About this file
This is a Request for Information (RFI) document addressing clarifications for the Balclutha 2026 Drydock procurement.
The RFI raises five key questions regarding the pricing structure and scope of steel repair work outlined in Part 4 of the statement of work. Bidders questioned whether high-cost items associated with steel renewals should be included in per-pound pricing when renewal quantities are undefined (maximum 5,500 lbs with no minimum), proposing instead that such items be excluded from unit pricing and addressed through change orders once specific repair areas are identified. Similar concerns were raised regarding doubler plate installation, where costs do not scale linearly with size. Additional questions addressed the distinction between flat plate and compound rolling bevels in shell plate descriptions, which carry significantly different costs on a per-pound basis, and whether removal costs for masts, yards, bowsprits, and wooden decking should be incorporated into unit pricing. The RFI also questioned the feasibility of including interference costs in per-pound pricing for various steel shapes distributed throughout the vessel.
In response, the Government clarified that Part 4 Option Items (CLINs 4.01-4.03) shall remain in the statement of work with in situ repair pricing assumptions. However, if these options are exercised, pricing for efforts and interferences would be solicited via subsequent RFP as they arise, subject to evaluation under Section 2.10 (Interferences) requirements. Option CLIN 4.04 will be evaluated at time of award and included in the award scope only if the Government determines the proposed pricing to be fair and reasonable. Associated option items will be activated in combination as necessary to account for all related activities.

BALCLUTHA 2026 DRYDOCK: RFI 6
New questions for clarification:
1. Part 4, section A.1 (General Steel Repairs) lists a significant number of items of high cost that are to be included in the “per pound” price of steel renewals as it relates to the associated optional repair items. There appears to be a maximum renewal quantity of 5,500lbs, but no minimum. The areas where steel could be renewed may need to include all of these things, or none of these things. Aside from bidding an exorbitant cost for a single pound of steel, would the Government consider excluding all of these items from the price per pound in all steel renewal cases in the RFP, which could then be the subject of a change order once an area in question is determined and specifically priced?
2. Part 4, C.5.B (installation of doubler plates) has a similar problem to the above in that the cost of a doubler is not a linear relationship to its size, especially when considering lines 3), 4), and 6).
3. In Section 4.01.1, the description of shell plate encompasses both flat plate and compound rolling bevels. These types of shapes carry widely varying costs, especially when calculated on a single per-pound basis.
4. As an additional question to #1 above, spar plate renewal, regardless of size, carries a high probability of requiring that the mast, yard, or bowsprit be unshipped for repairs. Is it the Government’s intention for the shipyard to price removal of these items into a per pound price? Same question would apply for deck plating that requires the removal of wooden decking for access.
5. In Section 4.03, various steel shapes are required to be bid for renewal per pound. These can be found in nearly every space on the vessel, making inclusion of interference costs near impossible to determine for a single pound of steel. Again, recommend for this section that all cost items not associated with actually cutting out old steel and welding in new steel, be the subject of a change order based upon the requirements of the specific location, to suit the best interests of the Government.
Option Item pricing shall assume repairs are to be in situ.
Activation of any option item would also include activation of associated option items as appropriate, that is, if additional deck plating (Part 4) was necessary the government would exercise a combination of option items to account for each associated activity such as decking/margin boards (Part 7).
Additionally, exercise of option items would require an evaluation of interferences present and would likely result in an additional cost to the exercised option item addressing the specific location. Those items of interference would be subject to section 2 General Req’s, 2.10 Interferences, and RFI 5, question 2 answer.
Part 4 Option Items (4.01-4.03) shall remain in the statement of work however, if these options are exercised, pricing for these efforts/interferences would be solicited via RFP as they arise.
Option CLIN 4.04 shall be evaluated at time of award and part of the award scope if the government determines fair and reasonable pricing proposed.
