About this file
This document is a Questions and Answers (Q&A) file for Solicitation No. N62742-26-R-1801, a Small Business Indefinite Delivery Indefinite Quantity (IDIQ) contract for environmental remedial action services at sites in Hawaii, Guam, and other areas within the Naval Facilities Engineering Systems Command (NAVFAC) Pacific Area of Responsibility. The Q&A addresses clarifications on proposal submission requirements, formatting, and evaluation criteria, with responses issued via Amendment 0004.
Key clarifications include: teaming agreements must be submitted in SECTION I, Tab 2 per Section L1.2; offerors may adjust paragraph indentation within prescribed Volume II forms to maximize space while maintaining compliance with formatting requirements; the Guam SCA WD 2015-5693, Revision 27 and Hawaii DBA WD HI20260001, Modification 3 apply for cost modeling, with "Loader" removed from the DBA Equipment Operator, Group 6 category; offerors should propose wage rates according to established accounting practices, with proposed rates for DBA and SCA labor categories equal to or greater than Department of Labor minimums; the proposal due date for both paper and electronic submissions remains 2 p.m. HST on September 9, 2026; the 85% financially complete requirement for project eligibility remains unchanged; and the page limit for Factor 2 Safety remains at two single-sided pages. These responses clarify submission procedures, wage determination usage, and evaluation criteria without modifying core solicitation requirements.

46 Section M5(3), paragraph a(5)
Should the subcontractor teaming agreement be included in Volume II, or should it be placed in Volume I Section I Tab 2?
Per Section L1.2, all teaming agreements shall be submitted in SECTION I, Tab 2.
Attachment J.10 Key Personnel Experience
We understand that we are not allowed to make certain changes to the Volume II forms. Please confirm that we may adjust the paragraph indentation within the prescribed forms. For example, in Attachment J-10, the paragraph right indentation on the cells for the project information is 0.4”, which is creating >10% blank space within each cell (0.4” of 3.8” column). Allowing those cells to have 0” paragraph indentation will allow maximum space to fully respond to the questions and make them consistent with the cells at the top of the resume (e.g., Name, Proposed Assignment, etc.).
Formatting and alignment within Attachments J.8, J.9 and J.10 are updated via Amendment 0004. Offerors are allowed to edit the J.8, J.9 and J.10 in accordance with instructions at the top of each form.
The Guam DBA wage determination does not provide the list of equipment operator categories that the cost model identifies. This is identified in the Hawaii DBA wage determination. Does the contractor use the Hawaii DBA wage determination for the cost model?
Per revised Section L1.2.b.SECTION II.Tab 2 Offerors shall use the Guam SCA WD 2015-5693, Revision 27 (Attachment J.14) and the Hawaii DBA HI20260001, Modification 3 (Attachment J.13) for proposed SCA and DBA rates. Please see revised Section L via Amendment 0004.
Additionally the word "Loader" has been removed from the "DBA Equipment Operator, Group 6" labor category (Cell A46) on all J.7 sheets. Please see Amendment 0004.
Which SCA wage determination does the Contractor use, Hawaii or Guam, for the cost model? Please see Government Response to RFI #48.
Do we use the same wage rates for DBA and SCA categories from Base Year for the Options Years 1 to 4 and the Service Extension periods?
Offerors should propose in accordance with their established accounting practices.
Per Attachment J.7 Note 4, "The proposed bid and bill rates for SCA and DBA labor shall be equal to or greater than the minimum wage determination rates specified in the Department of Labor (DOL) Wage Determination incorporated in the solicitation, but shall not exceed the maximum percent proposed/accepted in Attachment J.5.SCA and DBA labor..."
RFI #4 "Due date for both paper and electronic proposals remain at 2 pm HST on 09 September 2026." On almost all NAVFAC Pacific proposals over the past few years, NAVFAC has allowed for electronic proposals to be provided on the due date, with hard copies to follow 5 days later. We would like to request that NAVFAC allow the same for this solicitation as well.
Government response to RFI #4 remains unchanged.
RFI #26 and RFP page 108 of 118: Previous proposals allow use of projects that are "substainally complete".
The current requirement limits project eligibility based on the 85% financially complete requirement at the time of proposal submission. Given the lengthy closeout periods often associated with complex environmental and construction projects, would the Government consider replacing the percentage-complete requirement with a requirement that projects be "substantially complete"? This approach would maintain the Government's ability to evaluate demonstrated relevant experience while expanding competition and allowing offerors to submit projects that have successfully executed the vast majority of contract scope but may still be completing administrative closeout activities.
Government response to RFI #26 remains unchanged.

Factor 2 Safety. Will the Government consider increasing the page limit for the Factor 2 Safety from two (2) single-sided pages to three (3) single-sided pages to provide offerors with sufficient space to present their safety approach?
