About this file
This solicitation is for a firm fixed-price construction contract to rehabilitate turbine generator units at Old Hickory Power Plant in Hendersonville, Tennessee. The scope of work includes rewinding the stator windings and replacing the turbine runners for Units 1, 2, and 3 to increase maximum generator output to 45 megawatts. Unit 4's generator was recently rewound, but its turbine runner was not replaced. Additional work involves refurbishing or replacing mechanical, electrical, and monitoring systems to support the increased loads. The estimated contract value is between $25-100 million. The project term is estimated at two years for the first unit's model testing, design, and fabrication, followed by eighteen months of installation per base unit. Interested vendors must submit technical inquiries and questions through ProjNet and attend a mandatory site visit on May 5, 2022 by registering through the contact provided. The question and answer period is open, and proposals are due June 9, 2022.

Given the current market/supply-chain and transportation volatility, which was compounded by the Russian invasion of Ukraine, it is virtually impossible to get any type of price validity from material suppliers (foundries, etc.) and logistics companies. The Contractor's Board of Directors is requesting that all new contracts include an Economic Price Adjustment clause in order to approve submitting a bid.
The Contractor kindly request that an EPA clause, similar to the one in the Little Rock District's Norfork RFP, be included in the Section 00 73 00 - Supplementary Conditions.
On: Apr 21 2022. Forward request by email.
1-0 Evaluation Check and Resolve. Based on conversations with OC, approval from LRD and SCO to use EPA clauses would not happen. Also use of EPA clauses will cause the cost estimate for this project to be over $100M. By: Kristal Jones; Contracting Division; (615-736-7916) On: May 04 2022

We kindly request an extension to the bid due date of at least 8 weeks, until July 14th. A proposal of this magnitude typically requires a minimum of 4 months to prepare. With the requested extension, we would be at 3 months. This is just enough time to prepare a proposal, less than that is not feasible.

However, the contractor understands that test stand uncertainty shall be taken into account in evaluating the guaranteed performance.
On: Apr 27 2022. Forward request by email.
1-0 Evaluation Check and Resolve. This bidder inquiry comment is peculiar, as there is not really any ambiguity to the requirements of 48 13 13.00, paragraph 3.1.3. In particular, that paragraph mentions, "Guarantees shall be verified based on unadjusted test results." The intent is to keep uncertainty within an acceptable amount (less than 0.25%) and apply no uncertainty to results from testing. By: Jack McCollister; Hydroelectric Design Center; (503-808-5263) On:

Technical Specifications / 48 13 13.01 / Para. 1.5.2 The Contractor asks that the Government please confirm that the following interpretation is correct: In Table 2, the Maximum Guaranteed Protype Turbine Power Output (hp) should read 28,500 hp, as is specified in Table 1.
On: Apr 27 2022. Forward request by email.
1-0 Evaluation Concurred. This comment is likely due to inconsistency between the higher points at 29.5 ft. on Tables
1 and 2. For other heads that appear on both tables, the same point (same hp) was used, but at 29.5 ft, Table 1 lists 28,000 hp and Table 2 shows 28,500 hp. Table 1 serves to define the points at which the weighted efficiency will be calculated; it is not necessary that those points be precisely at the anticipated limits, as long as they are scattered across the operating range and reflect how we value efficiency across the operating range (through the weighting factor). Table 2 shows the boundaries for limiting cavitation. Input during the HRAR indicated that 28,500 hp at 29.5 ft is within reason to expect. The first paragraph under 1.5.3.1 links the two tables together in a way, so if we are to make any changes, I believe it would be appropriate to remove "and the entire area...Table 1 operational points." from the end of that first paragraph under 1.5.3.1. On: Apr 27 2022. Forward request by email.
1-0 Evaluation Check and Resolve. 61,600 HP is the specified output the runner shall be capable of achieving at net heads greater than or equal to 54 feet. The RFQ, Section 48 13 16.00 26, page 16, item 2.5.2.3 (Ground Insulation), requests to provide ground insulation that consists of multiple overlapped layers of mica tapes applied continuously throughout the entire length of the coil. Apply the same number of overlapped layers to achieve an equal thickness of ground insulation throughout the coil.
GE Request to change the text for the following: provide ground insulation that consists of multiple overlapped layers of mica tapes applied continuously throughout the entire length of the coil. Apply sufficient number of overlapped layers to achieve an required thickness of ground insulation throughout the coil to support the electrical stress in each area and meet the minimum required gap between parallel arms.
Reason for change: The straight part insulation is applied by an automatic taping machine while the insulation in the knuckles may be applied manually. A scarf join located in the overhang (after the bend) will ensure a good overlap of the insulation from the straight part to the insulation in the knuckles. Compression of the insulation in the overhangs is performed mainly by shrinking tapes and flat metal shims which could lead to a wider variation of the insulation thickness compared to the straight part of the coils. Therefore, ground wall insulation thickness in the overhangs could be thicker than in the slot part if the number of layers is the same. Knowing that electrical stress in the overhangs is lower than in the slot part, it is less critical to have a https://www.projnet.org/projnet/binKornHome/index.cfm?strKornCob=BicCommentReportEmail&PKeyComment=9710763 mailto:Jack.F.McCollister@usace.army.mil mailto:Jack.F.McCollister@usace.army.mil https://www.projnet.org/projnet/binKornHome/index.cfm?strKornCob=BicCommentReportEmail&PKeyComment=9710765 mailto:Jack.F.McCollister@usace.army.mil mailto:Jack.F.McCollister@usace.army.mil https://www.projnet.org/projnet/binKornHome/index.cfm?strKornCob=BicCommentReportEmail&PKeyComment=9711169 https://www.projnet.org/projnet/binKornHome/index.cfm?strKornCob=BicAdminUnresolvedReport&strReportType=AllTech 5/15 smaller number of mica layers in overhangs. As a consequence, to avoid reducing the clearance between the overhangs, and in order to meet the Corona tests requirement after winding installation, GE would design the knuckle insulation with less number of mica layers. In all cases, the final validation of the coils will be performed through the electrical tests and the mockup geometry check (i.e., air distance between coils) to ensure the expected lifetime of the winding.

52.211-18 (Variation in Estimated Quantity) specifies that if the quantity of a unit-priced item in the contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party.
We understand that for some of the CLINs, USACE can ask the contractor to provide quantities up to 15% more without an adjustment to the price. Please confirm our understanding. Also if our understanding is correct, please provide a list of the CLINs which can be subject to FAR 52.211-18.
