About this file
This document provides details for a federal construction contract solicitation to rehabilitate turbine generator units at Old Hickory Power Plant in Hendersonville, Tennessee. The Nashville District U.S. Army Corps of Engineers is seeking a firm fixed-price contract for work including rewinding three generator units and replacing turbine runners to increase maximum output to 45 megawatts. The estimated value of the contract is between $25 million and $100 million. The scope of work involves electrical work such as generator rewinds, mechanical work including replacement of turbine runners and wicket gates, and inspection and upgrades to mechanical support systems. The project term is estimated at two years for the first unit plus eighteen months of installation per subsequent unit. A site visit is scheduled for May 5, 2022 and questions must be submitted through the ProjNet website by the specified deadlines.

Notes:
(1) Criteria given are for required examination. More stringent criteria may be specified in the engineering design.
(2) Longitudinal groove weld includes straight and spiral seam.
(3) Fillet weld includes socket and seal welds, and attachment welds for slip-on flanges, branch reinforcement, and supports.
(4) Branch connection weld includes pressure-containing welds in branches and fabricated laps.
(5) These imperfections are evaluated only for welds less than 3/16 inch in nominal thickness.
(6) Where two limiting values are separated by "and," the lesser of the values determines acceptance. Where two sets of values are separated by "or," the larger value is acceptable.
Tw is the nominal wall thickness of the thinner of two components joined by a butt weld.
(7) Tightly butted unfused root faces are unacceptable.
(8) For groove welds, height is the lesser of the measurements made from the surfaces of the adjacent components; both reinforcement and Internal protrusion are permitted in a weld. For fillet welds, height is measured from the theoretical throat; internal protrusion does not apply.
(9) For welds in aluminum alloy only, Internal protrusion shall not exceed the following values:
(a) for thickness less than or equal to 5/64 inch: 1/16 inch

(0.8 mm).
12.9.2 Butt joints subject to secondary stress, such as circumferential joints of cylindrical tank shells, shall be welded as follows:
1. For base metals 3/8 in. (9.5 mm) or less in thickness, joints shall be welded using complete joint penetration welds.

1. For circumferential butt joint welds made from one side into backup bars or similar one-side welding, radiographs may show dark lines intermittently on a radiograph at the root of the joint. This is normal and is not cause for rejection, provided the welds are otherwise considered acceptable. For one-sided welds, some non-fusion or lack of penetration less than 10 times the column wall thickness in length and rounded indications shall not be cause for rejection, provided the governing stress is compression.
2. Longitudinal butt joint welds shall be visually inspected on the total outside length and for a distance of one diameter on the inside of each section welded. In addition, complete joint penetration welds shall be provided for a distance of at least 3 in on each side of intersecting joints. A maximum undercut of 1/32 in is permitted, provided that the unwelded portion plus the undercut shall not reduce the thickness of the joint by

INTERVENTION REPORT
Welding procedure qualification comparative between AWS D1.1 and D14.1 Both standards has requierements for prequalified welding procedure specifications and essencial variables. When all of the requierements for the prequalifications of WPS is respected, there no qualifications test to perform. When there a requierement not respected, qualification test must be done and the WPS is produced to weld with all essencial variable as per qualification records.
There many small difference in prequalification requierements and essencial variables between the standards AWS D1.1 and D14.1. In this report, only the relevant differences and applicable part of the standards are specified.
First: In AWS D14.1 part 9.1.4, it is indicate that the welding procedure qualified under specification AWS D1.1 or ASME for equivalent welding shall be acceptable.
With this point, we consider that the WPS # PQR-GMAW-3-CS/FCAW-G is acceptable as per ASW D14.1 standard. This WPS is conforming to the AWS D1.1 standard.
Difference of material to weld In the case of lifting device, the material to weld on drawing of welding map 14875 is material A572 gr.50 with thichness of 4 and 5 inches. The qualification tests in WPS # PQR-GMAW-3-CS/FCAW-G were performed with material A36 with thickness of 1 inch.
In the AWS D1.1 table 3.1, The material of qualification test (A36) and material to weld (A572 gr.50) are in same class. The essencial variable is respected.
In the AWS D14.1, the material to weld (A572 gr.50 higher that 2 inch) is not in table 1 for weldability classification. In this case, the essencial variable and requierement for prequalification are not respected. The standard AWS D14.1 require qualification test with the material to weld.
Welding inspection comparative between AWS D1.1 and D14.1

Welding procedure qualification comparative between CSA W59 and D14.1 Both standards has requierements for prequalified welding procedure specifications and essencial variables. When all of the requierements for the prequalifications of WPS is respected, there no qualifications test to perform. When there a requierement not respected, qualification test must be done and the WPS is produced to weld with all essencial variable as per qualification records.
There many small differences in prequalification requierements and essencial variables between the standards CSA W59 and D14.1. In this report, only the relevant differences and applicable part of the standards are specified.
In this case, the welding procedure specifications (WPS) submitted are prequalified as per CSA W59 section 10.
In section 9.1.1 of AWS D14.1, Joint welding procedures that conform in all respects to the provisions of Section 4, Base Metals; Section 6, Weld Joint Design; Section 7, Workmanship; and Section 8, Processes and Filler Metals, shall be deemed prequalified and are exempt from tests or qualifications.
The drawing and submitted WPS verified for conformance to these sections of AWS D14.1 standard.
Section 4: Base material; Material to weld in drawing and in WPS submitted are in accordance with this section of standard.
Section 6: Weld joint design: Joint design for weld in drawing and in WPS submitted are in accordance with this section of standard.
Section 7: Workmanship: Applicable parameters includes in drawing and WPS submitted are in accordance with this section of standard.
Section 8: Processes and filler metal: Applicable parameters includes in drawing and WPS submitted are in accordance with this section of standard.
Note: In sections 7 and 8, there clauses for fabrication not includes in drawing or WPS, these clauses are however similar to the clauses includes in CSA W59 standard sections 4 and 5 that was use for fabrication of wicket gate handling devices.
Welding procedure FC-P-06 This procedure is in accordance with CSA W59 standard. This procedure is appropriate to weld fillet joints at drawings.
Welding procedure FC-P-02 This procedure is in accordance with CSA W59 standard. This procedure is appropriate to weld groove weld of counterweight in drawing H1039500 MEI 82-313 FTB rev.B.
Welder Qualifications Welder qualifications of Jean-Michel Desfosses, François Desfosses, Clement Roberge, Dany Côté and Michel Beaucage found conforming to CSA W47.1 and are appropriate to weld joints at drawing with welding procedures submitted.
The welder qualification process is very similar between the CSA W47.1 and AWS D14.1. There some small differences such as:
- Minimum leng of test plate is 175 mm in AWS D14.1 and 150 mm in W47.1;
- Range of thickness qualified vs thickness of test plate have small difference;
- Period of qualification: 2 years for CSA W47 and indefinitly in AWS D14.1 if welder use regulary the welding process.
Welding inspection (Visual and magnetic particles) The welding inspection was performed on handling devices as per AWS D1.1.
Welding inspection procedures PE 400 (visual inspection) and PE 200 (magnetic particles inspection) found conforming to the ASME standard (section V).
Welding inspector qualifications (CWI) of Ian Trudel and Stephane Trudel found conform to SNT-TC-1A standard in appropriate methods.
Welding inspection comparative between AWS D1.1 and D14.1 See table in page #3 for comparative of visual inspection between AWS D14.1 and AWS D1.1 (dynamically loaded).
