SECTION 00 73 00 - SUPPLEMENTARY CONDITIONS

The following have been added by full text:

AMENDMENT 0005

OFFEROR’S QUESTIONS AND GOVERNMENT REPLY:

Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.

Question 1:

The published solicitation shows the bid submission date as July 08, 2020 while the pre-solicitation documents did show anticipated response date by July 22, 2020, please extend the bid submission date to July 22, 2020.

Government Response 1:

Amendment 5 has extended the due date.

Question 2:

We are requesting a four (4) week extension to the current bid due date of July 8th. From the date of the pre-bid site visit, the bidding duration for subcontractors is three weeks, which includes a holiday. The additional time will allow adequate time for subcontractors to prepare their proposals which will ultimately lead to more competitive pricing to the Government.

Government Response 2:

Amendment 5 has extended the due date.

Question 3:

we noticed that there were quite a few breakouts required for the electric portion of this job. Can you please provide a comprehensive list of counts so that we can better understand the scope for the electrical aspect of this project?

Government Response 3:

The bidding contractor is responsible for determining all counts.

Question 4:

Vol 4, Sheet I-131 - All drawing sheets within the "I" series are noted as "For Reference Only". Please provide the FFE specifications and a complete list of quantities so the appropriate infrastructure can be accurately included in the bid.

Government Response 4:

The FFE specification package will not be provided at this time, as that scope of project will be procured separately and Furniture shall be (GFGI) Government Furnished / Government Installed. Furniture Location Plans are shown for tight coordination with other work that has been documented.

Question 5:

Vol 4, Sheet I-130.1 - Bid documents do not include specifications for the furniture/ equipment listed on I-103.1.

Please confirm all items on this sheet are OFOI (owner-furnished, owner-installed).

Government Response 5:

All Furniture Scheduled on Sheet I-130.1 shall be (GFGI) Government Furnished / Government Installed.

Question 6:

Please publish the sign-in sheets from the pre-bid meeting.

Government Response 6:

This was published with Amendment 4 on 19 June 2020.

Question 7:

There is no reference to the Attachment 3 - SPECIALIZED EXPERIENCE PRIME CONTRACTOR OR KEY SUBCONTRACTOR within the Factor 1 - Past Performance submission requirements.

Please confirm:

1. That Attachment 3 is the format we should be following for the 5 projects submitted, along with relevant PPQ/CPARS documents.

2. That the reference to 6 years on the Attachment 3 document is incorrect. The solicitation states relevant projects are within the past 10 years.

3. That the form can be expanded to more than 1 page.

Government Response 7:

1. Attachment 3 is a format the Offeror may follow for the 5 projects submitted. Offerors are free to present the project experience information in an alternative format.

2. All projects must have been completed no more than ten (10) years preceding the date of this solicitation. The remarks about 6 years on Attachment 3 should be ignored.

3. Yes, project experience information can go longer than 1 page.

Question 8:

Can we bid this project and name the blasting company as a subcontractor? Will their experience be taken into consideration? Or the only way would be through a JV/teaming kind of agreement to account for their experience?

Government Response 8:

If a teaming agreement or commitment is not provided, the projects and experience of any team members outside of the Prime Offeror will not be considered.

Question 9:

We kindly request a three (3) week bid date extension. Due to the size and complexity of the project and the upcoming Holiday (4th of July) we feel there will not sufficient time to prepare accurate and competitive price proposals. In addition we are receiving feedback from many of our subcontractors that they are still just starting to operate at a minimum capacity due to the recent CORVID-19 Pandemic. We feel it would be in the owners best interest to extend the bid date.

Government Response 9:

Amendment 5 has extended the due date.

Question 10:

Based on the project's size and complexity, we kindly request a four (4) week extension to the July 8th bid date.

Extending the bid date to August 5, 2020 will allow our team to provide the most thorough and accurate response to the RFP.

Government Response 10:

Amendment 5 has extended the due date.

Question 11:

In regards to rock trucking from the site to barging location, can the contractor utilize articulated dump trucks to transport the rock to the anticipated barging area?

Government Response 11:

Any vehicle that leaves the construction site must be road worthy and registered with license plates and an inspection because the route between the site and the barging location crosses a railroad.

Question 12:

Over Blasting Anticipated. Considering the amount of rock removed from the project, there is anticipated over blast depth ranging from 1 to 2 feet, please confirm the garage footing and foundation can bear on crushed rock for that over blasted depth?

Government Response 12:

Comply with specification 31 00 00 section 3.2.7 regarding constructing foundations at over excavated areas.

Question 13:

Bridge Mahan Side Borings Please provide borings for the bridge footing locations by the Mahan Building, and please provide existing and finished grades plans for the same area where the bridge footings will be located next to Mahan Building Government Response 13:

Geotechnical investigation was not performed within the bridge footprint. The foundation design of the bridge is based on geotechnical investigation performed at the adjacent CEAC building and must be field verified by the Geotechnical Engineer hired by the Contractor prior to construction. All documented foundation work including pile cap dimensions, micropile quantities and tip elevations are preliminary until the geotechnical investigation is complete.

Please refer to CG102 for the existing grades in the area of the Bridge to Mahan footings. Disturbed areas and finish grades must be restored the same grades as existing.

Question 14:

Garage Perimeter Masonry Walls Please provide cross sections showing the garage perimeter masonry walls termination at the concrete deck and beams and provide the heights anticipated for the walls.

Government Response 14:

Refer to sheets A-226 and A-227 for perimeter elevations of cmu walls. Refer to structural sheet S-505, S-506, S- 507 for beam depths / beam schedule. Refer to structural sheets S-10B, S-11A, S-111 for base wall concrete curb dimensions and locations. Refer to A1/A-604 for similar detail at top of cmu wall for termination.

Question 15:

Interior Renderings Can you please provide as many as possible colored renderings of the building exterior elevations and interior rooms details.

Government Response 15:

All available renderings were provided with Amendment 4 on beta.sam.gov on Friday 19 June.

Question 16:

Would it be permissible to use drones to complete construction tasks such as rebar tying on this project?

Government Response 16:

USACE does not recommend utilizing this method because of significant restrictions on flying in the airspace over West Point. Requests to fly drones in West Point airspace must be submitted at least five (5) days prior to flight and must be approved by no fewer than seven (7) different Army offices prior to flight.

Question 17:

Under Section 1. 7 CONTRACTOR's KEY MANAGEMENT PERSONNEL. Are these individual(s) resumes' required to be submitted with the bid as part of the technical proposal? Or, are they to be submitted post bid (awarded GC) at the Pre conference meeting?

Government Response 17:

Resumes shall be submitted after the contract is awarded.

The solicitation instructs the offeror to include within their technical proposal a key personnel organization chart that clearly depicts the key positions and the names of the personnel, their firm affiliations and their job locations, and their job/position title within the organization.

Question 18:

Hudson River Depth Please provide the depth of the Hudson River at the proposed rock barging area Government Response 18:

This information can be found in the document named NAN-2020-00412-WCR+dtd+30APR20- 22MAY20+FINAL.pdf which was posted to beta.sam.gov with Amendment 2.

Question 19:

Relevant Projects Please advise if the contractor are allowed to use projects in progress and if it allowed, please advise what percentage completion should the project be at to be considered Government Response 19:

All projects must have been completed no more than ten (10) years preceding the date of this solicitation.

Question 20:

We are finding that a number of likely capable subcontractor candidates may be forgoing an opportunity to provide trade pricing for this project given the complexities of the project and the aggressive proposal schedule.

Subcontractors' short staffing and unique operating requirements due to COVID-19 are further hampering pricing efforts. In order to ensure more comprehensive and competitive subcontractor coverage, we respectfully request a four-week extension to the proposal deadline.

Government Response 20:

Amendment 5 has extended the due date.

Question 21:

Would using ground based robots to tie rebar be permissible?

Government Response 21:

The use of ground based robots is a means and methods. They must accommodate all quality control requirements.
