About this file

This is Amendment 0005 to Solicitation N40085-26-R-9042, issued by NAVFAC Mid-Atlantic on July 3, 2026, for clean HVAC systems at Camp Lejeune, North Carolina. The amendment provides answers to 19 Requests for Information (RFIs) previously submitted by potential contractors regarding the cleaning of air handling units (AHUs) in Buildings 15, 326, DD48, G770, NH180, and NH200. The receipt deadline for proposals remains unchanged, and contractors must acknowledge receipt of this amendment with their proposals or risk rejection.

Key clarifications provided in the RFI responses include: mechanical drawings are available for all buildings except DD48; acceptance standards require visual inspection confirming units are "visibly clean" per NADCA ACR-2021 Section 5.2, without requiring removal of adhered corrosion or staining; HVAC cleaning workers shall be classified as general laborers per wage determinations if their duties align; Building 15 AHUs 1-8 are internally insulated with limited sound attenuators; contractors must use the June 5, 2026 scope of work document; sound attenuators that cannot be cleaned to "visibly clean" standards must be replaced via change order; contractors are responsible for electrical connections, spot cooler placement, and providing all new air filters with specified MERV ratings; fan belt replacement is incidental to required bearing replacement; buildings NH200 and G770 require continuous day/evening cleaning schedules to minimize business downtime; sticky walk-off mats are required at mechanical room entrances; and contractors may perform their own microbial testing at their expense, with any confirmed active mold growth requiring immediate COR notification and separate contract modification for remediation per ANSI/IICRC S520 standards.

CONTINUATION SHEET

1. QUESTION: Are mechanical drawings of the AHUs and areas to be cleaned available?

ANSWER: Yes, drawings attached for all buildings except building DD48.

2. QUESTION: What will the clearance protocol be for cleanliness? Is any testing required or will visual inspection be sufficient?

ANSWER: The acceptance standard shall be a visual inspection confirming the unit is 'visibly clean' per NADCA ACR-2021 Section 5.2. This is defined as being free from all non-adhered substances and debris. It does not require the removal of adhered corrosion or staining. The contractor shall be required to submit their internal QC checklist and photos demonstrating cleanliness prior to requesting a formal Government inspection.

3. QUESTION: Will HVAC cleaning workers be classified as general laborers in the wage determination?

ANSWER: Is the job duties of the HVAC cleaning workers aligns with the general labor job duties, then yes.

4. QUESTION: What percentage of duct is internally lined? This will allow us to estimate the amount of encapsulating paint (Fiberlock IAQ 8000) that will be required for the project.

ANSWER: Building 15 AHU’s 1-8 are internally insulated. There are no known sound attenuators or internally lined duct except in the OA duct work of building 15. If sound attenuators are found, then they will need to be cleaned IAW NADCA.

5. QUESTION: There are 2 Scope of Works included. Are we to use the latest dated June 5, 2026?

ANSWER: Yes, use the scope of work titled “Final Lejeune Buildings 15 326 DD48 G770 NH200 and NH180 AHU cleaning SOW – 5 Jun 2026”. The other SOW has been removed from sam.gov.

7. QUESTION: Can the Brand Name, Model and serial number be given for the 21 AHUs?

ANSWER: This information is not readily available. Contractor may make an additional site visit to determine.

8. QUESTION: Can the drawings be provided to include existing duct layout and the outside air duct that has to be cleaned?

ANSWER: Yes, see attached drawings.

9. QUESTION: Can the equipment schedule be provided for all existing AHUs, and outdoor air damper?

ANSWER: Yes, see attached drawings.

10. QUESTION: Cleaning of the Sound Attenuators based on the age of the sound attenuators, cleaning them may be impossible due to the amount of dirt and/or rust that will be in them. If the acoustic material is damaged, friable, heavily contaminated, or waterlogged, the attenuator will have to be replaced. This is unknown, we suggest replacing the attenuators rather than cleaning them otherwise we may run into issues with a replacement being required and a long lead time.

The attenuators will have to be removed from the duct system to clean them. Please advise.

ANSWER: Encapsulating dirty or contaminated sound attenuators is not permitted. If an attenuator cannot be successfully cleaned to a 'visibly clean' standard, it must be replaced. The contractor shall notify the COR immediately if they encounter an attenuator they believe cannot be cleaned, and a joint inspection will determine the path forward (e.g., replacement via change order).

11. QUESTION: Will building’s maintenance be providing the breaker, wire/conduit, & junction box for the electrical connections for the spot coolers? Please advise

ANSWER: No, the contractor is responsible for this. The Government will assist with making terminations in electric panels not providing materials.

12. QUESTION: On Building 15 All mechanical rooms have very limited space and have no room to install temporary spot cooler and connect them to the duct. Please advise where to install the spot coolers? And where can we get power for them?

ANSWER: It is the contractor’s responsibility to develop a plan on where they can install the spot coolers and if they have enough electrical to power them.

13. QUESTION: Can the government provide a list and schedule of attenuators that required cleaning and or replacement?

ANSWER: This information is not readily available. Contractor may make an additional site visit to determine.

14. QUESTION: Would the maintenance be shutting down all the equipment associated with the AHUHVAC system?

ANSWER: Yes, to be coordinated with Facilities through the NAVFAC ET.

15. QUESTION: Are the air filters to be replaced by the owner supplied? If not, need filter sizes, Type, MERV ratings for each unit.

ANSWER: The contractor shall provide and install all new air filters. The filters shall meet the following minimum requirements: [Specify MERV rating, filter type (e.g., pleated, bag), and sizes if known, or require the contractor to match the existing MERV rating of the filters currently installed].

16. QUESTION: Is the fan belt need to be replaced?

ANSWER: The scope requires removal of the fan assembly and replacement of the bearings. As the fan belts must be removed to perform this work, the contractor shall include the cost to replace the fan belts with new ones as part of this process. This will be considered incidental to the required bearing replacement.

17. QUESTION: Will there be an issue with the AHUs down time for sensitive/critical areas?

ANSWER: NH200 and G770 have areas that will need to have the AHU’s cleaned on a continuous day/evening schedule to minimize business downtime.

18. QUESTION: Will clean mats need to be provided at the mechanical room entrances?

ANSWER: All mechanical rooms being worked in will require sticky walk-off mats.

19. QUESTION: Several mechanical rooms show signs of microbial growth on the AHU’s, we request the ability to perform testing of these areas prior to entering the AHU’s if we deem necessary. Will this be permitted, who will be responsible for providing testing, this will result in scheduling implications in regards to starting work to further support the need of additional time.

ANSWER: The contractor is permitted to perform their own testing for microbial growth at their own expense. However, if testing confirms the presence of active mold growth (NADCA Condition 3), the contractor shall immediately notify the COR. The current scope of work for 'cleaning' does not cover mold remediation, which must be performed IAW ANSI/IICRC S520.

Any required remediation will be handled via a separate contract modification.

20. All other terms and conditions remain unchanged.
