The purpose of this notice is to obtain information on CVE VetBiz VERIFIED Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB), [listed in Vendor Information Pages (VIP)] and other Small Business (SB) interests, capabilities, and qualifications to determine if a set-aside is appropriate. Responses to this sources-sought announcement will be used by the Government to make an appropriate decision. Proposals are NOT being requested or accepted at this time.
585-21-115 Replace Boiler Plant: The Oscar G. Johnson VA Medical Center, 325 East H Street, Iron Mountain, MI, 49801 has a requirement for a Firm Fixed Price contract to provide Architectural and Engineering (A/E) Professional Services to develop schematic, design development, construction document drawings, cost estimates, and construction period services (CPS) for replacement of the existing boiler plant.
Commissioning (Cx) will be performed by an independent third party. Coordination with the Cx Agent will be required during design and construction, as well as the inclusion of commissioning specifications in the contract documents.
The proposed boiler plant replacement, approximately 7,000 sf new building, will include three boilers to allow for N+1 service to the Facility. Two of the boilers would be sized in the range of 15,000 lb/hr to 20,000 lb/hr. The third boiler (summer boiler) would be sized in the range of 5,000 lb/hr to 8,000 lb/hr. Design of the boiler plant and associated components will follow VA Guide Steam, Heating Hot Water, and Outside Distribution Systems Design Manual as well as applicable State of Michigan codes and regulations. Complete Project Logic Control (PLC) is required.
Design Period of Performance is 357 calendar days following Notice to Proceed. Expected construction duration is approximately 24 months starting in 2024.

The estimated magnitude of construction (not design) for this project is between $20,00,000.00 and $50,000,000.00. Â
RESPONSE INFORMATION: The following information is requested in response to this Notice from interested firms.
Interested SDVOSB, VOSB, and/or SB Firms must indicate their statement of intent to submit a proposal (SF 330) in response to a solicitation. via email only, to Contracting Officer Anne Vossler at anne.vossler@va.gov. by May 3, 2022, at 4:00pm CT.
Company name, address, point of contact, phone number, DUNS number, and business status. Identify self-performance, any Teaming Agreement or Arrangement, and/or intention of subcontracting.
Clear evidence of your Firm s experience in A/E Services in relation to VA Boiler Plant Replacement Design and CPS. When providing evidence of your Firm s experience, provide description of projects and contracts similar in scope, size, and complexity successfully completed by your Firm, include total dollar amounts of those completed projects/contracts, and telephone numbers for points of contacts for those projects (no photographs or drawings are needed at this time). Responses should be for recent (within 5 years) experience. Specifically looking for specialized experience and technical competence in VA Boiler Plant replacement, professional qualifications, capacity to accomplish work in the required time.
Evidence of your Firm s ability to perform 50% of the requirement IAW 52.219-14 Limitations on Subcontracting Clause. All information must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB, VOSB or SB concerns. Prime contractor should have registered architect and engineers as members of firm or team.
Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB, VOSB or SB concern. If adequate interest is not received this action will not be set-aside.

CONTRACT INFORMATION: General. A-E Services are being procured in accordance with the Selection of Architects and Engineers Statute (Public Law 92-582), formerly known as the Brooks Act, and implemented in Federal Acquisition Regulation (FAR) 36.6. All submissions will be evaluated in accordance with the evaluation criteria. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Firms will be selected based on demonstrated competence and qualifications for the required work.
The NAICS Code for this acquisition is 541330 Engineering Services and the applicable Small Business Size Standard is $16.5M. The area of consideration is RESTRICTED to a 500 mile driving radius of the Alexandria VA Health Care System, 2495 Shreveport HWY, 71N, Pineville, LA 71360 in which either the A/E firm s Primary or established Auxiliary/Satellite office must be located. Contract Award Procedure: The proposed A/E services will be obtained by a Negotiated Firm-Fixed Price Contract. Interested parties shall ensure current Licensing and have a current registration in the System for Award Management (SAM) database at https://www.sam.gov , the Vendor Information Pages database at http://www.va.gov/osdbu, and have submitted for the current cycle VETS-4212 Report http://www.dol.gov/vets/programs/fcp/main.htm (for contracts in the amount of $150,000 or more). The SAM clause at FAR 52.204-7 changed effective (Oct 2018) and now requires that offerors be registered in the SAM database at the time an offer is submitted and at the time of contract award. According to FAR 52.204-7, registered means, among other things, that the record in SAM be marked as Active . Therefore, failure of a proposed SDVOSB to be registered at the time the SF 330 is submitted and at the time of contract award shall result in elimination from consideration as a proposed contractor.
SDVOSB Requirements: In accordance with VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, a service disabled veteran-owned small business concern agrees that, in the performance of the contract, at least 50 percent of the total cost of contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns.
c. Design Costs: All offerors are advised that in accordance with VAAR 836.606-73(a) the total cost of the architect or engineer services contracted for must not exceed 6 percent of the estimated cost of the construction project plus any fees for related services and activities. Additionally, FAR 52.236-22 Design Within Funding Limitations, will be applicable to this procurement action. Design limitation costs will be provided to the most highly rated AE firm selected to complete the design.
The magnitude for construction (not design) of this project is between $1,000,000 and $2,000,000.
SELECTION CRITERIA: The selection criteria for this acquisition will be in accordance with FAR 36.602-1 and VAAM 836.602-1 and are listed in the following manner: Factors 1,2 and 3 are the most important and are equal to each other. Factors 4 & 5 are equal to each other and are less important than 1,2 & 3. Factor 6 & 7 are equal to each other and are the least important . The completed SF 330 will be evaluated by the Alexandria VA Health Care System Evaluation Board in accordance with FAR 36.602-5(a) and VAAM 836.602-5 Short Selection Process for Contracts Not to Exceed the Simplified Acquisition Threshold and the selection report shall serve as the final selection list which will be provided directly to the Contracting Officer.
Professional qualifications necessary for satisfactory performance of required services. (reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness.)
Specialized experience and technical competence in the type of work required. (specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team.)
Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (FAR 36.602-1 (a)(4)) be sure to include all past performance Department of Veterans' Affairs (include knowledge of VA design standards, technical manuals, and specifications)(provide no more than five (5) recent projects)
Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates.
Capacity to accomplish the work in the required time; maintaining project schedules and project budgets. Cost control effectiveness and estimating accuracy.
Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project
The extent to which potential contractors identify and commit to the use of service-disabled Veteran-owned small businesses, Veteran-owned small businesses, and other types of small businesses as subcontractors.

Sources Sought Synopsis
The Naval Research Laboratory is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for 2 portable AC units lease. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238220.
Contractor to provide (2) portable AC units to condition building A13. These units will provide clean dry air at 55F and assist in the humidity control of the facility. The units will create air changes in the space further assisting with heat rejection and humidity control. For the clean room contractor to provide HEPA filtration on the AC unit for proper air filtration. The units will condensate outside of the building so no moisture will build up inside of the building. Contractor will run duct from each unit through the identified windows to provide conditioned air to the space (Includes: AC Units, 12" Duct, Cable). Contractor will provide 50' of cable per unit to energize them. Contractor need to coordinate with Naval Research Lab provide the proper sized breakers and electricians to make the terminations to the house power including set up and teardown.
Electrical Requirements: 480V 3 phase 60Hz - 28.7FLA 50 amp circuit breaker 208V 3 phase 60Hz - 55FLA 125 amp circuit breaker.
