1 AFSCN Test Bed

There are conflicting dates between the ESD script package and associated slide package, relative to the currently scheduled Operational Acceptance of ESD 3.0. Please verify, is the current date projected to be March 2014 or March 2015?
The correct date is March 2015.

The HTSI tour script states that OMRT is the point at which the contractor will take possession of the ESD 3.0 test bed and become responsible for ESD software development. Is it correct that the contractor is responsible for operation and maintenance of ESD
2.7 until that time?
Yes, this is correct. It is intended for the CAMMO contractor to support ESD 2.7 until ESD
3.0 has completed OMRT and has been implemented across the network. The government will provide an updated schedule should changes occur, up to the release of the
CAMMO RFP.
3 AFSCN Test Bed

If the CAMMO award date occurs before the Operational Acceptance of ESD 3.0, does that change the wording relative to the transition percentages to OO-ALC as discussed in Paragraph 3.6.3.17 on page 60 of the PWS?
The percentages to OO-ALC with regards to ESD
3.0 would be addressed during contract execution.

4 SOPS MX The 22 SOPS script indicates that the OAS legacy system will be replaced by OAS 3.0 at 4th quarter of 2014. Is this similar to the ESD, in that the contractor will not take possession of the OAS test bed or be responsible for software development until the OAS has achieved OMRT? Is it correct that the contractor is responsible for operation and maintenance of the legacy OAS until that time?
In the event that the OAS 3.0 schedule slips, it would be intended for the CAMMO contractor to support legacy OAS until OAS 3.0 has completed OMRT and has been implemented across the network. The government will provide an updated schedule should changes occur, up to the release of the CAMMO RFP.
5 SOPS MX The 22 SOPS script states that the AFSCN supports 150+ satellites across 29 ops centers through 15 worldwide antennas. These ops centers are later mentioned as C2 complexes. Please clarify what constitutes the 29 ops centers.
The "ops centers" refered to in the 22 SOPS briefing are those Satellite Operations Centers (SOCs), also known as Satellite Command and Control (C2) complexes, that conduct actual satellite operations (these are government/military agencies). These entities establish links to the satellites through the Operational Control Nodes (OCNs) and Remote Tracking Stations (RTSs).
6 SOPS MX The 22 SOPS script states on ESD slide #7 that ESD 3.0 was built from the SOC perspective to provide the ability for satellite users to have control over satellite operations.
Please clarify who is meant by “satellite users” in this context.
"Satellite users" in this context refers to personnel from the Satellite Operations Centers (SOCs) who are utilizing the AFSCN to establish communications with a space vehicle. It does not refer to the personnel physically located at the RTSs who faciliate these satellite operations.

7 SOPS MX The 22 SOPS script states that ESD
3.0 is evolvable to allow “Lights out” operations from the SOC, comm and RTS elements. However, our understanding is that the customer is not looking to implement any drastic technical changes to operations at this time (e.g., “lights out”). Please clarify if this capability is only intended as a possible future scenario, or is there interest in the CAMMO contractor including a “lights out” approach for near-term implementation?
The government does not seek a near-term implementation of "lights-out" operations.
"Lights out" operation should not be included as part of the CAMMO proposal.
8 VTS The tour of the VTS included three antennas: an ARTS, an RBC, and an SRC-V. However, PWS Page 9, Line 28 states that there is a DSCS terminal at VTS. Please clarify.
A DSCS terminal does not exist at VTS. The government will review and update the PWS.
9 VTS What are the contractor responsibilities associated with the SRC-V antenna at the VTS?
SRC-V, -B, and -G assets are collectively referred to as SRC-X assets (a generic term for all three).
Contractor responsibilities associated with SRC-X assets are discussed in PWS paragraph 3.3.6.
10 AFSCN Test Bed

There are three TSTR vans per the AFSCN Configuration Chart (Version 4.3, dated 21 Oct 2013): the RBC TSTR, the ARTS TSTR Core, and the ARTS TSTR Antenna. The ARTS TSTR Core Van was on a pad at the HTSI facility during the Industry Days tour.
Where will each of these three vans be used/stored after construction of the RBC TSTR is complete?
TSTR (ARTS) core and antenna are anticipated to be stored at Schriever AFB (SAFB), CO until approximately the third quarter of 2015, at which point it is projected to be decommisioned.
Upon completion of RSTR (RBC), it is anticipated to be stored at SAFB, as referenced in PWS paragraph 2.7.

The scripts from the HTSI tour (page
10) states that “Currently the RTSR van is not part of the AFSCN baseline…” Is the Contractor to exclude the RBC TSTR from the CAMMO proposal?
CAMMO offerors should include support for the RSTR as part of their proposal.
12 Transportables We assume the TRBC and TVCF transportables will continue to be kept in garrison at SAFB when not deployed. Is this correct?

- What support being provided by contractors to date (on NSOM, SCNC, etc) is vital to your mission success?
-- In what areas are the current contract support efforts failing to meet your requirements or expectations?
- What areas that are currently not in scope of existing contracts would you like to see performed by contractors?
- What duties or functions that are currently being performed by contractors would you like to see transitioned to USAF blue-suit or government civilian responsibility?
All CAMMO requirements have been vetted through the operational community and are defined in the Performance Work Statement
(PWS).

Generator backup outside for longer term backup than 15 minute UPS?
A generator backup supporting the uninterruptible power supply (UPS) function of the ATB does not currently exist.

Warehouse
Question: During industry days it was briefed that the ATBs and Warehouse would be made available to the winning bidder. The ATBs are housed in the current HTSI facility that will be occupied by HTSI to perform their development work. If the labs are not moved what price should the new bidder cost for sharing/utilizing this space as part of their Firm Fix Price?
The warehouse facility is leased and the lease may be transferred. The equipment housed in both facilities (including the ATB) is GFE to be transfered to the CAMMO contract. The government looks forward to seeing proposed industry approaches.
16 Other Would the Government consider posting all briefings to FBO, as many of the tour printouts are not readable due to font size, specifically, the 22 SOPS brief?
The government has posted all briefings and scripts to FedBizOpps.
17 Other How many locations (and which ones) have unionized labor forces?
All collective bargaining agreements (CBAs) associated with CAMMO will be posted to the CAMMO Bidder's Library prior to RFP release.
