About this file
This is Amendment 0006 to a federal solicitation (N40085-26-R-9042) issued by NAVFAC Mid-Atlantic for clean HVAC systems work at Camp Lejeune, North Carolina. The amendment extends the proposal due date to 23 July 2026 at 1400 hours and increases the contract completion date from the original three months to 180 calendar days after award. The work encompasses duct cleaning and HVAC system maintenance across six buildings: Buildings 15, 326, DD48, G770, NH180, and NH200.
The amendment includes responses to 18 RFIs submitted by potential contractors. Key clarifications include: NH200 and G770 require AHU cleaning on a continuous day/evening schedule to minimize business downtime; contractors must incorporate expedited procurement costs for long-lead materials such as blower wheels into their proposals to meet the 180-day deadline; the disconnect supplying power to AHUs 2 and 5 requires replacement; contractors are responsible for developing their own plans for temporary cooling unit placement and determining electrical availability; and contractors may conduct additional site visits at their own expense to obtain specific equipment specifications and system design information. All available drawings have been provided to support proposal development. All other terms and conditions of the original solicitation remain unchanged.

CONTINUATION SHEET
1. QUESTION: What percentage of the duct cleaning work will need to be completed after hours or on weekends (by building)?
ANSWER: NH200 and G770 have areas that will need to have the AHU’s cleaned on a continuous day/evening schedule to minimize business downtime.
2. QUESTION: Can the CCD be increased to 270 days after award?
ANSWER: The contract completion date will be increased to 180 calendar days after award. The Contractor shall incorporate into their proposal any costs necessary to expedite the procurement of long-lead materials in order to complete the statement of work within the 180-calendar day duration.
3. QUESTION: The three-month contract duration is too short. The tight spaces in some mechanical rooms would not help. We will have to get the modular AHU apart to remove the cooling coil to install the drain pan. There is long lead time for blower wheel to get them made in the manufacturer. We suggest the duration to be 9 months.
ANSWER: The contract completion date will be increased to 180 calendar days after award. The Contractor shall incorporate into their proposal any costs necessary to expedite the procurement of long-lead materials in order to complete the statement of work within the 180-calendar day duration.
4. QUESTION: Is work to be performed during daytime, evening and weekend hours?
ANSWER: NH200 and G770 have areas that will need to have the AHU’s cleaned on a continuous day/evening schedule to minimize business downtime.
5. QUESTION: Affected Paragraph 2.1 I and J Replace the disconnect on AHU 2 and 5 What needs to be replaced, a disconnect for the pump motor or, a starter or a drive that fed the AHU?
ANSWER: The Disconnect supplying power to the AHU.
6. QUESTION: Due to the restriction of clearance space of some mechanical rooms, especially in Bldg. 15. The clearance beside the coil at AHU is less than the coil width that would not allow to slide the coil out of the AHU to replace the drain pan. We have to disconnect the duct and disassemble the modular AHU to get the coil out to install the drain pan. Please advise if that needs to be done or not in this scope of work.
ANSWER: Refer to Statement of work.
7. QUESTION: The current system design is unknown to see if the conditions can be met for the temporary cooling without impacting the users. The total number and size of rooms served from the AHU is unknown. The size and length of duct serving the occupied spaces is unknown. CFM’s required per space is unknown. Is there available space for size of the temporary units needed to maintain the requirements in the scope of work? Is electrical available for the temporary cooling units? Electrical detail requirements are unknown due to the above.
ANSWER: All available drawings have been provided. It is the contractors responsibility to develop a plan on where they can install the spot coolers and if they have enough electricity to power them.
8. QUESTION: Temporary Cooling units that can meet the requirements are more than likely too large to be installed inside the building and are skid mounted. Please review and advise. Are the units we’re using at the NH100 acceptable based on the downtime?
ANSWER: Contractor can make an additional site visit on their own to determine if space is available.
9. QUESTION: DD48 AHU-2 mfg./model/serial number? Cooling coil size width, height, fins/in, connection sizes, gpm, water temps, required EAT and LAT?
ANSWER: Contractor can make an additional site visit to determine this information.
10. QUESTION: G770 AHU-1 OA Damper Size? Actuator voltage?
ANSWER: Contractor can make an additional site visit to determine this information.
11. QUESTION: NH180 AHU-1 &2 mfg./model/serial number? OA damper size/voltage?
