1 Introduction 7

The objective of the Consolidated AFSCN Modifications, Maintenance, and Operations 8

(CAMMO) Contract is to maintain the requirement of operational performance through a 9 consolidated service of operations, operation & site support, organizational & depot 10 maintenance, sustainment, modifications and factory/launch compatibility testing for the 11

Air Force Satellite Control Network (AFSCN) resulting in reduced Operations and 12

Maintenance (O&M) costs. 13

In the execution of this contract, the contractor is expected to demonstrate sound 15 teamwork practices with the Government as well as with other contractors as required. 16

The contractor is encouraged to present new ideas, identify possible efficiencies, 17 opportunities for streamlining, and discuss all possible solutions in the performance of 18 this contract. 19

1.1 Mission 21

The mission of the AFSCN is to provide, through telemetry, tracking and commanding 22

(TT&C), assured access to space systems and to distribute space system information in 23 support of operational Department of Defense (DoD) missions, National Security, 24

Research, Development Test & Evaluation (RDT&E) programs, and other designated 25 users. The operational functions of the AFSCN include: 26

Communications Connectivity to Worldwide Remote Tracking Stations 40

The AFSCN is continually evolving to meet the Air Force (AF) objectives for 42 commonality, interoperability, survivability, capacity, and responsiveness for control of 43 space systems in accordance with (IAW) AF Policy. The space programs supported by 1 the AFSCN are of vital interest to the nation and require continuous support. The effort 2 put forth under this contract by the contractor should at all times reflect the relationship 3 between the AFSCN and the safety and security of the United States and its Allies. 4

1.2 Background 6

The AFSCN is a global network of communications and computer systems that support a 7 growing inventory of increasingly complex space vehicles which support operational 8 forces in peace and wartime. It is designed to have the flexibility to support a wide 9 spectrum of orbiting satellites. A large number of satellites with various altitudes and 10 orbit inclinations are supported on a 24-hour per day, 7-day a week schedule. In addition 11 to the primary support provided to the DoD, the AFSCN also provides services for non-12

DoD organizations, including National Aeronautics and Space Administration (NASA), 13 and United States (US) sponsored programs of foreign governments. 14

The AFSCN is comprised of a number of assets located throughout the world. These 16 include (but are not limited to) two (2) Operational Control Nodes (OCN), seven (7) 17

Remote Tracking Stations (RTS), the Telemetry and Commanding Station (TCS), the 18

Eastern Vehicle Checkout Facility (EVCF), the Transportable Remote Tracking Station 19

(RTS) Block Change (RBC) (TRBC), and additional assets located at Schriever Air Force 20

Base (AFB) (SAFB) and Vandenberg AFB (VAFB). 21

The AFSCN contains the following systems and major subsystems: 23

Distributed Communication Controller (DCC) 24

Electronic Schedule Dissemination (ESD) 25

Automated Remote Tracking Station (ARTS) 26

Archival Recording System (ARS) 27

RTS Block Change (RBC) 28

Wide Area Network Interface unit (WANIU) 29

Operational Switch Replacement (OSR) 30

Orbital Analysis Subsystem (OAS) 31

Each RTS and TCS consists of one to three antenna systems (referred to as “sides”), 33 which are either an ARTS or RBC. In response to an aging design and obsolescence 34 issues, the ARTS began to be replaced with the RBC in 2004. The RBC was designed to 35 modernize the AFSCN’s aging antennas and core electronics. RBC will replace one 36

ARTS antenna and core at each Remote Tracking Station (RTS) with a 13-meter 3-axis 37 antenna and RBC core electronics. The RBC system provides the functionality necessary 38 to accomplish Space Vehicle interfacing and site systems status monitor, test and 39 reporting capability. Additionally, there is a relatively new concept known as the RBC 40

Hybrid. This system utilizes the core electronics of an RBC but the antenna system of a 41 legacy ARTS. 42

The two OCNs are located at SAFB and VAFB and are where AFSCN communications 44 connectivity is managed. The Satellite Operations Centers (SOC) connect to an OCN and 45 then to an RTS in order to establish a communications link with space vehicles. 46

Both EVCF and TRBC support compatibility testing for space vehicles. EVCF is non-2 mobile and supports pre-launch testing at Cape Canaveral Air Force Station (CCAFS). 3

TRBC is a mobile asset and able to be moved to different locations to support 4 contingency operations or factory compatibility testing. 5

The personnel, equipment, and facilities of the AFSCN are also used to accomplish 7 satellite maintenance. However, these resources are not responsible for the payload 8

(mission) data received from the various programs, and do not directly interface with the 9 program users. The resources are there to maintain the satellite in the optimum orbit for 10 mission accomplishment and to ensure the vehicle and payload are performing as 11 designed. The AFSCN accomplishes its assigned mission by tracking data generation, 12 telemetry monitoring, commanding, and testing. 13

This acquisition also includes support for the following systems at the locations noted: 15

Global Positioning System (GPS) was developed by the DoD to provide all-weather 17 round-the-clock navigation capabilities for military ground, sea, and air forces. GPS is 18 divided into three segments: space, control and user. The space segment comprises the 19

GPS satellite constellation. The control segment is comprised of ground stations around 20 the world that are responsible for monitoring the flight paths of the GPS satellites, 21 synchronizing the satellites' onboard atomic clocks, and uploading data for transmission 22 by the satellites. The user segment consists of GPS receivers used for both military and 23 civilian applications. For the purposes of this acquisition, the GPS resources consist of: 24 o One GPS Monitor Station (MS) at the Hawaii Tracking Station (HTS) 26

Defense Satellite Communications System (DSCS) is used for high priority command 28 and control communication such as the exchange of wartime information between 29 defense officials and battlefield commanders. The military also uses DSCS to transmit 30 space operations and early warning data to various systems and users. 31

For the purposes of this acquisition, the DSCS resources consist of: 32 o One AN/FSC-78C terminal at New Boston Air Force Station (NBAFS) 34 o Dual AN/GSC-52 terminals at 21 SOPS, Ellison Onizuka Satellite Operations 35

Facility (EOSOF), VAFB 36

Standard Space Trainer (SST), 533rd Training Squadron (VAFB) – Air Education 38 and Training Center (AETC)) is an open-architecture Windows-based application, 39 which uses a COTS gaming engine for rendering 2D and 3D displays to replicate 40 performance of space operations systems in support of individual and crew operations 41 training. SST models spacecraft subsystem, orbits, ground antennas, and C2 systems, 42 which can be employed in support of a variety of training. For the purpose of this 43 acquisition, the SST resources consist of: 44 o SST hardware and software supporting the 533d Training Squadron at 1

1.3 Scope 4

This PWS describes the supplies and services required to operate, maintain, sustain, and 5 evolve the AFSCN. Tasks described in this PWS apply only to the AFSCN unless 6 specifically noted otherwise (e.g. operations and organizational maintenance tasks also 7 involving GPS or DSCS programs). This effort supports classified and unclassified 8 users. The intent of the CAMMO contract is to ensure continued operations and 9 performance requirements of the AFSCN throughout the life of the contract. The 10 contractor is encouraged to present recommendations on strategies directed towards 11 performance sustainment/enhancement, obsolescence concerns, and threat mitigation 12

(among others). 13

At the following sites, operations, maintenance, logistics support, training, facilities 15 support and security support are current requirements. The following site descriptions 16 may not include all equipment used at the sites. 17

SAFB 18

SAFB is home to the 50 SW and is the primary AFSCN OCN. 19

Ellison Onizuka Satellite Operations Facility (EOSOF), 21 SOPS, VAFB, CA 20 EOSOF currently supports the AFSCN as a second OCN, dual DSCS terminals, the UK 21 equipment, and various secure and non-secure communication equipment. 22

Vandenberg Tracking Station (VTS), “COOK”, 21 SOPS, VAFB, CA 23 VTS is a dual-sided station consisting of two telemetry, tracking, and commanding 24

(TT&C) antennas (46-foot, and 13-meter RBC) and associated automated tracking station 25 equipment. This equipment includes the High Power Amplifier (HPA) Uplink 26

Enhancement, the Low Power Uplink Enhancement (LPUE), Payload Test Facility 27

Interface (PTFIF), VTS Interface Systems enhancements, a DSCS terminal and one 28

Source Asset (SRC-V). The back-up AFSCN scheduling node, Back-up Satellite 29

Operations Center - Vandenberg (BSOC-V) are also located at VTS. 30

Back-up Satellite Operation Center (BSOC-V) 31 Located at VTS, the BSOC-V is required to support 3 SOPS and 4 SOPS. 32

AFSCN Back-up Network Operations Center (BNOC) Electronic Schedule 33 Dissemination (ESD) Node 34

The back-up AFSCN scheduling node is located at VTS. 35

Diego Garcia Tracking Station (DGS), “REEF”, Detachment 1, 21 SOPS, Diego 36

Garcia, British Indian Ocean Territory 37 DGS is currently a dual-sided station consisting of two TT&C antennas (10 meter and 38

RBC 13 meter) and its associated automated tracking station equipment. Additionally, 39 there is Unified S-Band (USB) equipment. Also located at DGS is an AFSPC MUE asset 40 requiring COMSEC, Ops and Maintenance support. 41

Guam Tracking Station (GTS), “GUAM”, Detachment 2, 21 SOPS, Andersen AFB, 42 Guam GTS is a dual-sided station consisting of two TT&C antennas (60 foot and RBC) 43 and their associated automated tracking station equipment, which includes the HPA 1

Uplink Enhancement. Also, at GTS, support will be provided for Data Relay Mission 2

Unique Equipment (DRMUE) and one SBE antenna managed by the National 3

Reconnaissance Office Operations Squadron (NOPS), one Source Asset (SRC-G), and 4 two AFSPC MUE assets requiring Communications Security (COMSEC), Operations 5 and Maintenance support. 6

Hawaii Tracking Station (HTS), “HULA”, Detachment 3, 21 SOPS, Kaena Point, 7 Hawaii HTS is a dual-sided station consisting of two TT&C antennas (46 foot and 60 8 foot) and associated automated tracking station equipment. Included at HTS is the 9

Defense Meteorological Satellite Program Equipment (DMSPE) equipment that allows 10 this station to function as a Command Read-out Station (CRS) for the dedicated DMSP 11 network. Support is also provided to the Air Force Weather Agency (AFWA) that is a 12 tenant unit located at HTS. 13

New Boston Air Force Station (NBAFS), “BOSS”, 23 SOPS, New Boston Air 14 Force Station, New Boston, NH 15

NBAFS is a dual-sided station consisting of two TT&C antennas (13 meter A-16 side and 14 meter B-side) and associated automated remote tracking station 17 equipment including the HPA Uplink Enhancement. Included at NBAFS are the 18

High Power Uplink (13 meter only), DMSPE and associated Domestic Satellite 19

(DOMSAT) connectivity that allow this station to function as a CRS for the 20

DMSP dedicated network, a DSCS terminal and one Source Asset (SRC-B). 21

Eastern Vehicle Checkout Facility (EVCF), “BEACH”, 23 SOPS/OL-B, Cape 22

Canaveral Air Station, FL 23 EVCF includes a single antenna (6 foot), one ARTS core, one RBC core and associated 24 equipment to support on-pad checkout and pre-launch/compatibility testing. 25

Thule Tracking Station (TTS), “POGO”, Detachment 1, 23 SOPS, Thule AB, 26 Greenland TTS is a dual-sided station consisting of two TT&C antennas (11 meter, and 27

14 meter) and associated automated tracking station equipment. Included at TTS is the 28

DMSPE and Defense Meteorological Satellite Program Interface (DMSPI) equipment 29 that allows this station to function as a CRS for the dedicated Defense Meteorological 30

Satellite Program (DMSP) network. 31

Telemetry and Commanding Station (TCS), “LION”, 23 SOPS/OL-A, Oakhanger, 32

Hampshire, United Kingdom (UK) 33 TCS is a triple-sided station consisting of three TT&C antennas (33 foot, 13 meter 34

Antenna, and RBC 13 meter), associated tracking station equipment, and a SATCOM 35 terminal (AN/GSC-52). CAMMO will provide integration and supply and logistics 36 support to this site. A UK contractor provides daily operations and maintenance support. 37

AFSCN Test Bed 38 The Government provided and owned AFSCN Test Beds (ATB) includes the ARTS 39

Development and Maintenance Test Bed (ADMTB), RBC Integration and Support Suite 40

(RISS), Electronic Schedule Dissemination Test Bed (ESDTB), OAS Test Bed 41

(OASTB), RBC High Power Amplifier test Bed (RHPATB) and the Communications 42

Segment Sustainment Test Bed (CSSTB). The ATB’s infrastructure includes all the 43 assets required to operate and maintain the ATB, including the transportable 1 infrastructure. 2

2 General Requirements 1

In rendering the foregoing services, outputs may take the form of assistance, 2 administration, management, execution, and/or operation of auxiliary functions which are 3 required to support the 50 NOG and SMC/RNL. All Contractor personnel performing 4 work under this contract shall wear company identification badges to distinguish 5 themselves from Government employees. These badges must be visible at all times when 6 working with Government personnel. When conversing with Government personnel 7 during business meetings, over the telephone or via electronic mail, support Contractor 8 personnel shall identify themselves as such to avoid situations arising where sensitive 9 topics might be better discussed solely between Government employees. Electronic mail 10 signature blocks shall identify their company affiliation. Contractor personnel occupying 11 collocated space with their Government program customer in a Government facility shall 12 identify their workspace area with their name and company affiliation. 13

2.1 Non Personal Services 14

The Government shall neither supervise contractor employees nor control the method by 15 which the contractor performs the required tasks. Under no circumstances shall the 16

Government assign tasks to, or prepare work schedules for, individual contractor 17 employees. It shall be the responsibility of the contractor to manage its employees and to 18 guard against any actions that are of the nature of personal services, or give the 19 perception of personal services. If the contractor believes that any actions constitute, or 20 are perceived to constitute personal services, it shall be the contractor's responsibility to 21 notify the Procuring Contracting Officer (PCO) immediately. 22

2.2 Business Relations 23

The contractor shall successfully integrate and coordinate all activity needed to execute 24 the requirement. The contractor shall manage the timeliness, completeness, and quality 25 of problem identification. The contractor shall provide corrective action plans, proposal 26 submittals, timely identification of issues, and effective management of subcontractors. 27

The contractor shall seek to ensure customer satisfaction and professional and ethical 28 behavior of all contractor personnel. 29

2.3 Contract Administration and Management 30

2.3.1 Contract Management 31

The contractor shall provide a dedicated program manager in Colorado Springs, Colorado 32 that allows direct support of SMC, Air Force Space Command (AFSPC) and the 50 th

SW 33

who shall be the single point of contact to the government for all contract administration 34 and performance issues. The program manager shall have sufficient authority to direct 35 the day-to-day activities of the resources assigned to this project. 36

2.3.2 Contract Administration 37

The contractor shall provide a dedicated contract administrator. The contractor shall 38 establish processes and assign appropriate resources to effectively administer the 39 contract. The contractor shall respond to Government requests for contractual actions in 40 a timely fashion (within 10 business days) unless otherwise directed by the 41 government. 42

2.3.3 DCMA Support 1

Provide office space and facility infrastructure for four (4) dedicated DCMA personnel 2 within the contractor’s facility. At least one dedicated space will be co-located with the 3 primary hardware repair team and one co-located with the software support team. 4

2.4 Contractor Personnel, Disciplines, and Specialties 5

The Contractor shall provide the necessary resources and infrastructure to manage, 6 perform, and administer the contract. The contractor shall accomplish the assigned work 7 by employing and utilizing qualified personnel with appropriate combinations of 8 education, training, and experience. All contract employees who interface with the 9

Government, either electronically or in person, shall be able to read, write, speak, and 10 understand English. 11

2.5 Contractor Conduct 12

Contractor personnel shall be under the direction and control of the contractor Program 13

Manager (PM). They shall be subject to regulations and directives governing the 14 activities of personnel on government installations. The contractor shall not employ 15 persons for work on this contract if such employees are identified to the contractor by the 16

PCO as potential threats to the health, safety, security, general well being or operational 17 mission of the installation and its population. When a contractor employee endangers 18 life, property, security, or where such an employee violates reasonable and necessary 19 base regulations; the site and/or installation commander may direct removal any 20 employee from the installation. The Government reserves the right to require immediate 21 removal of the individual from the site/installation. In cases where the site commander 22 has directed removal, the PCO will follow up with written notification to the contractor. 23

2.6 New Directive Publications 24

The contractor shall review new/updated publications (draft and final) to assess technical 25 content and impact to the contract. The contractor shall notify the COR within 30 days of 26 receipt if there are associated costs or potential risk impacts to the contract. 27

2.8 Processing, Handling and Storage of Classified Information and Equipment 33

Performance of the tasks in this PWS requires the contractor to process, handle and store 34 information and equipment classified at the Secret and at locations specified in the PWS, 35

Top Secret SCI. Contractor employees whose duties require access to classified 36 information shall possess a minimum of an interim Secret security clearance unless 37 otherwise noted in this PWS. The contractor must possess a facility security clearance at 38 the classification level of Secret, IAW DoD 5220.22M, prior to contract work. 39

2.10 Task Interdependencies 6

The contractor shall adjust resource allocations for uninterrupted operations, maintenance 7 and sustainment performance due to variation in mission schedules, system baseline 8 changes and maintenance procedures that are impacted by associated activities within this 9 performance work statement. 10

2.11 Travel / Temporary Duty (TDY) 11

2.11.1 Contractor Travel 12

The contractor shall be responsible for the cost of travel required to perform the contract 13 tasks unless specifically identified as reimbursable travel by the government. Costs for 14 travel shall be in accordance with the regulatory implementation of Public Law 99-234 15 and Federal Acquisition Regulation (FAR) 3.205-46 Travel Costs (subject to local policy 16

& procedures). Travel shall be in accordance with the Joint Travel Regulation (JTR). 17

The Contractor shall ensure that personnel traveling overseas in support of the contract 18 have appropriate passports and other travel documents (e.g. travel visas) required for the 19 destination country or countries. 20

2.11.2 Reimbursable Travel 21

All other travel will be directed by the government. The contractor shall be responsible 22 for all employee travel arrangements by commercial means. Contractor employee travel 23 shall be IAW current Joint Federal Travel Regulations. Transportation may be provided 24 by the military depending on access to bases and availability of commercial 25 transportation. The contractor shall obtain written concurrence from the PM, or the CO, 26 for travel using CLINs 1501-2101. E-mail is acceptable for written authorization when 27 commercial travel is used. 28

2.11.3 Travel Arrangements 29

The contractor is responsible for arranging all travel required in connection with this 30

PWS. Letters of Identification (LOI) are required for Air Force Material Command 31

(AFMC) flights and/or shipment of household goods for DGS and TTS. The contractor 32 shall receive a written signature from the PCO on all LOIs. Country clearances should be 33 processed at a minimum of 60 days prior to arrival. For travel to TTS and DGS, the 34 contractor shall make arrangements for Air Mobility Command (AMC) travel through the 35 supporting Traffic Management Office (TMO) or through the AMC passenger 36 reservation center (24 hour telephone service at 1-800-851-3144). The contractor’s 37 billing address and contract number shall be on their LOI. 38

The contractor shall arrange all unaccompanied baggage shipments to TTS and DGS, 39 with the nearest TMO. The government will pay for costs up to the allowable limits, 40

IAW JTR, any additional costs will be paid for by the contractor. 41

2.12 Local Purchase 42

The contractor shall provide the materials, supplies and equipment required to perform 1 the contract tasks unless specifically identified as local purchase in this PWS. 2

For those tasks where the contractor is authorized local purchase, the contractor may 4 purchase materials, supplies and equipment to include non-stock listed and Commercial 5

Off The Shelf (COTS) items on a reimbursable basis. Local purchase is only authorized 6 when items are not available through Standard Base Supply System (SBSS)/Enterprise 7

Solution System (ES-S) or not available in sufficient time through SBSS/ES-S to meet 8 mission and administrative requirements or when processing through normal supply 9 channels are not available or practical. 10

When approved by the designated Contracting Officer Representative (COR), directly 12 acquire applicable parts, materials, supplies or vendor services identified as local 13 purchase in this PWS. For purchase actions exceeding $3,000 approval must be obtained 14 from the CO. Assets normally supplied by SBSS/ES-S will be validated with the 15 procedures in AFI 23-101. Establish procedures to receive, store, and distribute all assets 16 purchased. Submit local purchase invoices within 30 calendar days of purchase. 17

2.13 Vehicles 18

Except at TTS, the contractor shall provide and maintain all vehicles necessary to 19 perform the requirements listed in this PWS. The government will facilitate shipping of 20 vehicles to locations where commercial shipment is unavailable. 21

3 Performance Requirements 1

3.2 Operations 26

The contractor shall perform operations, operations support, and orbit operations support 27 activities IAW the PWS paragraphs below for all 50 Space Wing (SW) locations as 28 identified in the previous chapter IAW technical publications. Support rehearsals in the 29 same manner as the contractor supports actual operations, unless otherwise directed in the 30 rehearsal plans. 31

3.2.1 AFSCN Operations 32

3.2.1.1 Plan, schedule, direct, organize, coordinate, and execute all actions necessary to 33 conduct 365/24/7 operations and sustain the operability of all AFSCN, and other Mission 34

Equipment identified in Table 2-1. Plan, prepare, and support satellite operations IAW 35 documents listed in Section 4 of this PWS. These include Operations Change 36

Notifications, Operational Requirements Letter, Operations Directives, and related 37 documents. At EVCF, configure and operate for a minimum of 8 hours per day, 40 hours 38 a week, Monday through Friday. When directed by the Government, modify work 39 schedule to support operations. At 21 SOPS, EOSOF, VAFB, configure and operate on 40 day shift, Monday through Friday, 0800-1700, excluding Federal holidays (with the 1 exception of DSCS operations which are 24/7). 2

Provide operators certified and qualified by the contractor’s government approved 3 training program to support 24/7 operations. 4

Configure and operate all station equipment including the Telemetry, Tracking 5 and Control (TT&C) antennas, RBC antennas, RBC Core Equipment, ARTS 6 equipment, MUE and communications equipment, to provide TT&C services to 7 support the command and control of all space vehicles. 8

Provide communications support to include the management and operations of the 9 multi-circuit patch panels, voice and data telecommunications equipment. Operate 10 the DCC/OSR. 11

Operate and provide configuration support for the AFSCN Link Protection 12

System (ALPS), RTS On-line Activity Database System (ROADS) Microsoft 13
