About this opportunity
The National Park Service seeks maintenance and restoration haul-out services for the Balclutha, a National Historic Landmark full-rigged ship at San Francisco Maritime National Historical Park, with proposals due June 19, 2026. This is a firm fixed-price Request for Quotation for commercial items under FAR Part 13 with no set-aside restrictions.
Place of performance is a commercial shipyard facility along or adjacent to navigable San Francisco Bay and Delta waters. The contractor must transport the vessel from Mare Island Naval Shipyard to its facility using standard dry-dock or lift-platform technology; travel lifts and cranes are prohibited due to the vessel's fragile historic condition. The base contract covers a 120-day performance period from September 1, 2026, through August 31, 2027.
Base scope includes vessel preparation and transit, haul-out and blocking, hull cleaning and inspection, sea valve servicing, ultrasonic hull thickness measurements, underwater and above-waterline hull surface preparation and painting per SSPC standards, cathodic protection renewal, and comprehensive vessel inspection. Optional line items include steel plate repairs, clad welds, structural steel shape repairs, rivet repairs and caulking, deck caulking, wood decking replacement (Douglas Fir, Long Leaf Pine, or Pitch/Yellow Pine options), hardwood margin board and belt replacements, and coating preparations for multiple interior spaces. Award will include optional items for steel replacement, additional coating applications, decking repairs, caulking, and deckhouse replacement if funding is available, with option exercise within 180 days of haul-out.
All work must comply with the Secretary of the Interior's Standards for Historic Vessel Preservation Projects, including traditional watertight hot riveting and reproduction of historic components. The NAICS code is 336611 (Ship Building and Repairing); the small business size standard is 1,300 employees. Service Contract Labor Standards apply with prevailing wages of $39.52 per hour base plus $4.93 per hour fringe for Shipfitting WG-10. Evaluation weighs technical approach, relevant experience with historic riveted steel ships, past performance, key personnel qualifications, proposed schedule, and price. Contractors must hold liability insurance of $100,000 per person / $500,000 per occurrence / $100,000 property damage and be registered in SAM. A pre-proposal site visit was scheduled for April 14, 2026. Contracting Officer Juan Roman (juan_roman@nps.gov, 617-939-1144) and Contracting Officer's Representative Jeffrey Morris oversee the contract.
