OFFEROR’S QUESTIONS AND GOVERNMENT REPLY:

Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.

Question 1:

Equipment downstream of ATS-LS on sheet E-604 is shown as life safety. Per NEC 700, all life safety panelboards should be provided with SPD. Only EDP-LS is shown with SPD, the downstream panels are not indicated. NEC should require that. Should it be added?

Government Response 1:

Panel ELP-HG, ELP-H-1, ELP-H-3 and ELP-SM shall be provide with a 15/3 breaker serving an 80KA separately mounted surge protector

Question 2:

Vol 4, Sheet I-131 - General note #1 indicates "refer to written FFE specification package for complete specifications and requirements of all furniture items and quantities." Specification are not provided in the bid documents. Additionally, "I" series indicate "For Reference Only". Please confirm ALL furniture shown in "I" series drawings in Vol 4 are OFOI (owner-furnished, owner-installed).

Government Response 2:

Furniture Location Plans & Schedules have been included in the drawing set "For Reference Only" to coordinate work, majority of items are GFGI (Government Furnished / Government Installed). This amendment provides the FF&E Responsibility Matrix for reference/information only to identify those items that require the Contractor to install or coordinate.

Question 3:

The contract documents indicate both Factory Mutual roofing assemblies (075200-7 / 1.4.6), and a "metal conductive mesh" within the assemblies (A-551). The roofing manufacturers do not have Factory Mutual tested assemblies with this metal conductive mesh. The mesh is an additional element that was not included in the tested assemblies, and could invalidate the test results. Can the design-team please provide direction?

Government Response 3:

The wire mesh is to be removed from the roofing assemblies. D4/A-551 is revised to remove the METAL CONDUCTIVE MESH. The specification 07 52 00 is revised as follows: 3.6.5 Field Testing delete "For ELD testing, include vertical roof membrane and flashing."

Question 4:

There are discrepancies between the shade schedule and finish floor plan as to where and what type of shades are required. Please advise which should be followed.

Government Response 4:

The roller window shades as tagged on the finish location plans 'I' series dwgs with codes WT1, WT2, WT3 and WT5 document the locations, style and finish. The Window Shade Schedules on sheet A-625 & A-625.A document the mounting type and reiterates whether shades are manual or motorized along with dimensions for reference to be verified in field. These drawings have been aligned and required edits for clarification are included in this Amendment. Electrical Power plans are adjusted as needed to align with this revised schedule for Motorized Shade locations and are included in this Amendment.

Question 5:

There are no specs for High Density Mobile Shelving and the ancillary shelving. These items typically fall under the General Contractors responsibility. The drawings however do indicate large mobile shelving system and other shelving units. Please advise as to scope and responsibilies for these items. Please provide specification section.

Government Response 5:

Storage items such as shelving were found to be best served as part of a complete furniture package (GFGI) Government Furnished /Government Installed for this project to manage cost and due to complexity in variations and types to meet Mission objectives.

The High-Density Storage with surface mounted rails and structural ramp/platform is one of the exceptions as requires integration with Contractor to provide a portion of the install for space EC-134D "Project Support".

The government shall install the rails for the Manually Operated High-Density Carriages on prepared concrete and the Contractor shall install the ramping and platform materials as detailed (F5/I-502) per the requirements of the manufacturer for the anticipated heavier rolling loads along with the specified floor finish prior to the install of the HD Storage carriages/components by the government. This amendment includes Technical Specifications for that area for information only.

Question 6:

Spec Section 26 20 00 Page 27 3.1.4.1b states that EMT shall not be "encased" in concrete, mortar, grout, or other cementitious materials. However, the word "encased" suggests/implies to be as encased in a concrete ductbank, but not necessarily intended to be in masonry walls where filled with grout. With that said, we have the following questions:

1.) Is EMT allowable in masonry walls, where the cell will be grouted?

2.) Is EMT allowable in the hollow voids of masonry walls, where not grouted?

Government Response 6:

EMT shall not be used in masonry walls filled with grout.

Question 7:

Question: Are strand anchors allowed?

See Specification 31 68 13 Section 1.3.1: Rock anchors shall be threaded bar type.

See Specification 31 68 13 Section 1.3.2.a: Rock anchors shall be threaded bar or strand type.

Government Response 7:

Strands are not allowed. Rock anchors shall be threaded bar type. An edited spec is provided in this amendment.

Question 8:

Can a performance specification or tolerance be offered for the borehole alignment check devices? Conventional Construction based "boretrak" tools/devices will not measure these semi-horizontal angles.

See Specification 31 68 13 Section 3.1.7.2: Alignment Check Government Response 8:

Tolerances are provided in paragraph 3.1.7.1.

It is contractor's responsibility to demonstrate compliance with rock anchor vertical and horizontal alignment requirements. Performance of this is a means and methods.

Question 9:

Please confirm that P.T.I. Water Tightness testing/criteria does not apply to drill holes?

See Specification 31 68 13 Section 2.4.6 Sand-Cement Grout: This paragraph refers to waterproofing grout and water tightness testing.

Government Response 9:

PTI water Tightness testing/criteria is not applicable to drill holes and will not be required. An edited spec is provided in this amendment.

Question 10:

Please confirm that the Rock Anchor Drillers Logs do not require logging of cores including geological classification?

See Specification 31 68 13 Section 3.4.4 Drillers Logs: items h, I , j refer to this.

Government Response 10:

Paragraph 3.4.4 items f, g, h, i, and j are not required. An edited spec is provided in this amendment.

Question 11:

Flooring RFI's:

1. Please provide a Step Detail if Steps are to be Polished SC2.

2. Room EC-308, Drawing I-103D; Please confirm Wall Base to be RB1.

3. Please confirm North Stair and Stair #4 are the same stair. Please confirm South Stair and Stair #1 are the same stair.

4. Are the Intermediate Landings Base Bid to be SC2?

5. Intermediate Landings; what is floor finish for Alternates 02, 05 and 06?

6. Please confirm no Control Joints are required at SC2 locations.

7. Parking Garage Elevator Cab #3 floor is; Nora Rubber Sheet RF1, please confirm.

8. Chiller Plant Area; Please confirm no flooring scope is required for the bid in this area.

9. No Wax Logo Tile for RF3 Rooms shown. Please provide details.

Government Response 11:

1.- FIO / Stairs #1, 2 and 4 that have sealed concrete for the Base Bid floor finish are detailed on sheets A7/A-747 for the Academic Buildings Levels 1 to Roof. For all stairs that are Steel Pan with Concrete Treads refer to Spec Section 05 51 00 – Metal Stairs / subsection 2.2.2.5 - Safety Nosings for Concrete treads for more detailed description for the nosing. All finished concrete treads Finish Code 'SC' shall be detailed the same with 1/4"min thick by 4" width stringer to stringer, cast aluminum with cross hatch pattern abrasive surface, embedded with anchors to be flush with concrete.

2.- CONCUR / Provide wall base RB1 for this room 3.- CONCUR / – North Stair is continuation of Stair #4 and South Stair is continuation of Stair #1. Space names and room numbers change when these two stairs change from the Academic Building Floor Levels to the Parking Garage Levels.

5.- FIO / For the Alternates #2, #5 and #6 Terrazzo is noted as the alternative floor finish (Intermediate Landings shall always match stair treads and vice versa for continuity in elevation). Floor Pattern Plans on I-120 Series drawings clarify transition locations in more detail.

6.- NON-CONCUR / On sheet S-001 - General Structural Notes, requirements for control joints ("Contraction Joints") to minimize random cracking are described for the various locations and concrete types. Additionally, on S series drawings - Structural Framing Plans, Keynote 033000- 31 identifies Contraction Joints with details on Sheet S-504.

7.- CONCUR / Parking Garage Elevator is to have floor finish RF1 – "Noraplan – Sentica" Rubber Sheet flooring 3mm 8.- CONCUR / There is no flooring scope besides patch and repairs to match existing conditions for this area.

9.- FIO / I am not familiar with this term "No Wax Logo Tile" or where that is referenced in the documents. As described on the finish schedule Finish Code RF3 is a "Static Dissipative Tile" installed with grounding per mfr instructions for Telecom rooms. The recommended care and maintenance routine for the specified product does not require waxing and is not recommend per their Maintenance Instructions.

Question 12:

Please advise if the furniture listed in drawing I-130.1 are to be provided by the government or contractor?

Government Response 12:

Furniture Location Plans & Schedules have been included in the drawing set "For Reference Only" to coordinate work.

The majority of items are GFGI (Government Furnished / Government Installed) with an exception being the High- Density Storage that requires Contractor involvement to install the flooring as detailed on Sheet I-502 after the government installs the rails. The government shall also install the carriages and shelving units.

This Amendment includes the FF&E Responsibility Matrix for your reference that identifies those items requiring the Contractor to install or coordinate.

Question 13:

Is there a 27-4100 bid spec? There is a lot of Audio / Video shown in drawings TA001 through TA507 and no spec called out. Is this being bid under a separate offer or is it a sole-source contract?

Government Response 13:

There is no spec. The A/V Equipment is government furnished / government installed. The related infrastructure as depicted in the drawings is contractor furnished / contractor installed.

Can Thayer Road or other haul off routes be closed to all traffic for rock haul off? Or will we be required to maintain traffic on these routes?

Government Response 23:

All haul routes will remain open for normal traffic.

Question 24:

Can the use of a temporary load out facility on shore be used to load material to barges directly on shore without the use of a temporary dock / pier if the right equipment is used?

Government Response 24:

The contractor will be responsible for disposing of fractured rock in accordance with all Federal, State, or local requirements. Means and methods for disposing of fractured rock include, but are not limited to, building a temporary pier in accordance with DA Permit NAN-2020-00412.

Regardless of whether the temporary pier is built or not, the contractor may still utilize the staging and laydown area shown on CS108 for barge loading operations. Methods for rock removal utilizing the Hudson River which vary from DA Permit NAN-2020-00412 may require revisions to the permit application, and the contractor would be responsible for preparing and executing such revisions.

Specification 01 35 91, 1.7.1 indicates a Historic Treatment Field Supervisor. Is this a stand alone individual or can this be the Superintendent personnel.

Government Response 27:

01 35 91 paragraph 1.7.1 does not prohibit the historic treatment field supervisor from performing other duties/roles.

Question 28:

Based on the later due date for the Price Proposal Submission per Amendment #5 and considering that the major subcontracting costs do not come in until bid day or just prior, will it be acceptable for Prime Offeror's (GENERAL CONTRACTORS) to be able to include teaming agreements with the Price Proposal Submission and not with the Technical proposal submission date.

Government Response 28:

Teaming agreements must be submitted with the Technical Proposal.
