About this file
This is a Request for Information (RFI) for Part 7: Carpentry and Caulking of the Balclutha 2026 Drydock project. The document presents three material sourcing challenges and requests government guidance or approval of alternatives. First, the contractor reports inability to source teak margin and belt stock in required dimensions and grades due to the legal prohibition on importing Burma Teak into the United States. The document provides contact information for two verified suppliers—ETT Fine Woods and J. Gibson McIlvain Company (USS New Jersey supplier)—who have indicated capability to provide specified material, along with three additional potential sources not yet contacted by the government. The contractor requests either identification of an alternative source or specification of an acceptable substitute material. Second, the contractor has been unable to source Long Leaf Pine or Pitch/Yellow Pine in the required grade and similarly requests either a verified source or substitute material specification, with two potential suppliers identified: New England Naval Timbers and ETT Fine Woods.
Third, the contractor raises concerns regarding Douglas Fir decking specifications currently requiring all stock at 20 feet and longer. The contractor notes that many planks being replaced on the shelter deck will be less than 20 feet due to space length and butt staggering requirements, resulting in substantial waste. The government's response approves a modified specification allowing 16-foot minimum lengths for no more than 50 percent of total material, with the remaining 50 percent meeting existing specifications. The approval includes constraints requiring that butts on adjacent strakes be separated by not less than two deck beams and butts on the same beam be separated by at least three planks.

BALCLUTHA 2026 DRYDOCK: RFI 4
Part 7: Carpentry and Caulking
1. We have been unable to find a source for teak margin and belt stock in the dimensions and grade required. It is illegal to import Burma Teak into the US. If the government is aware of a source for this material, please let us know.
Otherwise, please specify a substitute material.

The sources above have indicated to the government that they can provide material as specified.
The sources below appear to able to provide material as specified but have not been contacted by the government to date.

2. We have also been unable to find a source for Long Leaf Pine or Pitch/Yellow Pine in the required grade. Please provide either a source for this material or specify a substitute.

3. Douglas Fir decking is being quoted as 16’ and longer, with many pieces over 20’. We believe this is preferrable to all 20’ and longer, because many of the planks being replaced, for instance, on the shelter deck, will be less than 20’, due https://ettfinewoods.com/contact-us/ http://www.mcilvain.com/ https://mys-teak.com/marine-teak/ https://www.northstartonewoods.com/teak/ https://www.advantagelumber.com/wholesale/ https://newenglandnavaltimbers.com/ https://ettfinewoods.com/contact-us/ to the length of the space and staggering of butts. All stock 20’ and longer would result in a lot of waste. Please approve.
Sixteen foot (16’) minimum lengths of Douglas fir material are acceptable for no more than 50% of material total. The other 50% must meet the existing specifications.
Material lengths must ensure that butts on adjacent strakes to be separated by not less than two deck beams; butts on the same beam to be separated by at least three planks.
