About this file
This document provides details on a federal construction contract solicitation to rehabilitate turbine generator units at Old Hickory Power Plant in Hendersonville, Tennessee. The Nashville District U.S. Army Corps of Engineers is seeking a firm fixed-price contract for work including rewinding the generators on units 1, 2, and 3 to increase maximum output to 45 megawatts each. This will also involve replacing the turbine runners on these units to increase rated output to 61,600 horsepower at 54 feet of net head, along with replacement of wicket gates. Additional scope includes refurbishing various mechanical support systems and electrical components. The estimated contract value is between $25-100 million and the period of performance is estimated at two years for the first unit plus 18 months for each subsequent unit. A mandatory site visit is scheduled for May 5th and questions must be submitted through ProjNet by the specified deadlines.

1. For base metals 3/8 in. (9.5 mm) or less in thickness, joints shall be welded using complete joint penetration welds.
2. For base metals of thickness greater than 3/8 in (9.5 mm), joints shall be double-welded and shall be welded using either partial joint penetration or complete joint penetration welds, unless complete joint penetration welds are specified. In addition, complete joint penetration welds shall be provided for a distance of at least 3 in. (76 mm) on each side of intersecting joints. In partial joint penetration welds, the effective throat shall exceed two thirds of the thickness of the thinner plate. The unwelded portion shall be located near the center of the thinner plate. Alternatively, complete joint penetration welds used in lieu of partial joint penetration welds shall be made using filler metal compatible with the base metal and having a published minimum tensile strength not less than two-thirds the published minimum tensile strength of the base metal.
12.9.3 Tubular support columns for elevated tanks shall be inspected according to the acceptance criteria in paragraph 12.9 with the below exceptions.
1. For circumferential butt joint welds made from one side into backup bars or similar one-side welding, radiographs may show dark lines intermittently on a radiograph at the root of the joint. This is normal and is not cause for rejection, provided the welds are otherwise considered acceptable. For one-sided welds, some non-fusion or lack of penetration less than 10 times the column wall thickness in length and rounded indications shall not be cause for rejection, provided the governing stress is compression.
2. Longitudinal butt joint welds shall be visually inspected on the total outside length and for a distance of one diameter on the inside of each section welded. Areas less than ten times the column wall thickness in length, with lack of penetration not exceeding 1/32 in. deep, are acceptable. For exterior butt joint welds with base metals of 3/8 in. or less full penetration is required. For base metals of thickness greater than 3/8 in, welds shall be either full penetration or partial penetration unless otherwise specified. In addition, complete joint penetration welds shall be provided for a distance of at least 3 in on each side of intersecting joints. A maximum undercut of 1/32 in is permitted, provided that the unwelded portion plus the undercut shall not reduce the thickness of the joint by

All instruments needing calibration in accordance with referencing code shall be calibrated as per code requirements and proof of such calibration shall be kept on record.
This examination procedure will be reviewed on a yearly basis and revised when necessary by the main examination supervisor as to confirm its compliance to the referencing code. This annual review will be documented on Labcan's form F980.
Certification shall continue in effect subject to annual verification from the CWB that the requirements of this Standard are being met.
SURFACE PREPARATION
Satisfactory results are usually obtained when the surfaces are in the as welded, as rolled, as cast, or as forged conditions.
A visual examination shall be conducted prior to the magnetic particles examination and rejectable surface discontinuities shall be repaired before the later is carried out.
Surfaces to be examined and adjacent areas (at least one inch on either side) shall be dry, clean and free of oil, grease, sand, loose rust, scale or flux. Surface conditioning by grinding or machining may be necessary when irregularities would otherwise mask the indication of unacceptable discontinuities.

Cleaning may be accomplished using detergents, organic solvents, descaling solutions, paint removers, vapour degreasing, sand or grit blasting or ultrasonic cleaning methods.
For ASME related work, if non magnetic coatings are left on the part or paint is used as surface enhancement contrast in the area being examined, it must be demonstrated that the indications can be detected through the existing maximum known coating thickness.
When procedure qualification is specified, a change of a requirement in table T-721 of ASME Section V, identified as an essential variable, shall require requalification of the written procedure by demonstration.
The magnetic particles must have high permeability to allow ease of magnetizing and attraction to the site of the flux leakage and low retentivity so they will not be attracted (magnetic agglomeration) to each other. Control of particle size and shape is required to obtain consistent results.
The color chosen for any given examination should be one that best contrasts with the test surface.

We have only demonstrated the Magnaflux particles and the use of another family product are prohibited unless previously demonstrated to the authorized inspector.
Dry particles consist of a mixture of spheres and elongated needles, which provides good mobility and sensibility.
Magnetic particle examination shall not be done on surfaces whose temperature exceeds 500'F when yellow powder is used, 600'F when using black and red powder and 750"F with grey powder.
The wet particles shall be suspended in a suitable liquid medium and agitated mechanically or otherwise to maintain them in suspension. The concentration of the particles shall be verified at the beginning of each inspection period through the use of an ASTM 100 ml pear-shaped centrifugal tube. The concentration of the wet visible particles shall be maintained between 1.2 Io 2.4
ml. The concentration of the wet fluorescent particles shall be maintained between 0.1 to 0.4 ml per 100 ml of suspension.
The examination with visible and fluorescent wet particles shall be carried out at a temperature not to exceed l20o F.
Contamination as possibly found in horizontal bath is not a matter of concern in field application such as our.
