About this file

This document provides details for a federal construction contract opportunity to rehabilitate turbine generator units at Old Hickory Power Plant in Hendersonville, Tennessee. The Nashville District U.S. Army Corps of Engineers is soliciting firm fixed-price proposals to increase the maximum generator output to 45 megawatts through rewinding stators and replacing turbine runners on three units. A fourth unit's generator was recently rewound but the turbine runner was not replaced. Proposals are due by May 19, 2022. Electrical work includes rewinding stators to 45,000 kilovolt-amps and installing new monitoring systems. Turbine work includes replacing 61,600 horsepower Kaplan turbine runners and upgrading support systems. The project term is estimated at two years for the first unit's model testing and fabrication plus 18 additional months per unit installation.

BASE ITEMS

Items not identified in the Price Schedule as an "(OPTIONAL)" item are considered base items. Base items are those required upon contract award for the refurbishment of the turbine generating units at Old Hickory.

(OPTIONAL) ITEMS

The Government may require the delivery of the item(s) identified in the Price Schedule as an "(OPTIONAL)" item.

The quantities for these items are a job basis following the base condition inspection or the item(s) may not be used at all, at the discretion of the Government. The Government may exercise an OPTIONAL by written notice to the Contractor commencing from the date of contract award through the date the contract is closed, unless otherwise specified herein. If an (OPTIONAL) item is exercised, the contract completion date will not be extended, however, with mutual agreement, the schedule of work may be modified. Where appropriate, the above may be supplemented by applicable provisions of Part 17, Subpart 17.2, "OPTIONAL" of the Federal Acquisition Regulations (FAR).

Clauses and/or provisions addressing "Variations in Estimated Quantities" do not apply to non-base items.

UNIT 4 PRIMARY OPTIONAL ITEMS AND SECONDARY OPTIONAL ITEMS

Unit 4 underwent a major rehabilitation for which construction completed in September 2021. Under this contract, most work on Unit 4 is optional. If the Government elects to exercise the option to replace the Unit 4 turbine runner and wicket gates, all items identified as "primary" under the Unit 4 items of the Price Schedule will be exercised together. The items identified as "secondary" under the Unit 4 items of the Price Schedule are items that will be exercised independently at the Government's discretion because they are not definitively necessary to achieve the scope of replacing the Unit 4 turbine runner and wicket gates.

ESTIMATED ITEM

The quantity for Item's marked EST is estimated and may be increased or decreased at the discretion of the Government.

NOT TO EXCEED

The quantity for Items marked NTE is the maximum allowed by the Government for that Item without modification to the contract.
