NOTICE OF PROPOSED CONTRACT ACTION (NOCA)
This announcement serves as notice that the Spacelift Range and Network (RN) Division, Air Force Space Command, anticipates the release of the Solicitation, No. FA8823-13-R-0009, for Consolidated Air Force Satellite Control Network (AFSCN) Modifications, Maintenance, and Operations (CAMMO) Acquisition
support on, or about, 17 March 2015. The Government anticipates hosting a Pre-Proposal Conference approximately seven (7) calendar days after the release of the RFP. The closing date for receipt of proposal will be specified in the Request for Proposal (RFP).
The RN CAMMO effort will consolidate a number of requirements from three existing contracts: Satellite Control Network Contract (SCNC), Network and Space Operations Maintenance (NSOM) and Engineering, Development and Sustainment (EDS) for factory compatibility testing. This action will provide continued operations and maintenance at AFSCN mission locations, and provide for AFSCN factory compatibility testing for the same systems. The purpose is to maintain the requirement of operational performance for the Air Force Satellite Control Network through a consolidated service of operations, operations and site support, organizational and depot maintenance, sustainment, sustainment modifications, and factory compatibility testing, resulting in reduced Operation and Maintenance costs.
This effort will have a 7-year period of performance (1-year base with six 1-year options) and is anticipate to start in FY16. The types of contract CLINs are Fixed Price Incentive (Firm Target)(FPIF) for operations, maintenance, and sustainment (predominate contract type); Firm Fixed Price (FFP) for operating location support services, transition phase out, master data index and library, factory compatibility testing (FCT); Cost Plus Fixed Fee (CPFF) for transition phase in and special studies; Cost Reimbursable (CR) for other direct cost travel, travel for transition phase in and phase out, replenishment spares, stocklisted repairs; and Not Separately Priced (NSP) CLINs for data and reports.
The NAICS code is 517410 - Satellite Telecommunications, with an applicable size standard of $32.5M. The product service classification is D - Information technology services, including telecommunications services.

Pre-Solicitation Teleconference and One-on-One Meeting Notification for Consolidated Air Force Satellite Control Network (AFSCN) Modifications, Maintenance, and Operations (CAMMO) Program
The Space and Missile Systems Center and the 50th Space Wing are pleased to announce a Pre-Solicitation Teleconference on Thursday, 5 March 2015 from 09:00 to 10:00 AM MST to discuss the Revised Draft Request for Proposal (DRFP) for the Consolidated Air Force Satellite Control Network (AFSCN) Modifications, Maintenance, and Operations (CAMMO) Program. The purpose of this meeting is to provide information on changes between the previous Draft RFP postings to the Bidder's Library and the Revised DRFP. This announcement is NOT a Request for Proposal (RFP) and the Government is not committed to award a contract pursuant to this announcement and should not be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract.
In conjunction with the CAMMO Pre-Solicitation Teleconference, the Government will be accepting requests for One-on-One meetings on 5 March 2015. These meeting will be in teleconference format, between the hours 12:00 and 3:00 PM MST and will be limited to 30 minutes in length. The Government requests that only those businesses who intend to prime on CAMMO request One-on-One meetings. If teaming arrangements are being considered, prime contractors may include members from their teaming partners in the meetings.
Potential offerors contemplating attendance at the CAMMO Pre-Solicitation Teleconference and/or One-on-Ones should contact Lt. Dan Beckett, Government Point of Contact (GPOC), via email by 1:00 PM MST on 4 March 2015. The Government requests that a single point of contact be provided for the purposes of providing teleconference information and to schedule One-on-Ones. Notification of Updated CAMMO Milestone Schedule and Government Responses to CAMMO DRFP Feedback Matrix Submissions
The Government has updated the CAMMO Milestone Schedule and anticipates posting the RFP no earlier than 6 January 2015.
The Government appreciates the feedback received from industry on the CAMMO DRFP and is reviewing and considering all submissions. The Government is not ready to respond to DRFP submissions at this time. Government responses to all submissions will be posted to the FBO website in the near future.
In addition, continue to monitor the CAMMO Bidder's Library for additional reference documents and revised DRFP documents.

CAMMO Milestones Schedule Update Notification
The Government is still in the process of updating the CAMMO Milestones document and will post a revised schedule as soon as is practicable. At the time of this notification, the Government anticipates posting the DRFP no earlier than 8 August 14 and releasing the final RFP at least 45 days after the Draft RFP is issued.
In addition, the Government intends to host a second Industry Day to discuss changes incorporated within the DRFP. The event will be held at least 3 weeks after the posting of the DRFP.

Announcement of Draft Request for Proposal (DRFP) for Consolidated Air Force Satellite Control Network (AFSCN) Modifications, Maintenance and Operations (CAMMO) FA8823-13-R-0009
I. Description: THIS IS A DRAFT REQUEST FOR PROPOSAL announcement for the CAMMO acquisition. This announcement is NOT a Request for Proposal (RFP) and the Government is not committed to award a contract pursuant to this announcement and should not be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. The purpose of this announcement is to provide offerors with an opportunity to formulate comments and questions regarding the draft DRFP) documents and to facilitate the proposal process by providing the requirement in advance of the final RFP. The DRFP documents include: (1) Sections A-M; (2) Section J Attachments which include Sections L and M; and the Performance Work Statement (PWS). These documents comprise the DRAFT RFP and are provided for review. They are not the final documents and may be subject to change.
The DRFP documents have been posted to the CAMMO Bidder's Library and it is the intent of the Government to post all future documents and guidelines relevant to the CAMMO acquisition to the Bidder's Library. Access to the DRFP documents is granted using the same procedures used for gaining access to the CAMMO Bidder's Library. Please refer to the Federal Business Opportunities (FBO) posting, CAMMO Bidders' Library Instructions, dated 24 Feb 14, for instructions to gain access to CAMMO Bidder's Library.
With this announcement, the CAMMO Acquisition Team is soliciting comments and recommendations on the DRFP documents in order to: (1) determine interest in this solicitation; (2) assure that requirements included in the documentation will meet the intent of the solicitation; and (3) identify or clarify what may appear to be problems, conflicts, or obstacles for a company that might otherwise wish to become a potential offeror.
Organizational Conflict of Interest (OCI): In order to ensure a CAMMO acquisition free from OCI issues, Space and Missile Center, Range Network Division (SMC/RN) will employ a policy of OCI avoidance (preferred) with case-by-case mitigation at both the prime and subcontractor levels. CAMMO is planning to implement an OCI Contract Provision/Requirement which will be included in Section I of the solicitation and of the resulting contract. In addition, a proposed OCI Plan will be required and submitted by the Prime Contractor as part of their proposal. The plan must identify all potential conflicts related to CAMMO at SMC/RN , Space and Missile Center (SMC), Air Force (AF), Office of the Secretary of Defense (OSD) and Federal level of which the offeror is aware and identify the appropriate avoidance/mitigation technique for each potential conflict. The Prime Contractor shall communicate this requirement to their team-mates and subcontractors. OCI considerations are stand-alone and are company unique. The Procuring Contracting Officer will evaluate OCI on a case-by-case basis.
II. Response Submittal: Potential offerors are requested to submit any DRFP comments or questions to Ms. Christina Ming, Procuring Contracting Officer, at christina.ming.2@us.af.mil, Phone (719) 556-2856. All comments and questions should reference CAMMO FA8823-13-R-0009 and must be submitted in writing no earlier than 8 Sept and no later than 1600 MST on 12 Sept 14. The Government does not intend to post the submissions or responses to those submissions.

CAMMO One-on-One Meeting Notification
As part of market research for the CAMMO acquisition, the Government is offering the opportunity for interested parties to meet with the Government for individual one-on-one meetings. These meetings will be scheduled during the week of 21 - 25 July 2014, can be conducted in face to face or teleconference formats and will be limited to 45 minutes in length. The Government requests that questions be submitted one day in advance of the scheduled meeting.
Submissions for a meeting request should be sent to Christina Ming, Contract Officer, at christina.ming.2@us.af.mil.
The PCO and CAMMO acquisition IPT will not be entertaining communications or meeting requests from industry after close of business 25 July 14, and this will remain in effect through the posting of the DRFP. The Government anticipates holding another Industry Day after posting the DRFP.
The information provided may or may not result in further action. The Government does not intend to award a contract on the basis of this information or otherwise pay for the information requested except as an allowable cost under an existing contract, if so identified and in accordance with FAR 31.205-18, Bid and Proposal Costs.

CAMMO Milestones Schedule

CAMMO Milestones Schedule Update Notification
The Government is still in the process of updating the CAMMO Milestones document and will post a revised schedule as soon as is practicable. At the time of this notification, the Government anticipates posting the DRFP no earlier than 8 August 14 and releasing the final RFP at least 45 days after the Draft RFP is issued.
In addition, the Government intends to host a second Industry Day to discuss changes incorporated within the DRFP. The event will be held at least 3 weeks after the posting of the DRFP.

For any prior submissions marked as "Proprietary", the Government will not post the submissions, responses, nor provide any direct responses back on those submissions. In addition, no further proprietary responses will be accepted or considered. However, all non-proprietary questions received and Government responses will be posted for the benefit of all potential Offerors.
The Government has revised many documents, and encourages interested industry partners to review RFI#4 documents posted to FBO.

Consolidated Air Force Satellite Control Network (AFSCN) Modifications, Maintenance, and Operations (CAMMO) FA8823-13-R-0009
I. Description: The Government is in the process of consolidating a number of requirements from three existing contracts: Satellite Control Network Contract (SCNC), Network and Space Operations and Maintenance (NSOM) and Engineering, Development and Sustainment (EDS). The purpose of the effort is to maintain the requirement for operational performance for the Air Force Satellite Control Network (AFSCN) through a consolidated service of operations, operations and remote site support, organizational and depot maintenance, sustainment, sustainment modifications, and Factory Compatibility Testing (FCT), resulting in reduced Operation and Maintenance (O&M) costs.
II. Purpose: As part of market research for the CAMMO acquisition strategy, the government is providing the following documents for industry review:
1) Draft Performance Work Statement (PWS)
2) Bidder's Library and Bidder's Library Index
3) Notional CLIN Structure
4) Notional Incentive Plan
5) Feedback Matrix
Feedback Matrix: The government is providing a Feedback Matrix to be used as a vehicle for industry to respond to specific government requests for input and for independent comments from industry.
CAMMO Bidder's Library: The CAMMO Bidder's Library is being posted as a secure package on FedBizOps and requires the completion and approval of a CAMMO Bidder's Library Access and Non-Disclosure Agreement in order to view those files.
The government anticipates providing the following documents in a future posting:
1) Contract Deliverables (CDRLs)
2) Department of Defense Security Classification Specification (DD254)
3) Section H - Special Clauses
4) Section L - Instruction to Offerors
5) Section M - Evaluation Factors for Award
6) Work Breakdown Structure (WBS)

The purpose of the effort is to maintain the requirement for operational performance for the Air Force Satellite Control Network (AFSCN) through a consolidated service of operations, operations and remote site support, organizational and depot maintenance, sustainment, sustainment modifications, and Factory Compatibility Testing (FCT), resulting in reduced Operation and Maintenance (O&M) costs.
II. Purpose: As part of market research for the CAMMO acquisition strategy, the government is providing the following documents for industry review:
1) Draft Performance Work Statement (PWS)
2) Bidder's Library and Bidder's Library Index
3) Notional CLIN Structure
4) Notional Incentive Plan
5) Feedback Matrix
Feedback Matrix: The government is providing a Feedback Matrix to be used as a vehicle for industry to respond to specific government requests for input and for independent comments from industry.
CAMMO Bidder's Library: The CAMMO Bidder's Library is being posted as a secure package on FedBizOps and requires the completion and approval of a CAMMO Bidder's Library Access and Non-Disclosure Agreement in order to view those files.
The government anticipates providing the following documents in a future posting:
1) Contract Deliverables (CDRLs)
2) Department of Defense Security Classification Specification (DD254)
3) Section H - Special Clauses
4) Section L - Instruction to Offerors
5) Section M - Evaluation Factors for Award
6) Work Breakdown Structure (WBS)

I. Description: For sustainment services contracts, the OSD WBS template in DI-FNCL-81831is required; the WBS provided is based upon that OSD template. This posting is to provide a Notional CAMMO WBS to industry as a resource document.
II. Purpose: The mix of tasks in the notional CAMMO PWS is fairly complex. The notional WBS structure is being provided to show the alignment between the PWS paragraphs to specific WBS elements. Aligning the tasks to WBS elements should also make alignment of funding by CLIN and EEIC less confusing.

Air Force Satellite Control Network (AFSCN) Description: The AFSCN is a critical operational national resource used to deploy and operate National Security Space (NSS) Systems. It provides globally-distributed Telemetry, Tracking, and Commanding (TT&C) support for pre-launch, launch, deployment, and on-orbit anomaly resolution and disposal operations, for Department of Defense (DoD), National, Research and Development, Test and Evaluations and assigned Civil (NASA and NOAA) space systems. The AFSCN refers to a network comprised of the following (as of Sep 2014): seven world-wide Remote Tracking Stations (RTS) and 15 fixed antennas with space frame or inflatable radomes; two Operation Control Nodes in CONUS, Eastern Vehicle Checkout Facility (EVCF), and three transportable antenna systems: Transportable Vehicle Checkout Facility (TVCF), Transportable Space Test and Evaluation Resource (TSTR), and Transportable Remote Black Change (TRBC) . The network includes the following sub-systems: Automated Remote Tracking Stations (ARTS); Remote Tracking Station Block Change (RBC); Electronic Scheduling & Dissemination (ESD); Archival Recording System (ARS); Orbital Analysis System (OAS); Operational Switch Replacement (OSR); High & Low Power Amplifier's (HPA/LPA); Inter-Range Operations Number (IRON) Database (IRON DB); plus an Integration and Test Support Facility (I&TSF). Mission Unique Equipment (MUE) includes: Data Relay Mission Unique Equipment Antennas (DRMUE/DRMUE-S/DRMEU-X); AFSPC MUE (Hammer 1 & 2 Antennas); Next Generation Ionosonde (NEXION); AFSCN Link Protection System (ALPS); and Small Earth Terminal (SET) SOURCE-G Antenna. Locations for contract performance are identified in section 17.
