(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors

“for information only ”and do not revise the solicitation, plans or specifications.).

Question 1:

The interior door schedule shows door #EC-4S1.1 as a steel door (spec 081113) with a 90 minute fire rating in stainless steel frame, and then on drawing A-611. Interior window frame 4S1.1 is shown as aluminum with non-rated GL-11 type glass. Please advise the correct material and rating for this location.

Government Response 1:

The door and window are stainless steel. The rating at the stair is 90 minutes. The door schedule and window schedule have been revised and reissued in this amendment.

Question 2:

Please provide specification section for Intumescent Paint.

Government Response 2:

Intumescent fireproofing is specified in section 07 81 00 Spray-Applied Fireproofing. For extents of intumescent fire proofing see A-004.1 and A-004.2. In all other locations use cementitious or fiber based fireproofing materials.

Question 3:

Based on Amendment # 5 the Bid Date Submission has been split into; Technical Portion of the Proposal due July 20th 2pm and the Price Portion of the Proposal due July 29th 2pm. There are many variables of the Price Submission which are dependent upon the specifics of the Technical Submission (i.e. teaming agreement/utilization plan etc). By splitting the the bid submission and having the Technical Proposal first we feel this may have an affect on being able to provide the most competitive Price Proposal. We kindly request the Owner reconsider and move the Technical Submission to the same date as the Price Proposal.

Government Response 3:

The Government understands and acknowledges the concern. The Government encourages Offerors to write their Technical Proposal in a way which reflects the Offeror's best understanding at the time the Technical Proposal is submitted. When writing the Technical Proposal, the Offeror may avoid imposing unnecessary restrictions on the Offeror's ability to submit the best possible Price Proposal nine days later.

The Government is not considering extending either deadline at this time.

Question 4:

Please provide a specification for the roof substrate boards shown in assemblies RS-1A, RS-1B & RS-5 on A-551.

Government Response 4:

Refer to specification section 07 22 00 2.2.1 for roof cover board and protection requirements.

Question 5:

Please confirm specification 078100 is for intumescent fireproofing as shown on pages A-004.1 & A-004.2.

Government Response 5:

Intumescent fireproofing is specified in section 07 81 00 Spray-Applied Fireproofing. For extents of intumescent fire proofing see A-004.1 and A-004.2. In all other locations use cementitious or fiber based fireproofing materials.

Question 6:

Specification 078100 – Spray-Applied Fireproofing seems to reference cementitious or fiber based fireproofing materials, but also references Spray-Applied Intumescent Epoxy Coating System in section 2.4. Please clarify which type of product we are to use.

Government Response 6:

Intumescent fireproofing is specified in section 07 81 00 Spray-Applied Fireproofing. For extents of intumescent fire proofing see A-004.1 and A-004.2. In all other locations use cementitious or fiber based fireproofing materials.

Question 7:

Please provide a spec for the following shelving:

XH1A;

XH1B;

XH1.2A;

XH12B (this is likely a typo and is supposed to be XH1.2B).

Government Response 7:

The items listed 'XH' are GFGI (Government Furnished/Government Installed).

Furniture Location Plans are shown for reference only for tight coordination with other work. An Amendment has already been issued that includes the "FF&E Responsibility Matrix" as a reference for those items that require coordination with Contractor. The manually operated High Density Storage 'XH' components are the exception and requires some scope installed by Contractor in coordination with the Government. Contractor to install the structural ramp/platform (for anticipated heavier rolling loads) and specified floor finish after the Government installs the surface mounted rails. Government to install HD carriages and all other components of system once flooring is complete.

Refer to floor ramp detail on Sheet F5/I-502. Contractor to coordinate scope and scheduling.

Question 8:

Please provide a spec for the following shelving;

FS1 – two elevations are shown, require spec and room #'s to obtain layout.

Government Response 8:

The items listed are GFGI (Government Furnished/Government Installed). Furniture Location Plans are shown for reference only for tight coordination with other work and all specified furniture is tagged with a code on the Furniture plans and shown as dashed on elevations in the A-400 Series drawings.

An Amendment has already been issued that includes the "FF&E Responsibility Matrix" as a reference for those items that require coordination with Contractor scope and scheduling for clarification.

Question 9:

Please provide a spec for the following shelving;

XH3A – Two elevations are shown, require spec and room #'s to obtain layout.

Government Response 9:

The items listed are GFGI (Government Furnished/Government Installed). Furniture Location Plans are shown for reference only for tight coordination with other work and all specified furniture is tagged with a code on the Furniture plans and shown as dashed on elevations in the A-400 Series drawings.

An Amendment has already been issued that includes the "FF&E Responsibility Matrix" as a reference for those items that require coordination with Contractor scope and scheduling for clarification.

Question 10:

Confirm who High Density Shelving System is being quoted to; the GC or GSA under government contract. If GSA, confirm the due date for this piece.

Government Response 10:

The items listed 'XH' High-Density Storage Systems are GFGI (Government Furnished/Government Installed).

The manually operated High Density Storage 'XH' components requires some scope installed by Contractor in coordination with the Government.

The Contractor may identify the "required on job" dates for the Government furnished pieces within the Offeror's technical proposal.

Question 11:

Where are the lock power supplies going to be installed? at the door or in the closet it does not show on the door typicals?

Government Response 11:

Power supplies for the door locks and security system will be on the wall in the Telecom Rooms under the security wireway.

Question 12:

Can a wire mesh material by a different manufacturer with equivalent or better strength properties be substituted for Maccaferri 6x8 type?

Government Response 12:

Maccaferri or an approved equivalent will be acceptable, as specified.

Question 13:

Is the geotechnical report or design basis available for the rock anchor/wire mesh rock slope support system?

Government Response 13:

The Geotechnical Report is provided in the specifications, as an attachment to 01 11 00.

Question 14:

The proposed detail for the spike plate over a rock anchor bearing plate will not secure the mesh to the slope, as the bearing plate will prevent any contact between the spike plate and rock slope. Is this the intent? Typically the spike plates are secured directly to the slope to engage the mesh against the slope.

Government Response 14:

Please bid as specified.

Question 15:

Is it the design intent that each rock anchor provide enough pullout resistance within the rock anchor free length to resist the 113 kip max design load? Due to overlapping rock cones with the 7'x 6' grid anchor spacing, a rock column length of about 32' is needed to provide a factor of safety of 2 against rock cone pullout for every anchor.

Government Response 15:

Yes, that is the intent. Please bid as specified.

Question 16:

Please advise as to who is responsible for hiring the Commissioning Agent for the Total Building Commissioning, the Owner or the GC.

Government Response 16:

The Government will contract directly with the independent Commissioning Agent.

Question 17:

There will be several different scenarios for the rock removal scope of work. For example by trucking haul off, barging, the construction of the temporary pier, a combination of options, etc. Each scenario is thoroughly being considered as well as an internal cost evaluation of each. The Technical Portion due July 20 will require the project technical approach as indicated in Factor 3: Organizational / Technical Approach. Depending on the scenario chosen it will affect scheduling, material/equipment delivery and management, labor management, cost management, site security, documentation and quality control. To provide the most competitive costs scenario, we will not know unit the after July 20 when the pricing is due from the subcontractor trades.

We are requesting the Technical Portion of the proposal be due at the same time as the Pricing Proposals due on July 29 so we can provide the best competitive approach to the rock removal scope.

Government Response 17:

The Government understands and acknowledges the concern. The Government encourages Offerors to write their Technical Proposal in a way which reflects the Offeror's best understanding at the time the Technical Proposal is submitted. When writing the Technical Proposal, the Offeror may avoid imposing unnecessary restrictions on the Offeror's ability to submit the best possible Price Proposal nine days later.

The Government is not considering extending either deadline at this time.

Question 18:

Please provide a basis of design for the precast concrete access vault.

Government Response 18:

The design of the access vault can be found on Sheets C-503 thru C-506 Question 19:

Please confirm that the Owner has already hired 3rd Party firm for Sustainability Reporting.

Government Response 19:

The Contractor shall bear all costs associated with constructing and demonstrating that the project complies with approved Third Party Certification requirements. The Government has not hired a firm to assist the Contractor with sustainability reporting.

See section 01 33 29, paragraph 1.4.4 for contractor responsibilities.

Question 20:

Drawing C-001, GRADING NOTES: 14 States"Mass Rock Excavation shall extend to below site improvement and utilities as required. Excavated rock shall be processed to approved fill gradations to bring the site to rough grade.

Government Response 35:

This is unfinished/unoccupied space.

Question 36:

Please provide clarification regarding CLIN's 007 & 008. Drawing A745.A was revised in Amendment #06, showing that add alt #02 (CLIN 007) affects the stair landings/treads associated with add alternate #03. CLIN 007 requests the cost difference between providing terrazzo as the finished stair product for the treads and landings, in lieu of the polished concrete. However this CLIN would be affected if CLIN 008 is accepted, as it adds another floor to this stair.

Please clarify if CLIN 007 should include the terrazzo pricing from floors 1 through 4, or just the base bid floors 1 through 3. If the 4th floor is required, it should be priced as a sub-CLIN, that can only be accepted if CLIN 008 is accepted.

Government Response 36:

The Government understands and acknowledges the concern, but the direction is to bid as shown on the drawings.

If both Optional CLINs 0007 & 0008 are exercised, the stair will be terrazzo up until and including the 3rd floor landing, and above the 3rd floor landing will be sealed concrete floor.

Question 37:

Please confirm stairs are to receive Terrazzo treads only at stair #3, tread & risers at stair #4, no TZ finish at stair 1.

Government Response 37:

Confirmed. See base bid documents for terrazzo finish at Stair #3. See Add Alternate #02 "Terrazzo Throughout North Stair" for terrazzo extents at stair #4.
