About this file

This is Amendment No. 0011 to solicitation N40085-26-R-9042, issued by NAVFAC Mid-Atlantic on August 10, 2026, for clean HVAC systems work at Camp Lejeune, North Carolina. The amendment extends the proposal due date and time to August 14, 2026, at 1:00 PM EST and responds to four Requests for Information (RFI) submitted by prospective offerors.

The RFI responses clarify technical requirements for HVAC system cleaning and rust inhibitor application across Buildings 15, 326, DD48, G770, NH180, and NH200. Key clarifications include: rust inhibitor product selection is flexible and should match system materials and environmental conditions, with acceptable options including nitrite-based, molybdate, OAT organic, and mixed inhibitor formulations (specific products mentioned include Star rust converter, AC Pro-Tech Aerosol, VHT SP229, and Corroseal); ductwork cleaning is limited to outside air ductwork associated with each AHU, including outside air dampers, mixing boxes, and access doors, plus sound attenuators and approximately five feet on either side in supply ducts, with contractors advised to verify exact linear footage on-site; and drain pan replacement in Building 15 has been addressed in the revised scope of work dated August 10, 2026, with rust inhibitor application substituted where replacement parts are unavailable. All other terms and conditions of the original solicitation remain unchanged.

CONTINUATION SHEET

1. QUESTION: The new scope of work calls for an rust inhibitor to be applied to the units. Is there a certain type of inhibitor required or a specification for the inhibitor that can be provided?

ANSWER: For HVAC systems, choose a rust converter that’s compatible with your materials (metal, plastic, PCBs) and designed for in-service protection. Always clean the surface first, apply evenly, and seal to prevent future rust. Products used with success are Star rust converter, AC Pro- Tech Aerosol, VHT SP229, and Corroseal.

2. QUESTION: Do you know if Sodium Sulfite, Sodium Lauroyl Sarcosinate, and Dipotassium Phosphate (used strictly as a pH buffer) is the only option for inhibitor? We do not make this product. We use a sodium nitrite or molybdate product. We do have sodium sulfite but not with Lauroyl Sarcosinate.

ANSWER: For active HVAC systems, the most common and effective rust/corrosion inhibitors are nitrite-based, molybdate, OAT organic, and mixed inhibitor formulations, chosen based on system chemistry, materials, and environmental exposure. Proper selection and maintenance ensure extended equipment life, reduced energy loss, and lower repair costs.

Selection Considerations:

Material Compatibility: Match inhibitor to the metals in the system (steel, copper, aluminum) Environmental Conditions: Humidity, temperature, and exposure to salt or chlorides affect choice Regulatory Compliance: Avoid restricted chemicals (e.g., chromates) unless permitted Cost-Effectiveness: Balance protection level with maintenance and replacement costs

3. QUESTION: If there are no drawings for each building is it possible to get the square footage of each building that will require duct cleaning? I really am interested in providing you a price to clean the duct work. Can you assist on this?

ANSWER: The only ductwork requiring cleaning in this SOW is the outside air ductwork associated with each AHU, including outside air dampers, mixing boxes, and access doors within the outside air duct. In the supply duct the only cleaning is required within the sound attenuator’s and approximately 5 feet on either side of the sound attenuator. Recommend either the site or contractors verify exact linear feet of supply, outside air duct requiring cleaning, and the number of sound attenuators associated to AHU’s being cleaned for each building.

4. QUESTION: I’m in receipt of Amendment 10 and noticed that the drain pans for building 15 were not addressed in the new scope of work. It says that “removal of the coils in building 15 for drain pan replacement carries inherent risk due to potential pre-existing corrosion”. According to Trane, there isn’t a replacement part for the pans. See below. Can a rust inhibitor be apply as called for in the revised building 326 new scope of work?

ANSWER: See revised scope of work dated 10 August 2026.

4. All other terms and conditions remain unchanged.
