About this file

This is a Request for Information (RFI) document providing follow-up clarifications and amendments to a federal contract solicitation for the Balclutha 2026 Drydock project.

Carpentry and Decking Work: Para D of the specifications has been amended to delete "Scale and" from deckbeam work, with repairs to be conducted via applicable Item 4 section. Steel repairs will be completed through option items rather than change orders. Item 7.02.C does not include margins and belts; replacements would be accounted for under option items 7.03.A or B. Item 7.02.B includes margins and belts for the specified area. Item 7.03.A has been amended to differentiate between Main Deck margin boards and Main Deck belts, with pricing per 25 board feet (BF) increments. Item 7.03.B similarly has been amended to differentiate between Poop Deck margin boards and Poop Deck belts per 25 BF increments. Margin planks and belts are specified at ten inches (10") finished width with the same thickness as adjacent planking. Net decking dimensions are: Forecastle-head and Main Deck House at 3" x 5"; Main Deck (Shelter Deck) at 3-3/4" x 4"; Poop Deck at 3-5/8" x 3-5/8"; and Additional Decking Material per 7.02.H at 3" x 5". CLIN 7.02.H has been amended to delete "Main" from the description and now reads "Deck Material Only."

Interferences and Other Services: Costs associated with interferences must be included in applicable work items. Contractors must identify, document, remove, reinstall, and replace any interference required for the work. Damage to interferences due to contractor negligence must be repaired at no additional cost to the government. Item 2.04.B encompasses ultrasonic thickness (UT) survey of the full length of three steel masts and the bowsprit up to the same elevation as surveyed in 2017, with increased readings on a ten-inch grid, and requires survey of accessible areas without removal of steel or wooden yards. For Temporary Services (item 8.02), pricing may be provided per day rather than per foot, encompassing all items within CLIN 1.02 plus access gangway and requisite fendering or mooring per CLIN 1.01. Item 8.04 Fleeting pricing is intended for situations where launching and rehaul becomes necessary due to material contract changes or government-caused delays, with costs at no charge to the government if the contractor elects to perform these services for their own needs. Price Schedule Rev 2 has been provided correcting the reversed titles for items 1.02 and 1.03 to match SOW descriptions.

BALCLUTHA 2026 DRYDOCK: RFI 5

See below for additional follow-up questions to prior responses:

Part 7: Carpentry and Caulking

1. Pg. 77, para D: “Scale” deckbeams is superseded by para E?

Para D. is amended as follows; delete “Scale and” and now reads “Repair deckbeams in kind as needed. Repairs to be conducted via exercise of applicable Item 4 section.”

Will all deck structure repair, as referenced above and in various paragraphs of the specification, be the subject of a change order?

Yes, steel repairs would be completed via execution of applicable option items. Per Para D, “Repairs to be conducted via exercise of applicable Item 4 section.”

2. Pg. 78, para H: should it be assumed that repairs to interferences will be covered by change order?

No, per Section 2 General Req’s, Item 2.10 Interferences; “The costs associated with interferences are to be included in the applicable work item. Due to the historical significance of the vessel, all ships fabric is considered to be an artifact and of national historical significance; care and consideration is mandatory.”

If items of interference appear to be of such condition that damage is unavoidable, that should be brought to the attention of the CO as soon as possible.

The “repair as needed” phrase in paragraph H is a requirement for which there is no scope nor quantity, therefore the requirement can’t be priced. The only option available to the bidder to price an unknown, unquantifiable interference repair would be to price a replacement. Is that the government’s intent?

If items of interference appear to be of such condition that damage is unavoidable, that should be brought to the attention of the CO as soon as possible for the purposes of establishing contract modification scope and pricing determination. All other treatment of interferences shall to be included in the item pricing (i.e. labor to document, remove, store, and reinstall per section 2 General Req’s, 2.10 Interferences as below) with the assumption that the items are in a condition that would allow their removal or reinstallation unharmed.

If damage to interference occurs due to lack of proper care on the part of the Contractor, that repair shall be made by the Contractor at no additional cost to the government. It is incumbent upon the Contractor to exercise all due care for National Historic Landmark vessel components. 2.10 INTERFERENCES

“An “interference” is any part of the vessel which must be moved to accomplish the specified work. It is the Contractor’s responsibility to identify, document, remove, reinstall and replace any interference required to accomplish any and all of the work described in these specifications. The removed items shall be replaced as original, and any damage resulting there from shall be restored by the Contractor at no cost to the Government. The costs associated with interferences are to be included in the applicable work item. Due to the historical significance of the vessel, all ships fabric is considered to be an artifact and of national historical significance; care and consideration is mandatory.”

3. Does 7.02.C require only 4” wide Douglas Fir decking?

a. If not, please quantify margins and/or belts.

Item 7.02.C B does include margins and/or belts.

Margin planks and Belts are to be ten inches (10”) in finished width and same thickness as the adjacent planking.

Margins and belts are considerably more expensive then 4“ decking, therefore this item cannot be accurately priced without knowing how much of each 50 LF unit will include margins and belts.

Item 7.02.C does not include Margins and/or Belts as previously stated. Any margin or belt replacement resulting from exercise of option item 7.02.C would be accounted for under exercise of option item 7.03.A or B as applicable. Option Item 7.02.B does include margins and/or belts for the area described within the specification.

4. 7.03.A and 7.03.B can’t be accurately priced without knowing the approximate location of the replacements as well as the quantity of margins vs. belts. The margins are considerably more expensive per linear foot than belts, particularly at the stern of the Poop Deck and if cement waterways are also part of the margin price. Please specify location and quantity for both margins and belts.

Margin planks and Belts within these items are to be ten inches (10”) in finished width and same thickness as the adjacent planking. Margin plank stock will need to be ordered wider than ten inches (10”) to account for loss when cutting any shape to match the vessel’s contours.

Item 7.03.A includes cement waterways adjacent to margin boards identified for replacement within the shelter deck.

Because the margins include cement waterways as well as shape, etc., they are a lot more expensive than belts; what part of each 7.03.A 25 LF unit is to be margins?

Item 7.03.A is amended as follows to differentiate between belts and margin boards within the item.

Item 7.03.A.1 – Main Deck margin boards (per 25 BF increments) Item 7.03.A.2 – Main Deck belts (per 25 BF increments)

Item 7.03.B does not include any cement waterways and will be limited to the forward face of the poop deck aft to the two large mooring bits port or starboard. The area of poop deck aft of and between the two mooring bits would be excluded from this option item.

Margins on the Poop Deck are a lot more expensive than belts because of the many interferences. What part of each 7.03.B 25 LF unit is to be margins?

Item 7.03.B is amended as follows to differentiate between belts and margin boards within the item.

Item 7.03.B.1 – Poop Deck margin boards (per 25 BF increments) Item 7.03.B.2 – Poop Deck belts (per 25 BF increments)

5. Please specify net dimensions (thickness & width) for decking in each of the four zones.

All dimensions identified within the specification are net and as follows; (thickness x width)

• Forecastle-head, Main Deck House: 3” x 5”

• Main Deck (Shelter Deck): 3-3/4” x 4”

• Poop Deck: 3-5/8” x 3-5/8”

• Additional Decking Material per 7.02.H: 3” x 5”

CLIN 7.02.H is amended as follows; delete “Main” from description to now read “Deck Material Only” with net dimensions of 3” x 5”

Specification section is Item 7.02.2.B:

4. Douglas Fir, (Pseudotsuga menziesii var.glauca) deck planking 5” 4” wide by 4”

3-3/4” thick (main deck), 3-5/8” square (poop deck)

5. Long Leaf, (Pinus palustris) deck planking 5” x 3” (forecastle-head deck)

6. Pitch or Yellow Pine (Pinus rigida) deck planking 5” x 3” (forecastle-head deck and/or main deck house)

4. 3.A.7 indicates to include spar plates up to the cap iron. Is this to the top of the lower masts (just above the 3rd cross spar) or does it extend all the way to the top of the gallant masts?

Item 2.04.B is intended to encompass the full length of each of the three steel masts and the bowsprit. This is up to the same elevation as surveyed in 2017 (Attachment 4), with the addition of the bowsprit, below deck areas of the masts and, with increased readings (ten inch [10”] grid). Please confirm then the intent is to only UT accessible areas of the spars and that removal of spars, yards, and other interferences is not required.

All areas of specified survey should be accessible without removal of the steel or wooden yards.

New questions for clarification:

1. Price Schedule Rev 1 requests Temporary Services costs per day, per foot at item 8.02.

Typically, this is a day rate only, based upon defined continued services while pierside.

Please provide clarification of extended services needed while pierside to coincide with any layday time. Additionally, please confirm pricing can be provided “per day” in lieu of “per foot”.

Pricing may be provided per day.

Additional Temporary Services shall encompass all items within CLIN 1.02 with the addition of access gangway and all requisite fendering or mooring per CLIN 1.01.

Further, per Section 2 General Req’s,

2.5 Balclutha Hull Repairs and Coating:

• While the vessel is in the possession of the contractor, any necessary movement of the vessel incidental to the work specified in the contract shall be furnished by the contractor without additional charge to the Government and in accordance with Item 1.01.

2.12 Temporary Controls

Housekeeping Weather Protection Fire Protection Equipment

2. For Fleeting at item 8.04, there does not appear to be a separate definition of what is to be included contained in the specification. There is a requirement at 1.03.3.E, as part of the haul out pricing, to include either fleeting (and rewashing) the vessel, or to shift the blocks (presumably using sand caps to reposition without refloating the vessel). Is there a need to provide separate pricing to accomplish an additional fleeting, or should this item be omitted from the price sheet?

The intent of this item is to provide pricing should the need arise to launch and rehaul the vessel during the course of work due to a material change in the contract or a government caused delay. The requirements of Item 1.03 are applicable to this item.

If the contractor should elect to launch and rehaul the vessel to suit their needs, the cost of doing so and all related costs would be at no cost to the government.

3. The rev 1 Price Schedule has the titles for 1.02 and 1.03 reversed. Is it acceptable to correct this for submittal to match the SOW descriptions?

Please see attached Price Schedule Rev 2 with this corrected.
