About this file
This solicitation is for a firm fixed-price construction contract to rehabilitate turbine generator units at Old Hickory Power Plant in Hendersonville, Tennessee. The scope of work includes rewinding the stators and replacing the turbine runners for Units 1, 2, and 3 to increase maximum output to 45 megawatts. Unit 4's generator was previously rewound in 2021. Mechanical work will refurbish systems such as the brake ring, thrust bearing coolers, and guide bearing lubrication system. The estimated value is between $25-100 million and performance period is approximately five years, with model testing, design, and fabrication for the first unit followed by 18 months of installation per unit. The pre-bid site visit was scheduled for May 5, 2022 and questions must be submitted through ProjNet. Responses are due by the amended date of August 5, 2022.

Given the current market/supply-chain and transportation volatility, which was compounded by the Russian invasion of Ukraine, it is virtually impossible to get any type of price validity from material suppliers (foundries, etc.) and logistics companies. The Contractor's Board of Directors is requesting that all new contracts include an Economic Price Adjustment clause in order to approve submitting a bid.
The Contractor kindly request that an EPA clause, similar to the one in the Little Rock District's Norfork RFP, be included in the Section 00 73 00 - Supplementary Conditions.

Due to the expected duration of the project (exceeding 5 years), our surety companies will not accept to issue one bond for all units, valid until the end of the warranty period of the last unit. Would it be acceptable for the District to allow Contractor to bond each unit separately? If not, would the District consider implementing a rolling bond approach as it has been implemented in the past by USACE on other projects?

The RFQ, Section 48 13 16.00 26, page 16, item 2.5.2.3 (Ground Insulation), requests to provide ground insulation that consists of multiple overlapped layers of mica tapes applied continuously throughout the entire length of the coil. Apply the same number of overlapped layers to achieve an equal thickness of ground insulation throughout the coil.
GE Request to change the text for the following: provide ground insulation that consists of multiple overlapped layers of mica https://www.projnet.org/projnet/binKornHome/index.cfm?strKornCob=BicPublicReportAll&strReportType=AllCont 4/15 tapes applied continuously throughout the entire length of the coil. Apply sufficient number of overlapped layers to achieve an required thickness of ground insulation throughout the coil to support the electrical stress in each area and meet the minimum required gap between parallel arms.
Reason for change: The straight part insulation is applied by an automatic taping machine while the insulation in the knuckles may be applied manually. A scarf join located in the overhang (after the bend) will ensure a good overlap of the insulation from the straight part to the insulation in the knuckles. Compression of the insulation in the overhangs is performed mainly by shrinking tapes and flat metal shims which could lead to a wider variation of the insulation thickness compared to the straight part of the coils. Therefore, ground wall insulation thickness in the overhangs could be thicker than in the slot part if the number of layers is the same. Knowing that electrical stress in the overhangs is lower than in the slot part, it is less critical to have a smaller number of mica layers in overhangs. As a consequence, to avoid reducing the clearance between the overhangs, and in order to meet the Corona tests requirement after winding installation, GE would design the knuckle insulation with less number of mica layers. In all cases, the final validation of the coils will be performed through the electrical tests and the mockup geometry check (i.e., air distance between coils) to ensure the expected lifetime of the winding.

"Clean pole bodies and repair linear indications on end plates grind radius and peform magnetic particle inspection test. Repair any bent damper segments."
In the technical specifications, the following tasks are required for the re-insulation of the field windings:
- Repair linear indications on end plates grind radius and perform magnetic particle inspection test;
- Repair any bent damper segments.
Since the scope of work is not determined (as is the case in the optional work on pole rivets, dovetail laminations and pole straightness), how many rotor poles should we take into account for these activities in the proposal?

Realignment scope includes two intermediate stationary alignment checks to confirm realignment about a reference centerline.
https://www.projnet.org/projnet/binKornHome/index.cfm?strKornCob=BicPublicReportAll&strReportType=AllCont 12/15
The Contractor shall perform two stationary alignment checks, with consideration of timing in regard to possible seasonal movement. The first stationary alignment shall occur following removal of the turbine runner; the second stationary alignment shall be performed at a point in the refurbishment process, to be proposed by the Contractor for Government approval, with consideration of seasonal movement and the timing of the first stationary alignment. The stationary alignment is intended to provide additional insight regarding the proposed centerline and to allow for consideration of the refurbishment steps necessary to align the unit about the proposed centerline. Repeat the stationary alignment check after refurbished components have been returned to site and field machining has been completed. The repeated stationary alignment shall precede line boring, but shall coincide with re-doweling of the outer head cover position, subject to Government approval of the adjustment of the stationary components to the reference centerline. Submit a Stationary Alignment Check Procedure to detail the stationary alignment approach capturing the requirements listed herein at a minimum. The procedure shall include details for both the first and second stationary alignment checks.
Does the government know at what time on the year the maximum and minimum displacement occur?
Can the government provide alignment measurements done on unit 4 with the date of each measurements?

REFURBISHMENT OF THRUST BEARING RUNNER (OPTIONAL)
On units as old as Old Hickory, it is very most likely, that a chill layer die casting was used for the fabrication of thrust runners.
The chill is used to obtain locally a particular structure of the running surface with finer grain, higher strength and ductility, higher hardness, and less (micro and other) porosities. This layer thickness could be thin, not enough for the resurfacing as required per the specification.
Could the Government tell us if the thrust runners of Units 1 to 3 have been resurfaced since they were put into service?
If it is observed that this layer is too thin, can we assumed that the additional refurbishment work of the thrust runner will be paid for under the most appropriate miscellaneous time and materials CLIN?

"All pneumatic piping, including the tail water depression system, and associated appurtenances located inside the generator air housing and turbine pit shall be removed, stored in a clean dry environment, inspected, cleaned, and reinstalled."
"All cooling water piping and associated appurtenances located inside the generator air housing and turbine pit shall be removed, stored in a clean dry environment, cleaned, inspected, reinstalled and tested."
On unit as Old as Old Hickory, all piping (cooling water, oil, and pneumatic) of 2 inches and less are ususally in bad condition and it is a lot more expensive than replacing with new piping.
Is it acceptable for Government that the Contractor replaces all piping (cooling water, oil, and pneumatic) of 2 inches and less located inside the generator air housing and turbine pit instead of cleaning, inspecting and testing them.
