1.1 REFERENCES

1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for Contractor Quality Control approval. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government.
Submittals with an "S" are for inclusion in the Sustainability eNotebook, in conformance with Section 01 33 29 SUSTAINABILITY REPORTING. Submit the following in accordance with Section 01 33 00.00 37 SUBMITTAL PROCEDURES:

1.3 SPECIAL SCHEDULING REQUIREMENTS
a. The JSOC Compound, surrounding facilities, including existing parking areas, Bldg 3-2850 and Malvesti Street will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.
b. Permission to interrupt any Activity roads, or utility service must be requested in writing a minimum of 15 calendar days prior to the desired date of interruption.

1.4 CONTRACTOR ACCESS AND USE OF PREMISES
1.4.1 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for identification.
1.4.1.1 Contractor and Subcontractors Personnel List
Submit a Contractor and Subcontractor Contract Personnel List including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available resubmit the updated list for approval.
1.4.1.2 Additional Personnel Requirements
1.4.1.2.1 General Construction
General construction of the secure area must be performed by U.S. firms using U.S. citizens only. General construction includes construction activities such as building sitework, utilities, and enclosure or shell, including doors, windows and facade work. Utility work that penetrates the secure area and installation of doors in these areas are not general construction.
1.4.1.2.2 Finish Work
Finish work within the secure area must be accomplished by U.S. Citizens.
Finish Work includes construction activities such as insulation, floor/partition/ceiling systems, cabinet work, specialties, building furnishings/fixtures/equipment, mechanical/electrical services and equipment including those specialized for fire protection, security, communication, control, energy conservation, safety, comfort, convenience, and similar puposes.
1.4.1.2.3 Electronic Security Systems Equipment
Electronic Security Systems equiment such as processing control units, workstations, field panels, sensors, card readers, cable installation, and system programming, testing and training must be performed by U.S.
companies using U.S. citizens only who have been approved by JSOC Security and the Contracting Officer.
1.4.1.3 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.
1.4.2 Restricted Area
This project is in a restricted access area. A restricted access area is
SECTION 01 14 00 Page 4 defined as a bounded area secured by physical barriers requiring proper personnel clearance and identification to gain entry. All persons requiring access within the boundaries of the Government Project site or restricted access areas therein must comply with all security regulations established under this contract. All Contractor and Subcontractor personnel must be U.S. citizens.
1.4.2.1 Citizenship
Only U.S. citizens, with a favorable background check and approved by JSOC Security and the Contracting Officer will be allowed access to the project site and project documents. A “U.S. citizen” is by birth or naturalization only.
1.4.3 Personnel and Vehicular Entry
Anticipate that there will be time required daily, and delays entering the site for personnel security in-processing and vehicle inspection. Vehicular access to the construction site shall be by company owned/rental/leased vehicles only Contractor POV's will not be allowed.
1.4.4 Government Surveillance
During construction, the Government may maintain security surveillance of the construction site. This surveillance may include radio controlled vehicular patrols, CCTV, Government Security Representatives maintaining visual coverage of the site, illumination of the construction site, or by other means at the option of the Government.
This security protection is not designed to prevent pilferage of Contractor building supplies and/or equipment. The Government is not responsible for any such losses.
1.4.5 Working Hours
Regular working hours must consist of a 9 hour period , between 7:30 a.m.
and 4:30 p.m., Monday through Friday, excluding Government holidays.
1.4.6 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval.
Submit Work Outside Regular Hours Request on company letter head 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer. Make utility cutovers after normal working hours or on Saturdays, Sundays, and Government holidays unless directed otherwise.
Any work scheduled for outside regular hours must be captured on the construction schedule prior to and after Contracting Officer's approval.
1.4.7 Occupied and Existing Building
The Contractor shall be working around existing buildings which are occupied. Do not enter the building without prior approval of the Contracting Officer.

The existing buildings and their contents must be kept secure at all times. Provide temporary closures as required to maintain security as directed by the Contracting Officer.
The Government will remove and relocate other Government property in the areas of the building scheduled to receive work.
1.4.8 Utility Cutovers and Interruptions
a. Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required in paragraph WORK OUTSIDE REGULAR HOURS.
b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.
c. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm, and compressed air, and Telecommunication are considered utility cutovers pursuant to the paragraph WORK OUTSIDE REGULAR HOURS.
1.5 SECURITY REQUIREMENTS
1.5.1 Security Briefing
Prior to access to project information or admission to the construction site, each individual must be given a security briefing by the Contractor Security Officer (CSO). As a minimum the briefing shall acquaint the employee with the general security practices for this contract and all the specific practices that apply to her/his duties. Contractor must submit the Security Briefing Packet, including the agenda, content of briefing, and list of personnel to the Contracting Officer Prior to the initial briefing for JSOC Security Approval. The list of personnel who have received the security briefing must be maintained on a Security Acknowledgment Form by the Contractor and submitted on a monthly basis to the Contracting Officer.
1.5.1.1 Contractor Security Officer
The General Contractor must appoint a Contractor Security Officer to oversee and monitor security related aspects of this project. The Security Officer will be the main point of contract for the JSOC Security team for any security violations discovered during the contract period. The General Contractor must submit a CSO Appointment Letter to include CSO responsibilities.
1.5.1.2 Responsibilities
a. The CSO shall:
(1) Ensure that all personnel involved in the project are thoroughly familiar with the applicable portions of these security procedures and properly implement them.
(2) Brief Personnel on the administrative and security requirements of this Construction Project.
(3) Maintain a consolidated copy of the Access Roster and administer/control access to project information.

(4) Serve as the primary distributor of administrative security information related to this construction project.
(5) Brief personnel and obtain signature of each employee on security acknowledgment form (that will be provided by JSOC Security), indicating understanding of security responsibilities.
Maintain forms on file for duration of contract. (Form will be provided to the Contractor during the Security Briefing).
b. Each individual entrusted with project information is responsible for the proper control, accountability, and safeguarding of same.
1.5.2 Information Controls
a. DISPOSITION: Upon completion of bidding and/or performance on this project, all actual/potential Contractors shall return all construction drawings, specifications and shop drawings along with a consolidated Access Roster showing all individuals who had access to the project material to:

b. SAFEGUARDING: When FOUO project information is not in use, it must be protected by, as a minimum, securing it inside a locked office or container. It must, however, be safeguarded at all times from disclosure to all except those project personnel on whom a favorable background check has been completed and who have a need to know.
c. Consolidated Access Roster: Submit an Approved Consolidated Access Roster on a Monthly Basis to the Contracting Officer.
d. Any attempts by unauthorized personnel to obtain project information or data shall be immediately reported to the JSOC PM or JSOC PSM as well as the CSO.
e. Compromise of Project Information:
i. The JSOC PSM shall be notified immediately of any compromise or suspected compromise of project information.
ii. Despite vigilance and attention to security requirements, minor security violations may occur during this project. Quick action to control the situation, along with prompt reporting and reasonable remedial action, usually resolve the problem. Delays and attempts to hide the incident frequently only serve to exacerbate it.
f. Responsibility for security oversight including inspections, advice and assistance at all Contractor facilities where project information is originated, processed, stored, dispatched, etc.

1.5.3 General Requirements
a. The Contractor shall agree on behalf of his company and all subcontractors that the following security regulations will be observed by contractor personnel and their vendors on the Government project site. The Contractor shall make it a specific provision of all subcontracts that these regulations be accepted. The Contractor shall submit proof of acceptance, signed by an officer of the Company that has contracting authority, to the Contracting Officer, for subsequent coordination with the Government Security Representative that each of his subcontractors has been provided with a copy of these regulations;
i.e., a letter to each subcontractor.
b. Access to project information shall be based on strict "need to know" criteria.
c. The requirements listed herein are considered the minimum standard to be applied to this project. All subcontractors shall also abide by the aforementioned policies.
d. While working on this project at the construction site, all personnel must remain on the immediate site. Contractor personnel shall not be allowed entry into buildings/facilities within the restricted area in which no work is scheduled (i.e. the government will not provide access to toilet facilities or drinking water.) Any Contractor or Subcontractor personnel found outside the job site inside the restricted area will be escorted out of the restricted area and will be barred from further access to the work site. Contractor is responsible for ensuring that all Contractor employees are aware of this restrictive provision. All visitors must enter and depart as a group at the beginning and end of the work day. All Contractor personnel shall also be informed that guards are armed at all times and that electronic surveillance and recording equipment are employed in and around the construction site.
e. It is a crime under 18 USC 795 to photograph defense installations without first obtaining the permission of the commanding officer of the military installation and JSOC Security. It is also a crime under 18 USC 797 to reproduce, publish, sell or give away any photograph, picture or graphic representation of a defense installation without first obtaining the permission of the commanding officer of the military installation and JSOC Security. If deemed necessary by the Contractor and the Government that photographs are required, a formal request to photograph must be submitted to the Contracting Officer and JSOC Security for approval.
f. During sensitive JSOC operational activities, periods may be encountered when no Contractor or subcontractor personnel will be allowed on the construction site. Work stoppages due to these events will be held to an absolute minimum, and the Contractor will be given as much advanced notice as possible. Notice of the work stoppage and resumption will be relayed through the JSOC PM to the COR who will communicate this information to Contractor. Such work stoppages will not be the basis for a claim against the Government.
g. The Special Security Manager,Construction Security Technicians (CST) and scanning equipment will be provided by the Government.
h. The Contracting Officer's Representative (COR) is U.S. Army Corps of

Engineers/Wilmington District Office. The JSOC Project Security Manager(PSM) is available at all times to provide assistance in these matters at the construction site.
1.5.4 Personnel and Vehicular Entry

1.5.6 Access to Fort Bragg
a. The Fort Bragg Access Control Points are manned by Department of the Army Civilians, Military Police and Augmentation Soldiers. Hours of operations are as follows:
1. All American Freeway Gate ACP #7 - Main Gate Open 24/7; For visitor passes and information at the All American gate (910) 907-5165/5166. All Contractor and sub-contractor personnel will be required to obtain a pass.
2. Knox Street Truck Plaza ACP #8 – Open to commercial vehicles only from 5 a.m. to 9 p.m. weekdays and 5 a.m. to 1 p.m. on weekends and federal holidays. No POVs.

4. There will be signs on All American Expy instructing trucks to the Knox Street Truck Plaza Gate – Guards at Check point will provide direction to the JSOC VCP
1.5.7 JSOC Security Requirements
a. A new secure entrance is being constructed at the restricted site that will be used to enter the site during construction. The Contracting Officer will provide the successful contractor additional information concerning the location of the new truck gate upon award and/or during the initial Kick-Off meeting.
b. Everyone, including but not limited to Contractor personnel, subcontractor personnel, delivery drivers and visitors, entering the construction site must be on an approved access roster.

(1) Name, title/position, organization, Government issued ID number.
(2) Roster must be received a minimum of 1 business day prior to entry.
(3) Limit rosters to individuals requiring access.
e. The names, social security numbers, title/position, and organization of all workers shall be furnished thru the JSOC PM to the JSOC PSM. Any changes of personnel in the Contractor's work force shall be reported immediately to the above individual. The Prime Contractor shall also be responsible for furnishing the names, social security numbers, and title/position of project personnel working for all Subcontractors.
f. Rosters must be on Prime Contractor letterhead stationary with date, signature, and contact information.
g. Escort requirements must be received by the PM by 1200 on Wednesday of the week prior to site access.
h. Cancellations are needed 1 business day prior to adjust escort schedules.
i. Contractor must notify JSOC PM at least 2 days prior to a significant increase in construction traffic.
j. Limit large deliveries between the hours of 0900 to 1100 and 1300 to 1500.
1.5.8 Records Check
a. The Prime Contractor and all subcontractors must conduct local law enforcement checks on all personnel that will be working on this project covering previous 3 years for areas of residence and employment and criminal history.
b. Anything other than clean back ground checks must be brought to the JSOC PM’s attention to be reviewed and approved by JSOC security.
(1) Parole does not constitute favorable condition for approval and must be submitted to JSOC Security for approval.
(2) Traffic offenses do not matter and shall not be considered.
(3) Anyone pending court for a felony is not allowed to work on the project.
c. Result of records check will be maintained by the CSO and made available for Government inspection at all times upon request.
d. Contractor Security Officer (CSO) is responsible for denying access to FOUO information to security risks and denying work site access to non-US citizens.

1.5.9 General Security Requirements
a. Access to FOUO project information shall be limited to US citizens with a favorable background check and a “need to know”.
b. When not in use, FOUO information must be protected by, as a minimum, securing it inside a locked office or container.
c. Contractor personnel shall NOT speak with security guards unless it is an official conversation.
d. Any coordination concerning the project will go through JSOC PM and not the guard force.
e. JSOC PSM must be notified immediately of any compromise or suspected compromise of project information.
f. All vehicles entering the work site are subject to search.
g. If the contractor personnel leaves compound and returns the same day, the vehicle will be subject to search as if entering the site for the first time.
h. No POV’s contractor are allowed on the JSOC compound. Contractor vehicles are allowed on the JSOC compound but must have a company logo.
i. No photographic or recording devices shall be allowed on the construction site without the written approval of the JSOC PSM or his designated representative.
j. Personal electronic devices are not authorized including but not limited to: cell phones, cameras, computers, etc. The following exceptions will be allowed, based on approval from JSOC Security.
(1) Cell phones are only authorized for supervisors but the camera will be disabled.
(2) Computers are only authorized or allowed on the JSOC compound if they are properly cleared through JSOC- IA and has fully executed memorandum assigned to that computer.
k. Weapons and/or contraband of any type are not authorized.
l. Visitors must wear the Government-issued security badge on the outer garment and above the waist at all times.
m. Visitors must remain in the designated work area at all times and are never authorized inside buildings or offices which are not included in the contract.
n. All visitors must enter and depart as a group at the beginning and end of the work day.
1.5.10 Enforcement
a. Violations of these procedures may be grounds for the issuance of a stop work order by the Contracting Officer.

b. Any individual violating worksite security requirements is subject to immediate removal from the worksite and being barred from further access.
1.5.11 Construction Security Requirements for JSOC at Fort Bragg NC
a. Site Security Manager (SSM): TBD by JSOC

1.5.11.1 Procurement, Shipping and Storage of Building/Finishing Materials

Building materials will be obtained through U.S. suppliers by the Contractor. Bulk construction materials, such as structural steel, may be stored off site provided that location has a secured and controlled entry.
If the contractor stores its materials off site, the contractor shall coordinate with the SSM or his designee 48 hours (does not include weekend and holidays) prior to the materials to be used at the construction site for inspection. Material will be subject to random inspection. Materials stored off site will be moved to the construction site at least 48 hours prior to use in order to permit examination of material. Materials to be used in the construction of SCI facilities will be retained on site during the period of construction, and retained in a separate fenced area. The separate fenced area shall be enclosed by a 6'-0" FE-5 fence, gated and locked. The separate fenced area will be located outside the SCI facility to be constructed, shall be secured when material is not being removed, and shall be secured during non-working hours. Access to the storage area will be controlled by the SSM. Police patrols will check the perimeter fence of the construction site during non-duty hours.

1.5.11.2 Site Security
Security of the SCI work sites will be directed by the JSOC Special Security Representative (SSR) and implemented by the Site Security Manager (SSM), assisted by Construction Surveillance Technicians (CSTs). The SSM, SSR and CSTs are not in contract, and will be provided under a separate JSOC contract. These persons are specifically trained and qualified to execute those tasks stipulated in IC Technical Specifications for ICS 705-1
ICS 705-1.
a. Weekly Meeting: Construction Superintendent, SSR and SSM will attend a meeting every Thursday, unless another day is agreed upon by the attendees. The purpose of the meeting will be to obtain copies of work scheduled for the facility under construction; a list of tasks to be completed for the SCI facility for the following week; a list of all workers assigned to complete tasks at the SCI facility and to discuss issue(s) of mutual concern.
b. Identify Verification: Only the construction contractor (prime and subcontractor) and government personnel will be permitted to enter the work site via the Access Control Facility (ACF). The construction employees (prime and subcontractors) entering the worksites will be logged in and out of the site on a daily basis.

SECTION 01 14 00 Page 12 need to provide a photo ID when logging in. The logs will be retained for record by the SSM.
c. Posted Warning: A sign will be posted at the entrance to the SCI facility work site informing that persons entering or leaving the site are subject to inspection of materials, tools, and person by construction security personnel. Also, any personal electronic devices (cameras, computers, cell phones, smart watches), firearms, weapons, ammunition, explosives, drugs, and other contraband are prohibited and subject to seizure if discovered during search.
d. Oversight of Contractor Employees: CSTs will maintain eyes-on surveillance of contractor employees in SCI construction areas.
Employees are required to comply with instructions of on site CST.
e. Securing the SCI Work Site: At the conclusion of the work day, the SCI facilities work sites will be secured by SSM.
f. Security Infractions: Any alleged security violations will be immediately reported to the SSM by the CSTs and by the SSM to the SSR. Contractor on-site management will be briefed that all contractor personnel are required to follow the direction of the CSTs on the construction site. Disputes will be reported to the SSM by the CSTs and by the SSM to the SSR. Security incidents or violations will be reported to the SSR within 24 hours of occurrence.
g. Security Administration: The SSR and SSM will jointly conduct a weekly inspection of the SCI facility work sites during the period of construction and perform a final inspection when work has been completed.
1.5.11.3 Contractor Responsibilities
A summary of contractor responsibilities are as follows:
1.5.11.3.1 Security Fence/Lighting
The contractor is required to install an 6'-0" high FE-5 fence and two (2) lockable gates. The first gate will be a personnel gate and 6'-0" high FE-5 fence and the second gate will be a vehicle gate for the vehicle inspection area. Each gate must be secured with a chain and combination lock.
