award amount performed by the Offeror’s current team.” Please confirm that this dollar value should be the total contract value of the project if the Offeror or Offeror’s team member was the prime contractor, the value of the subcontract issued to the Offeror or Offeror’s team member if they were a subcontractor on the project, or the Offeror’s portion of the work performed as a JV partner if the Offeror or Offeror’s team member was a member of a JV on the project.

QUESTIONS AND ANSWERS

Section J, Attachment J.10

Unlike Attachments J.8 and J.9, Attachment J.10 does not state “Do not delete this instructional paragraph.” Please confirm that we may delete the instructional paragraph in Attachment J.10 so that we may take full advantage of the 4-page limit for this form.

Please see revised Attachment J.10 via Amendment 0002.

Section K, 52.219-1 Small Business Program Representations

Section K, 52.219-1 Small Business Program Representations, paragraph (b)(2) states “$25M or 1,000 employees.” Please confirm that the 1,000-employee size standard applies as was advertised in the presolicitation notice.

Confirming the 1,000 employee size standard applies to this Solicitation.

Section L1, paragraph 2

Section L1, paragraph 2 requires the proposal to be typewritten using 11 point font size. Most of the government-provided Attachments provided in Excel are in 12 point font; however, the print setup is scaling the worksheets to fit on a page, which when printed/PDF’d, makes the effective font size as small as 4 point on some sheets, and between 6 point and 7 point on most others. Since the government will be receiving the Excel files, please confirm that Offerors do not have to change the print parameters and that the Excel files will be used to confirm compliance with the font size requirement.

Adjustment of the print parameters in Attachments J.1_J.1A_J.2_J.7_J.7A or J.3_J.4_J.6 is not required.

Section L1, paragraphs 2 and 3

Section L1, paragraphs 2 and 3, require electronic copies to be provided on CD-ROMs. We respectfully request that the government remove this requirement and only require electronic submittal via PIEE. Most current computers do not have built-in CD-ROM capability, so an external drive is required to write/read CDs. A key control under CMMC requirements is not allowing computers to access or transmit information via external drives, so offerors may be limited in their ability to provide CDs.

Please see revised Section L via Amendment 0002.

Section L, 52.215- 20 and 252.215-

There are FAR and DFARS clauses in Section L that reference different electronic media for the submission of proposals. Please confirm that the only acceptable electronic media for submission are those specified in L1 paragraphs 2, 3, and 4.

Confirmed

Section L1, Attachment J.6

Section L1, Attachment J.6 - Proposed, Historical, and Year-to-Date Indirect Rates, states “For Offerors unable to provide the information required under Attachment J.3 above…” Please confirm that if an offeror can provide the information required by Attachment J.3, we are NOT required to submit Attachment J.6.

Confirmed

Section L2, Section III Appendices B and C

Section L, Cost Proposal Section III: Both Appendix B and C require information per provision FAR 52.237-10 Identification of Uncompensated Overtime and evidence of DCAA/DCMA approval. Please confirm that we may provide the information in Appendix B, and in Appendix C just refer to the information provided in Appendix B.

Confirmed

Section L, 252.215- 7993 and 252.237-

Section L includes two DFARS clauses that require information to be submitted with offers: 252.215-7993 Proposal Adequacy Checklist and 252.237-7024 Notice of Continuation of Essential Contractor Services. Please confirm that these clauses are applicable at the task order level and are not required to be submitted with our offer for the IDIQ contract. If they are required to be submitted with offers in response to this solicitation, please advise where the information should be included within Volume I.

Please see revised Section L via Amendment 0002.

Sections L and M There are certain requirements that are required to be submitted as single-sided pages, and just one reference to printing double-sided (Financial Statements in Volume I Appendix D). Please confirm that other submittals with no specific requirement may be printed double-sided.

QUESTIONS AND ANSWERS

Section M5(3), paragraph b(2)c, Letters of Commitment for Key Personnel

The solicitation states that “Letters of commitment shall be limited to two (2) single-sided pages and submitted with Attachment J.10.” Please confirm that this is 2 pages per each key person, for a total of 10 pages for the five key personnel.

Please see revised Section M via Amendment 0002.

Section M5(3), paragraph d(2)a, Evaluation Factor 3 Past Performance

The Past Performance requirements state that “AN OFFEROR SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE.” Many of the task orders we plan to provide in Attachment J.8 were not issued project-specific CPARS and instead were included in CPAR evaluations issued for overlying Basic IDIQ contract.

1. Please confirm that we should submit the IDIQ CPAR if it specifically mentions the relevant task order.

2. If the CPAR does not specifically mention the relevant task order, are we required to obtain a PPQ for the task order?

Please see revised Section M via Amendment 0002.

Section M5(4) Cost Proposal Evaluation, paragraph b, Basis of Evaluation

The last sentence of Section M states, “The Government will not accept any assumptions in the Offeror's cost proposal.” Please confirm that this excludes Attachment J.1A - Direct Labor Rate Escalation Submission for which Offerors are to provide the basis for “any proposed/projected escalation and the assumptions used.”

Confirmed

RFP page 110 of 118: Basis of Evaluation, (3)a, first bullet.
