About this opportunity
The Government Publishing Office is soliciting a Request for Quote (RFQ) from NETA-certified vendors to provide inspection, testing, and repair services for electrical equipment across its 1.5 million square foot campus in Washington, DC. The contract is structured as a Firm-Fixed Price agreement (Solicitation Number 040ADV-26-Q-0002) and will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology. Vendors must demonstrate technical capability through project proposals that include resumes of equipment inspectors with at least five years of experience and a detailed project timeline, while also submitting three to five relevant past performance project summaries from government and/or commercial customers. Key submission deadlines include a questions deadline of December 3, 2025, at 5:00 pm EST, and a quotation deadline of December 15, 2025, at 5:00 pm EST. The government will award the contract to the lowest-priced quotation meeting technical acceptability standards while reserving the right to reject any quotes containing assumptions that adversely impact work requirements.
This solicitation carries no set-aside designation and does not identify an incumbent contractor. The scope of work encompasses inspection and testing of 96 low-voltage circuit breakers and 52 circuit breakers and protective relays from manufacturers including ABB, Siemens, Square D, and GE, with all work to be completed within a 14-week performance period operating Monday-Friday from 7:00 am to 3:00 pm EST. The contractor will be responsible for all travel and associated expenses, must adhere to strict security protocols including visitor badge requirements and government personnel escort procedures, and must ensure all data processing occurs within the United States. Bi-weekly Microsoft Excel reporting on breaker status is required, and each inspected breaker must receive a two-year inspection certification label. Performance will take place at GPO's facility in Washington, DC 20401, with no specific award value disclosed in the solicitation documents.
