About this file
This document contains notes related to a federal dredging project on the Hudson River in Albany, New York. The solicitation is for maintenance dredging of the Port of Albany Turning Basin to a required depth of 32 feet below MLW. Dredged materials will be placed in the designated containment areas at the Houghtaling Island site. The contractor will be responsible for dredging, transport, and placement operations in accordance with the placement and mitigation plan. Key requirements include using containment area A.1 as the sole source for dike work, maintaining minimum dike widths and slopes, installing discharge pipelines, clearing vegetation as needed, and final site stabilization. The contractor must complete dredging by the spring/summer of 2022.

CORPS OF ENGINEERS
DIKE SECTION NOTES
1. Containment subarea A.1 shall be the sole source of material for the raising of existing dikes, and for the rehabilitation or reinforcement of existing dikes as required in any other subarea in Areas A or 8. See Sheet 6, Placement Site Note 7, for the limits of material excavation.
2. Minimum top width of all containment area dikes shall be 15 feet.
Maximum height of all containment area dikes surronding cells shall be elevation 50 feet NAVD88. Maximum slope of containment dikes is 1V:3H.
3. Other than work in designated pipeline ingress or egress corridors, no work shall be beyond the exterior toe of any new exterior containment dike.
GANGWAY, BERM
AND WEIR NOTES
1. The contractor shall install and secure the Government furnished gangways from the top of the existing berm to the top of the 8.3 weir boxes.
2. An existing flange is provided on the river side end of the discharge pipeline connected to 8.3 weir box.
This connection may be used to connect the contractor provided pipe to extend the effluent discharge pipeline to the Hudson River as required by these plans and specifications.
Re-install existing cover plate upon project completion.
3. At completion of project; the contractor shall remove gangways from the weir boxes and place and secure in a location on site as identified by USAGE.
PLACEMENT SITE NOTES
1. Containment Area B shall be used exclusively for the placement of dredged materials from the Port of Albany Turning Basin.
2. Construction and operation of the dredged material placement site shall be the responsibility of the Contractor and subject to the review and approval of the Contracting Officer. There are approximately 26 acres in Containment Area B available for the placement of dredged materials. The applicable containment Areas are partitioned to provide three subareas (B.1 - B.3) as shown on the drawings. The Contractor shall not modify the existing dike alignment in either Containment Area. The Contractor shall not alter the existing flow pattern of the placement site. The existing dikes may require minor repair/rehabilitation/reinforcement prior to the start of dredged material placement
3. Subarea B.3 is equipped with a government furnished weir that will be used by the Contractor to discharge effluent to the receiving water of the Hudson River, if necessary. The Contractor shall provide and install all pipelines and connections required to transport effluent from each weir to its point of discharge in the Hudson River. The Contractor shall conduct placement site operations and take actions necessary to insure effluent meets the water quality standards as prescribed in the New York State DEC Water Quality Certification (WQC).
4. The sources of material that are approved to be used for the raising, reinforcement or rehabilitation of dikes shall be: the designated area identified and described in saubarea A.1. If dike rehabilitation work is necessary; the restored dike cross-sectional dimensions shall conform to the lines and grades specified in Dike Section Note 2.
5. Each containment subarea has a government furnished weir installed at the outlet to control the discharge from one area to the next. These weirs are located as far as practicable from the influent pipes or successive weirs to maximize effective retention time. There are timber stoplogs stacked in each weir, and available for use by the Contractor, for controlling the adjacent pool elevation. The Contractor shall inspect all stoplogs for soundness and fit prior to use and shall replace any stoplog that is deemed to be defective. A staff gauge shall be installed at each weir to measure the depth of water above the crest of the fixed weir box, and shall be easily read from a safe vantage point. The Contractor shall provide full illumination of the work area (including the weir slructure(s), accessways and adjacent dike area) while nighttime work is in progress at the weir. Minimum light intensities shall be at least that specified in EM 385-1-1, table 7 .1, Minimum Lighting Requirements, Construction Areas-general outdoor.
6. If required, the Contractor shall be responsible for clearing and disposal of any vegetation required for the preparation and operation of the site. The contractor shall utilize the designated primary tree/ brush management area for placement of any tree/brush material cleared from within the containment area.
7. Borrow material required for the raising, rehabilitation or reinforcement of existing dikes may be excavated from the locations designated above in Note 4, and as shown on Sheet 3. The depth of the excavation shall be no deeper than elevation 35 feet NAVD88 in subarea A.1. Excavation of the available material in subarea A.1 shall start at the south end of the existing fill above elevation 35 feet NAVD88, and proceed in a northerly direction. Upon completion of excavation, all excavated slopes shall be properly graded to a slope no greater than 1V:3H. The Contractor SHALL NOT excavate material from the existing bottom or the side slopes of dikes in Containment Area B and shall insure that his placement operations do not cause scouring of the existing material in the bottom or side slopes of Containment Area B other than as necessary for grading and dike repair within B.1.
8. The contractor may use the interior area of the Houghtaling Island site adjacent to the existing influent pipeline corridor for the staging of plant, equipment and materials.
9. Due to seasonal cold weather conditions, the Contractor may not be able to complete the final dewatering and stabilization of the dredge material placement site until the spring/summer of calendar year 2022 (weather permitting).
10.Contracting Officer's approval of the Contractor's Dredged Material Placement and Mitigation Plan is required prior to commencing any work on the Houghtaling Island dredged material placement site.
11.The Hudson River near shore hydrographic data shown on Sheet 4 is provided for general information only. This data is based on a survey performed between September and November 2019 and represents conditions present al the lime of the survey. Soundings are expressed in feet and refer to the plane of Corps of Engineers Mean Low Water (COE MLW). The plane of COE MLW is 2.55 feet below NAVD88.
12.The locations of existing influent and effluent pipeline corridors are shown on Sheet 3. The contractor shall use these corridors for installation of discharge pipelines lo and from the placement site. The pipeline(s) shall be installed in accordance with the plans and specifications, and the contractors approved Dredged Material Placement and Mitigation Plan.
