About this file

This document provides details for a federal construction contract solicitation to rehabilitate turbine generator units at Old Hickory Power Plant in Hendersonville, Tennessee. The Nashville District U.S. Army Corps of Engineers is seeking a firm fixed-price contract between $25 million to $100 million to rewind generators and replace turbine runners on Units 1, 2, and 3 to increase maximum output to 45 megawatts. Additional scope of work includes upgrading various mechanical and electrical support systems while the units are down. The projected term of the project is two years for model testing and design of the first unit, followed by eighteen months of installation per unit. Interested vendors must attend a mandatory site visit on May 5, 2022 and submit any questions through the ProjNet system by the dates outlined in the solicitation.

Out Rigger Beam Concentrated load Check Revision 1 this page Hypotheticially a worker could be positioned adjacent to the liner wall directly above the end of the critical outrigger beam. An additional worker could also be standing 18" to either side of the first worker. The spans to either side are 42" and so the total concentrated load would be:

a

W =+250 2 250 (( -3.5 1.5 ))

3.5

535.7148 Total concentrated load

The length of the beam is 26" from the centerline of the perimeter beam. Considering the 6" width of the perimiter beam, the cantilever length would be 23". Looking at the elevation view of sheet 1 of the TMP drawings and considering the slope of the liner wall, the workers maximum location from the centerline of the draft tube would be approximately 10'-6". In the framing plan on sheet 3 be 9'-3" we see that the center line of the perimiter beam is 9'-0" from the centerline of the draft tube and so the face of the perimeter beam at the outrigger would be at 9'-3" from center of draft tube. Thus the cantilever distance to the concentrated load would be as follow:

Lc =-10.5 9.25 1.25 cantilever distanc to concentrated load

V =W 535.714

M =W Lc out riggor moment

Assuming the beam is welded on the sides of the beam only at the support, the effective beam plastic section modulus would be as follows:

d 6 beam depth t 0.25 wall thickness

Z =2 t d2

E. Results indicating any signs of stress.

There were no discernable signs of stress to the platform during the load test.

F. Inspection of ALL bolt hole after testing.

The bolt holes were visually inspected after dis-assembly and no signs of damage due to the load test were found.

G. 100% VT and 100% PT inspection results of welds after testing.

The platform’s welds were 100% VT and PT tested after the load test by GE via World Testing Company and found to be acceptable with no defects. The NDT results will be submitted by GE.

H. Inspection of the beams.

The platform’s beams were carefully inspected for load test damage, also going through careful VT and PT NDT as described in G above. No test damage to the beams was found.

I. Photographs of the test.

a. Photographs were taken of each deflection indicator at 100 percent of the load capacity.

TMP Load Test Procedure (Rev 5)

A. The following pre-load-test steps 1-3 are to be taken prior to performing the required witnessed Load Test:

1. Assemble platform per Drawing Sheet 3 of 10 (Rev2) Framing Plan, making sure to use the correct hardware designed for the platform. Per Note 3 on Drawing Sheet 3 of 10, use anti-galling compound on each of the stainless bolts and torque properly at 42 ft-lbs. Use a calibrated torque wrench.

2. Secure the platform to the five (5) test stands as shown on the attached Load

Test Stand sketch (Rev1), making sure to us the correct 1” stainless bolt designed to support the platform when loaded. Again, use anti-galling compound when installing the nut. Hand-tighten only.

3. After assembling the platform’s main framing structure, install grating sections per Drawing Sheet 4 of 10 (Rev1) and all grating clips. Once the grating is secured, measure the control dimensions of (1) Overall assembled platform inner diameter and (2) Overall assembled platform outer diameter. Note: The other control dimensions, overall length of individual components, were recorded prior.

P a g e | 2

B. The following Load Test steps 4-9 constitute the required witnessed Load Test.

4. Assemble the wood perimeter barriers around platform, lay roof felt over the platform surface for protection and lay water containment plastic over entire system.

5. Place Dial indicators, visibly and clearly marked or labeled for their “A” through “E” locations, underneath the platform in the five (5) locations shown on the attached “marked-up” Framing Plan (Rev2), setting them at a recorded benchmark setting to establish a baseline position prior to loading. The total of indicated deflection is to be documented once full test load is applied.

6. The platform is to be load tested by adding the correct amount of equally distributed weight to the platform surface. The test load weight is to be a minimum of 100% of the designed allowable working load (Max Live Load) of 9,721 pounds indicated on Drawing Sheet 4 of 10 (Rev1). The test load weight is to be applied by filling the containment system with a minimum of 1166 gallons of water or 9,721 pounds total. The simple calculation is: 9,721 lbs. = 1166 gallons x 8.34 lbs. / gallon of water.

7. Once the platform is fully loaded and the required minimum load test duration of 15 minutes has passed, safely photograph each indicator deflection measurement for a permanent record and document any observed signs of stress to the platform.

8. Once the required minimum test duration of 15 minutes has passed and all measurements and observations have been documented, remove the test load weight by pumping the water out of the bladders and remove the bladders and plywood. This concludes the Load Test.

9. Following the load test, disassemble and then reassemble the turbine maintenance platform to check for changes in fit and effects of possible warpage. Document any observations.

P a g e | 3

C. The following post-load test inspection steps are to be taken as soon as possible once the witnessed Load Test is completed.

10. Following the post-test re-assembly, disassemble the platform and (1) inspect all bolt holes and (2) Inspect all beams. Document inspection and any observations.

11. Perform and document a careful inspection of all welds, 100% VT and 100%

PT. Any defects are to be immediately remedied and re-inspected (VT and PT). NDE for repairs shall be documented and submitted with test results.

Respectfully Submitted, James Smith Acme Industrial Piping, Inc.
