About this file
This is a Request for Information (RFI) document for the Balclutha 2026 Drydock project addressing questions and clarifications regarding Part 7: Carpentry and Caulking specifications.
The RFI provides detailed answers to 15 questions concerning wood decking replacement and related work on the historic vessel. Key specifications clarified include: decking materials vary by location (Douglas Fir for main and poop decks, Long Leaf pine for forecastle-head deck, and Pitch or Yellow Pine for forecastle-head deck and main deck house); SP3 steel surface preparation may substitute for sandblasting when steel is confined by adjoining wood decking; cement waterway removal is required only when the adjacent 11-inch margin is being removed; and margin planks and belts must be 10 inches finished width with matching thickness to adjacent planking, except forecastle-head margins which are 11 inches finished width and 3/4 inch greater thickness. Net decking dimensions are specified for four zones: Forecastle-head and Main Deckhouse (3" x 5"), Main Deck/Shelter Deck (3-3/4" x 4"), and Poop Deck (3-5/8" x 3-5/8"). Deck bolt sizes are 1/2 inch diameter for Forecastle Head and Main decks, and 3/8 inch diameter for Main Deckhouse and Poop decks. The RFI clarifies scope boundaries for Items 7.02.D through 7.02.F and optional Items 7.03.A and 7.03.B, specifies that interference repair costs are included in applicable work items due to the vessel's historical significance, confirms the government will remove joinery and exhibit interferences prior to shipyard transit, and provides acceptable coating alternatives (Devoe 235 epoxy and Blue Seal vinyl-ester resin) for steel deck structure preparation.

BALCLUTHA 2026 DRYDOCK: RFI 2
References: Please provide access to Builder’s Specs per discussion during vessel check.
Part 7: Carpentry and Caulking
1. Where the decking material is not called out, should it be assumed that Douglas Fir is the correct material?
Decking material is identified in Specification Item 7.02 Replace Wood Decking, 2 References and Materials, B Materials:
4. Douglas Fir, (Pseudotsuga menziesii var.glauca) deck planking… (main deck)…, (poop deck)
5. Long Leaf, (Pinus palustris) deck planking… (forecastle-head deck)
6. Pitch or Yellow Pine (Pinus rigida) deck planking… (forecastle-head deck and/or main deck house)
2. 7.02.B/C and 7.02.D/E/F: Can SP3 steel surface preparation be substituted for sandblasting when the exposed steel is confined by adjoining wood decking?
Yes.
3. Pg. 77, para. A. and pg. 81, para. A: is removal of cement waterways required only when the 11” wide margin immediately adjacent is being removed?
Yes.
4. Pg. 77, para D: “Scale” deckbeams is superseded by para E?
Para D. is amended as follows; delete “Scale and” and now reads “Repair deckbeams in kind as needed. Repairs to be conducted via exercise of applicable Item 4 section.”
5. Pg. 78, para H: should it be assumed that repairs to interferences will be covered by change order?
No, per Section 2 General Req’s, Item 2.10 Interferences; “The costs associated with interferences are to be included in the applicable work item. Due to the historical significance of the vessel, all ships fabric is considered to be an artifact and of national historical significance; care and consideration is mandatory.”
If items of interference appear to be of such condition that damage is unavoidable, that should be brought to the attention of the CO as soon as possible.
6. Does 7.02.C require only 4” wide Douglas Fir decking?
a. If not, please quantify margins and/or belts.
Item 7.02.C does include margins and/or belts.
Margin planks and Belts are to be ten inches (10”) in finished width and same thickness as the adjacent planking.
7. Does 7.02.E include both port and starboard sides 25’ fore & aft of the break bulkhead (appx. 600 SF), or is it meant for only one side of the Poop Deck (appx.
300 SF)?
Item 7.02.E is only the Starboard side (approx. 300 SF)
7.02.D “bulkhead” is 1911 bulkhead (@ approx. FR 46/47) 7.02.E “bulkhead” is original/historic bulkhead (@ approx. FR 17/18)
8. Does 7.02.F require only 4” wide Douglas Fir decking?
a. If not, please quantify margins and/or belts.
Item 7.02.F is only additional Douglas fir decking. Any margins or belts would be awarded separately under option item 7.03.B.
9. 7.03.A and 7.03.B can’t be accurately priced without knowing the approximate location of the replacements as well as the quantity of margins vs. belts. The margins are considerably more expensive per linear foot than belts, particularly at the stern of the Poop Deck and if cement waterways are also part of the margin price. Please specify location and quantity for both margins and belts.
Margin planks and Belts within these items are to be ten inches (10”) in finished width and same thickness as the adjacent planking. Margin plank stock will need to be ordered wider than ten inches (10”) to account for loss when cutting any shape to match the vessel’s contours.
Item 7.03.A includes cement waterways adjacent to margin boards identified for replacement within the shelter deck.
Item 7.03.B does not include any cement waterways and will be limited to the forward face of the poop deck aft to the two large mooring bits port or starboard. The area of poop deck aft of and between the two mooring bits would be excluded from this option item.
10. Please specify deck bolt size for each of the four decking zones.
See attached photos for reference.
Forecastle Head Deck: ½” dia.
Main Deck: ½” dia.
Main Deckhouse: 3/8” dia.
Poop Deck: 3/8” dia.
11. Please specify net dimensions (thickness & width) for decking in each of the four zones.
All dimensions identified within the specification are net and as follows; (thickness x width)
• Forecastle-head, Main Deck House: 3” x 5”
• Main Deck (Shelter Deck): 3-3/4” x 4”
• Poop Deck: 3-5/8” x 3-5/8”
• Additional Decking Material per 7.02.H: 3” x 5”
CLIN 7.02.H is amended as follows; delete “Main” from description to now read “Deck Material Only” with net dimensions of 3” x 5”
Specification section is Item 7.02.2.B:
4. Douglas Fir, (Pseudotsuga menziesii var.glauca) deck planking 5” 4” wide by 4” 3-3/4” thick (main deck), 3-5/8” square (poop deck)
5. Long Leaf, (Pinus palustris) deck planking 5” x 3” (forecastle-head deck)
6. Pitch or Yellow Pine (Pinus rigida) deck planking 5” x 3” (forecastle-head deck and/or main deck house)
12. What is the minimum length allowed for teak margins?
Fourteen foot (14’) minimum length allowed.
Preserve Shelter Deck Belt measuring 24’ length for either reuse or delivery to NPS.
13. Please confirm that coating of steel deck structure where 3.02A is referenced is to be as follows:
a. 1 coat Devoe 235
b. 1 stripe coat Devoe 235
