About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 will issue a request for proposal on or around February 21, 2020 for design-build services to replace the cooling towers at the Lebanon Veterans Affairs Medical Center in Lebanon, Pennsylvania under Project No. 595-11-135. The solicitation will be a two-phase best value procurement open only to 100% Service-Disabled Veteran-Owned Small Businesses, with Phase I proposals evaluated based on technical approach, past performance, and price to determine the firms eligible to submit offers for Phase II. Questions are due by May 29, 2020 with Phase I submissions due by June 30, 2020.
The opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses and will be conducted according to NAICS code 238220 for plumbing, heating, and air conditioning contractors with a size standard of $15 million. The selected prime contractor must be an SDVOSB and will partner with an engineering firm to complete any remaining design from 2012 plans and perform construction activities. Prime contractors may have no more than 4 members representing at Phase I site visit. All contractors shall supply their own personal protective equipment and must comply with current Pennsylvania COVID 19 guidelines.
SDVOSB firms must contact contracting officer for appointment (requesting a call from the CO) for available time slots. Firms must be prepared to commit to that date/time.

The Lebanon Veterans Affair Medical Center (LBVAMC) issuing solicitation with attachments an offer and subsequently the VA intends on awarding a single, Firm-Fixed-Price contract that will be the Best Value to the Government based on evaluation factors and price. The project will be for the selection of a prime contractor (Construction contractor NAICS code is 238220, Plumbing, Heating, and Air Conditioning). The prime contractor to contract/partner with an architect/engineering firm to provide design-build services necessary for completion of designs and the construction of Cooling Tower Renovation (This is a Design-Build project).
Note: ALL Qualified Offerors ONLY firms that are 100% SDVOSB may submit for Phase I. After Phase I evaluation completion, ONLY selected Phase II Offerors will be notified with instructions for Phase II proposal submission
Project Scope Summary
The Design Build team shall provide all, labor, materials, tools and equipment, and design-build services necessary for design and construction of a project described here along with other specified tasks as further defined in a request for proposal (RFP) for renovation of Project No. 595-11-135, Cooling Tower Replacement. The project shall be designed and completed in accordance with current VA Criteria, EPA requirements, VA Specifications and developed specifically to meet local requirements for the LBVAMC in Lebanon PA. Under previous contracts in 2011 to early 2012 this project was designed to 100% completion. Since the completed 2012 design, the Government will require a responsible contractor to meet the VA specifications within the budgetary guidelines. The resultant contract of this procurement is to provide required design completion of the referenced project and perform construction of completed design work.
Selection/Administration:
This project is a Best Value two-phase design-build solicitation. ONLY firms that are 100% SDVOSB will be allowed to participate in Phase I of the solicitation. The Phase I proposals will be evaluated to determine which offerors will be selected to make an offer in Phase II of the solicitation. The Request for Proposal shall set forth the requirements for responding to Phase I of the solicitation as well as all evaluation factors for both Phases I and Phase II.
Phase II solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with Federal Acquisition Regulations (FAR) Parts 36.3 and 15 and will be evaluated in accordance with the evaluation factors therein. The solicitation will be advertised as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set aside. Total project anticipated between $2,000,000.00 and $5,000,000.00. Applicable NAICS codes is 238220, Plumbing, Heating, and Air Conditioning, with a size standard of $16.5 million.
