The procurement is restricted to three pre-identified Mechanical MACC contractors: Mechworks Mechanical Contractors, Inc.; North State Mechanical, Inc.; and R&W Construction Company, Inc., foreclosing competition outside that vendor pool.
Place of performance is Camp Lejeune, North Carolina. The contract completion deadline is 180 calendar days after award. NAICS code is 236220, Commercial and Institutional Building Construction; PSC is Z1JZ, Maintenance of Miscellaneous Buildings.
Cleaning must comply with NADCA ACR-2025 standards and UFGS 23 01 30.41, with acceptance criterion requiring surfaces to be visibly clean per NADCA ACR-2021 Section 5.2. Building-specific work includes drain pan replacement (Buildings 15 and 326), cooling coil replacement (Buildings DD48 and NH180), outdoor air damper replacement (Buildings G770 and NH180), and electrical disconnect installation (Building 15). The contractor must submit a Draft Project Work Plan within 10 days of award and a Site-Specific Safety and Health Plan compliant with 29 CFR 1910.120 and EM385-1-1 within 30 days; no on-site work commences until final SSHP approval. Weekly in-progress review meetings with NAVFAC, MCB Camp Lejeune, and DHA-FE personnel are mandatory.
Cleaning is phased: Priority 1 addresses 15 units in Buildings 15 and 326; Priority 2 addresses 6 units in Buildings DD48, G770, NH180, and NH200. The contractor must provide temporary cooling maintaining 72–75 degrees Fahrenheit and 30–60% relative humidity, implement ICRA 2.0 infection control procedures, and perform system balancing with pre/post airflow and static pressure documentation.
Award is on a lowest-price basis. The estimated cost range is $500,000 to $1,000,000. Bond requirements apply: no bonds for proposals under $35,000; payment bond only for $35,000–$149,999; and bid, payment, and performance bonds (each at 20% of proposal amount) for $150,000 and above. Liquidated damages are $880 per calendar day. Davis-Bacon prevailing wage requirements (General Decision NC20260010, effective May 18, 2026) and Buy American construction materials requirements apply. The proposal acceptance period is 60 days.
