BIDDER’S QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)

Question # 1: When submitting through DoD Safe do we need to register anything 1st?

Answer # 1: Please see Section 00 21 13 - Instructions to Bidders: Notice to Intent to Bid, incorporated into this amendment.

Question # 2: Is turbidity curtain and/or turbidity monitoring required while dredging in the turning basin?

Answer # 2: Please refer to the contract specifications, Section 01 20 00, paragraph 8.8 Monitoring and Control of Dredging Operations. The Contractor is to identify monitoring requirements and best management practices, including measures which will be taken to control conditions in the dredging areas, to insure that the Contractor’s operations meet the requirements identified in these specifications and the NYS Water Quality Certification. A turbidity curtain is not required while dredging the Albany Turning Basin, but, per NOAA/ESA concurrence, it should be used if and when operationally feasible.

Question # 3: What are action levels for turbidity or TSS at the dredge, if any? What happens if exceeded?

Answer # 3: Please refer to the contract specifications, Section 00 90 02, NYS Water Quality Certification, item 9 Minimize Turbidity. No action levels or TSS are listed for the dredge site. It is required that “dredging operations shall not cause an increase in turbidity that results in a substantial visible contrast to natural conditions or the deposition of sediment.”

Question # 4: Is there any bearing capacity information for the spoils area?

Answer # 4: USACE does not have any bearing capacity information for the Houghtaling Island Dredge Material Placement Site.

Question # 5: Do we have a current cy survey for the placement site work?

Answer # 5: USACE is in the process of obtaining an updated topographic survey of the Houghtaling Island DMPS.

Once available, the survey will be posted as an amendment to this solicitation.

Question # 6: Do we need to provide a temporary site office at the State Park? Temporary fencing?

Answer # 6: No temporary site office is allowed at, or on, State Park land. Temporary facilities may be established only on USACE owned land, within the Houghtaling Island Dredge Material Placement Site footprint. Any temporary facility, with necessary utilities (e.g. generators, telecoms, etc.) is the sole responsibility of the contractor. Temporary fencing is not required.

Question # 7: I wanted to confirm that 1 Original and 1 Copy of the bid package is required for electronic submission of the above referenced project.

Answer # 7: One (1) Orginal bid package is required for electronic submission.
