BIDDER’S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest of all bidders/Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or clarify and simplify the question(s). Questions and answers are issued to the Offerors/Bidders for information only.)
Q124: Drawing ES105, Sheet Keynote #13 provides for 3 options to choose from. It does not appear the engineer of record was able to do a survey because either the manhole was locked or not found during the design process. It is unfortunate that this note give 3 options for the contractors to choose from and the liability placed on the contractor. Each one of these options starts from the lowest cost and goes to the highest cost. We request the Government to advise the contractors bidding which option to choose so that everyone is on the same playing field with respect to the scope of work. An alternative is to direct the contractors during this bid process to figure the most expensive option and if during the project it is discovered that less work is required, then a credit can be issued to the Government. Please advise.
A124: The Government has in the below revised its earlier reply to this question which appeared in Amendment 6 to read as follows: MH144 end of the duct bank will be impacted by another construction project related to the New Jersey National Guard;
therefore, the exact configuration of the underground telecommunications conduit and innerduct running between manholes MH144 and MH368 is not known at this time.
Contractor shall price removal of the existing (24) strands and replacement with (48) new strands of single mode OSP fiber. Reference attached revised drawings for more information.
Q140a: I am providing pricing for the High Density mobile storage systems in Solicitation Number: W912DS-13-R-0017 - Flight Activity Facility and need a clarification in room 120 – Tech Supply. Drawing A105 points out two of the 8 sections to refer to elevation 4/A-406 which is clear. However, the other 6 sections are not called out. Can I assume that all elevations in this system are to be the same?
Q140b: Also, do any of the drawers specified on revised drawing A-406, (elevations 4,5 and 8) require dividers to separate tools/supplies within? None are specified so we will provide empty drawers in our bid unless directed otherwise. .
A140a: All 8 sections of each of the High Density Mobile Storage systems in Tech Supply (room 120) are as shown in detail 4 on sheet A406.
A140b: The 6” tall drawers in detail 4 on sheet A406 will be divided into 20 each 6” x 8” compartments for the High Density Mobile Storage systems in Tech Supply (room 120).
Specification Section 10 56 26 has been revised to include this requirement. See attached revised section for more information.
Q140:1. Is the Lakehurst Naval Air Station located in the Northern, Middle or Southern Third of Ocean County? This is needed to determine the prevailing wage scale for the project which provides for 3 different scales. The DOL when questioned did not respond.
A141: Lakehurst is considered in the middle third of the county for Ironworkers. Other discipline delineations are as described in the Wage Determination NJ39.
Q142: Please advise if the soil erosion permit fee has been obtained by the property owner and that there is no fee the Contractor has to pay for.
A142: The A/E of Record has completed the engineering portions of the permit; however, the contractor will be responsible for completing any additional portions, submitting the permit and paying for any associated permit fees.
Q143: Please concur the Pinelands permit is on hand and is paid for and there is no fee the Contractor has to pay for.
A143: The project has been exempted from Pinelands review by the JB MDL Commanding Officer. There is no fee for the contractor to pay.
Q144: Drawings A-103 Dim 19’0 & 15’-0” Crane Coverage and drawing A-107 Dim 23’-6” & 19’-0” Crane Coverage
a. What do these dimensions mean?
b. Why are they calling for crane coverage in these areas?
c. If so will the Fall Restraint have to reach these areas?
A144a: The dimensions on sheets A-102, A-103 and A-107 show the extents of the crane coverage. The bridge crane shall extend to this outline. Refer to Drawing A-301 Section 3 between grids G and J and Drawing A-302 Section 2 between grids 12 and 15 for desired layout of cranes.
A144b: The crane coverage was set to maximize the allowable maintenance space in the hangar bays and not interfere with the perimeter walls. To be clear, the dimensions shown are how close the coverage must extend to the perimeter walls, i.e. as shown on Sheet A-103, the crane coverage must extend to within 19’-0” of the south wall.
A144c: The fall restraint is also dimensioned on sheets A-102, A-103 and A-107. The dimensions for the Fall Restraint system are indicated with the words “Fall Arrest”.
Q145: Drawing A-301 & A-102,
a. Are Bridge and Fall Arrest System at the same elevation.
b. Bridge and Fall Arrest System is at a different elevation
A145: The minimum clear hook heights for the bridge and the self-retracting lifeline (when not in use) shall be at the same elevation.
Q146: Drawing SF-203, why does the drawing Indicate Fall arrest “Behind” and shows 2 ahead on drawing and not noted “Ahead”
A146: The entire fall arrest rail system is behind the bridge crane per the plan sheets
SF107 & SF108.
Q147: Drawing SF-107 and SF-108 do they want a Fall Arrest Beam on both sides of the crane?
A147: A fall arrest rail beam is required on both sides of the crane per the plan sheets
SF107 & SF108.
Q148: Drawing SF-104 Monorail (Low) Bid Option 1, is this a fixed monorail or does it move. If it moves how far does it go.
A148: The monorail moves along the rail. The monorail hook coverage is shown on sheet A-105.
Q149: Drawing A-301 Section 1 for the Low Bay crane, which part of the bridge crane does the callout “Bridge Crane – 126’-0” refer to?
A149: Bridge Crane – 126’-0” refers to the bridge crane hook height on Drawing A-301 Section 1.
Q150: Drawing A-302 Section 1, High Bay crane which part of the bridge crane does the callout “Bridge Crane – 146’-0” refer to?
A150: Bridge Crane – 146’-0” refers to the bridge crane hook height on Drawing A-302 Section 1.

b. SF103, A120: Members in mechanical & electrical room (no ceiling)
c. SF103, 1/A306: Canopy steel
A152: This item was addressed in a previous Amendment.
Q153: Specification 105626 for Motorized Mobile Storage System, there is conflicting information on whether an Electric System or a Mechanical system is to be used. Part 1.2 calls for an Electric Mobile Storage System, later in Part 2.2.5 describes a Mechanical Assist System.
Can you verify which type of mobile storage system they actually want or if there are both types of systems on this project? If there are both types of systems, can you verify which type of system is to be used for each room that calls for a mobile storage system?
A153: All mobile storage systems are manually operated. A revised specification Section 105626, dated May 23, 2013, was issued in a previous Amendment.
Q154: Specification 105626 for Motorized Mobile Storage System Section paragraph 2.2.8.
Safety Features details a push/pull safety lock. This safety is typically associated with mechanical assist systems, not electrical. When providing electric systems, it is recommend to provide a full light carpet system which runs the entire depth of the system and emits beams from an emitter to receiver on 3” centers. In addition, it is recommended that a photo eye sweeps on one side of every carriage which acts as a redundant safety feature. The safety features described above passively protects users located within the compact shelving system.
Please advise if this is something the contractor is to price within the scope of work?
A154: All mobile storage systems are manually operated. A revised specification Section 105626, dated May 23, 2013, was issued in a previous Amendment.
Q155: Specification 412213.15 does not conform with UFC 4-211-01N which outlines the requirements for Aircraft Maintenance Hangers. The specification allows for design options that do not have a chance of being approved by the Contracting Officer.
A155: UFC 4-211-01N is a criteria for Navy projects only as indicated by the "N" following the UFC number. It does not apply to this project since this is an Army facility.
Q156: Specification 412213.15, MH27.1 only applies to panted track crane installations.
Specification 412213.15 does not exclude the use of rolled steel sections for the runway or bridges which, if selected, would not be addressed.
A156: Either patented tracks or standard hot-rolled steel sections are acceptable for runways or bridges per specification section 41 22 13.15 paragraph 2.7. Specifications have been revised to clarify that references to MHI MH27.1 apply only if a patented track system is installed. See revised specification Section 412213.15, dated June 20, 2013, issued with this response.
Q157: Electrical drawing EP401, sheet key notes #18, EP601 Power Riser Diagram, sheet key notes #17 and #18 and EP602 sheet key notes #5, #6 and #7 all refer to a Bid Option #26.

A162: MC Cabling shall not be permitted.
Q163:23. Site electrical drawing ES601, Airfield Lighting One Line Diagram. There is a conflict between the one line and the sheet keynotes for the 5KV cable. The one line indicates (2) 5KV cables to be installed in each conduit while note 1 on sheets ES101, ES102, ES402, ES403, and ES404indicated (1) 5KV cables to be installed.
a. Should Sheet keynote #1 on sheet ES101, ES102, ES402, ES403, and ES404 read
(2) 5kv cables and not (1) 5KV cable?
b. Which is correct the one line on sheet ES601 or note 1 on sheets sheet ES101, ES102, ES402, ES403, and ES404?
A163: The intent of the design is to tie onto an existing 5KV airfield lighting circuit at MH #7. In general, detail 1 on sheet ES601 is correct in that it shows how the new airfield lighting fixtures are to be tied in electrically. However, the quantity of conductors varies at different points on the site. In some areas, there is only one 5KV conductor and one ground conductor in the conduit, while in other areas of the site there are two 5KV conductors and one ground conductor in the conduit. The keynotes on the electrical site plan sheets accurately depict this. The contractor shall use ES101, ES102, ES402, ES403, and ES404 to determine the routing of the conduit and cabling. The contractor shall use detail 1 on Sheet ES601 for the circuiting logic.
Q164: Electrical sheet EP403 sheet key notes #2, 5, 6, 14, 15, 18, 20, and 21. Can you please provide model and manufacture of each of these key note items?

A171: The tele/data symbol identified by keynote 9 on ET106 has been revised to include an "X" subscript. Please see attached revised drawing for more information.
Q172: The following questions are relating to the cranes: A172: Answers for this question are provided in bold text following each sub-question a through q.
a. Is there a Boarding Platform? A boarding platform is not required.
b. Do we need a Walkway for the Crane. Handrails? A walkway for the crane is not required.
c. Why don’t they give data for each crane, i.e.: Upper Elev, Lower Elev, Speeds, Hook Approach, Runway Length, Etc.? 32c. The upper elevation of the crane system is the top of the runway beam which is the lowest truss bottom chord elevation shown on SF204 & SF213. The lower elevation of the crane system is the bottom of the minimum clear hook height shown on A-301 & A-302. The speeds are shown in the specification section 41 22 13.15. The hook approach areas are shown on A-102, A-103, & A-107. The runway beam lengths are shown on SF107, SF108, & SF109.
d. They don’t specify if these are to be double girder Bridges? The design assumption was based upon single girder bridges.
e. Span is very long. Are we limited to the Three Runway Girders (Approx 60 ft unsupported Span). The contractor is limited to the three runway girders.
f. Why don’t they give us a window in the roof trusses for outline boundaries for crane limits/Clearance? The crane limits are shown on A-102, A-103, & A-107.
g. Do the Arrest Systems have to be motorized to be retracted? The fall arrest systems shall be SRL’s (Self Retracting Lifelines). They don’t need to be motorized.
h. Do the Fall Arrest System have to be Motorized to move? Each SRL shall be hung from a trolley without a motor.
i. Does the Fall Arrest System Bridge have to be motorized to Retract or do we use a
Rope Style. The fall arrest system bridge shall be motorized with end trucks and controlled by a pendant pushbutton station.
j. If so how do we prevent it from binding/Skewing N/A
k. Where are the Crane Hook Approach Limits for the 4 walls The crane hook approach limits are shown on A-102, A-103, & A-107.
l. Why do they call for Fall Arrest in the outer boundaries and show a Beam that stops short? The beam shall not stop short.
m. Can the Fall arrest system (Trolleys) be on the Crane Bridge Patent Track Runway?
The fall arrest system bridge end trucks shall be on the 10 ton crane bridge runway.
n. Do we need Fall Arrest Coverage in the Inner Boundaries? The fall arrest coverage shall be in the inner boundaries.
o. Where are the (6) Trolleys for each crane Hi and Low Bay Crane? There are three bridge girders at each High and Low bay hangar: one center bridge girder for one 10 ton crane hoist and two bridge girders designed for three fall arrest SRL’s on each girder.
Bridge girders for fall arrest SRL’s shall be placed on each side of the crane bridge girder. Each bridge girder shall have three end trucks (one at each runway beam) and move and be controlled independently from the other bridge girder.
p. If there are 2 on one side and one on the other can the one with 2 be on a single drive? N/A
q. Do they specify how many wheels they want on each trolley for Hi and Low Bay
Cranes? Four wheels shall be a minimum
Q173: Can the fire pump test header be used for the wet pipe system simulation test header? It appears this is ok per item 2.23 on the bottom of page 22 in specification 211339. However the text wasn't complete.
A173: Yes, the fire pump test header may be used for the wet pipe system simulation test header.
Q174: Can the high expansion foam solution from the testing be slowly allowed to discharge into the storm water system? Spec item 3.6.4 on page 10 of specification 211330 states that the solution is to be removed from the site. Capturing the high X solution and getting it into tanker trucks, and hauling it off site, and proper disposal is a very expensive proposition. In the past we have tested High X systems and been allowed to have the solution evaporate and/or be slowly let into the storm water system.
A174: Discharge of the foam to a storm sewer system is a violation of the Federal Clean Water Act and is illegal in all 50 states. The contractor must dispose of the spent foam as required by the specification unless he obtains permission from Ocean County Utility Authority (OCUA) to allow otherwise. It is possible that OCUA would permit the discharge into the Lakehurst collection system for treatment at Ocean County facilities.
However, the US Government has no specific authority to allow the Offeror(s) to discharge waste (from tests) into the OCUA facilities. The Offeror would have to apply for the permit to discharge the waste to the OCUA using the forms available on the OCUA web site. The government, as owner of the Lakehurst collection system would also have to sign off on the permit application as well and would be willing to do so.
Q175: Please confirm if the foam and water solution piping to the high expansion generators is to be black or galvanized. If galvanized please also confirm what type and grooved and threaded fittings are acceptable.
A175: Per ETL 02-15, A1.3.1.8.3, foam water solution piping shall be standard weight black steel.
Q176: Are strainers required to be installed at each high expansion generator?
A176: Provide a strainer in the foam-water solution piping at each foam water generator.
Q177: Are control valves to be installed at each high expansion generator? If so do they require tamper switches?
A177: Control valves are not required at each foam generator.
Q178: Can the areas identified in note 4 on drawing F103 be controlled with (1) control valve, tamper and flow switch, or are (7) control valves, tamper, and flow switches required? Looks like
(1) valve, flow and tamper is ok per drawing FA103.
A178: The adjacent areas encompassed by Note 4 on drawing F103 can be controlled by a single control valve with tamper switch and flow switch.
Q179: Surge suppression tanks are shown on the discharge of each fire pump. However, there are no sizes, or specs provided for these tanks in the fire pump specifications.
A179: Per ETL 02-15, A1.4.3.10, provide a surge arrester on the discharge side of each fire pump, with a minimum volume of 100 gallons, to be sized by surge arrestor manufacturer.
Q180: The fire pump specifications do not call for automatic transfer switches. Please verify this is correct. If automatic transfer switches are required, please provide a specification.
A180: Automatic transfer switches are not required for the fire pump controllers.
Q181: Drawing A606 for rooms H101 and H102, the base designation is FRF1 but does not give the type of base (fiber cant or cove) nor the height of the base (4”, 6” 8”, etc). Reviewing specification 090690 paragraph 2.2.4.6 only provides for basis of design but not the base type nor height. Specification 096723.15 does not provide that information either. Please provide this information.
A181: The base material FRF1 for H101 and H102 is a continuation of the fuel-resistive floor coating up the wall to a height of one CMU block (approx. 8”). Sheet A-606 Room Finish Schedule key notes have been revised accordingly. See attached revised drawing for more information.
Q182: Drawing F103 Note #3 indicated that there are drawing A123 and A124. These drawings do not exist in the set nor are include in the table of contents on drawing GV102. Please advise if this is a mistake and these drawings do not exist. If they do, please provide them.
A182: Note 3 on Sheet F-103 has been revised to read “Provide sprinkler protection above and below cloud ceiling. Refer to A-120, A-121, & A-122 for reflected ceiling plan”.
See attached revised drawing for more information.
Radiant heat tubing must be threaded through the reinforcement and then tied to the rebar above. This has been done successfully on previous jobs, and while it is not ideal, it is necessary for this project.
Q183: The bridge crane has a center crane rail. With the fall protection system perpendicular, the users will not be able to bypass this center crane rail. The Fall Protection System has three
(3) anchorage trolleys. Is the design team proposing/requiring two trolleys on one side of the center crane rail and one trolley on the other side of the center crane rail?
A183: There are three bridge girders at each High and Low bay hangar: a center bridge girder for one 10 ton crane hoist and one bridge girder for three fall arrest SRL’s on each sides of the 10 ton center bridge crane. The 10 ton center bridge crane does not have any fall arrest SRL’s.
Q184: Drawing M701 for the Radiant Floor Heating Manifold; note #6 is missing loop 5 and 6.
Should it be assumed that 5 and 6 are 500 LF?
A184: Sheet M-701 has been revised to indicate lengths of these loops. Reference attached revised drawing for more information.
Q185: Detail 2 on SB107 shows the radiant heat tubing to be installed UNDER the rebar. Detail 8 on M-501 does not show the rebar but it does also state to installed the tubing UNDER the rebar. Our experience and recommendations from the MFGs in their literature guide indicates that the rebar layers is installed first (1st) and then the loop of radiant and/or snow loop is installed. The reason for it is to support the tubing. Installing the tubing below the rebar mat as indicated is virtually impossible because you have nothing to attached the tubing to prior to rebar placement and it is not practical if not impossible to loop it underneath the rebar when the mat is installed. The radiant/snow melt must be installed on top the rebar. (I have attached a picture of a radiant floor system installed at a hangar we did for the Air National Guard and a project we are currently work for which we hope will help you concur the radiant heat is installed over the rebar mat)
A185: Radiant heat tubing must be located under the rebar as indicated in the drawings.
This is required due to the location of the reinforcement in the slab as dictated by the UFC's. If the radiant heat tubing were to be placed above the rebar, the sawcut joints in the hangar slab would slice through the tubing.
Q186: Considering this is a Government installation, are we to provide a FIPS201 compliant Access Control System?
A186: The access control system shall be FIPS‐201 compliant.
Q187: Will CAC credentials be used for access?
A187: CAC credentials will be used for access.
Q188: Will the system be standalone, requiring CAC enrollment?
A188: The system will be stand alone required CAC enrollment.
Q189: Can the Government confirm Section 2.4.15.4, each card reader location requires dual credential authentication, credential/keypad for entry?
A189: This is correct. Each card reader location requires dual credential authentication.
Q190: Can the Government confirm provision of Section 2.4.17.2.b Badge Printer and magnetic strip encoder? Will it need a camera? Will ACS need visitor software capabilities?
A190: The badge printer and magnetic strip encoder are required. The enrollment station will require a camera. The ACS will need visitor software capabilities.
Q191: Would the Government please confirm that they are providing all electronic devices and associated management software to integrate IDP, CCTV, and ACS at Government provided SCC location?
A191: The contractor will be required to coordinate with the contracting officer's representative regarding the interface between the ACS and the GFGI CCTV and IDS systems. The government will provide electronic devices and associated management software that is specifically for integrating the IDP, CCTV, and ACS at Government-provided SCC location. The contractor is still responsible for a fully functional ACS system.
Q192: Specification 013526 paragraph 1.5.1.2 states that the Site Safety & Heath Officer (SSHO) cannot have dual roles with the Quality Control Manager (QC) and these are 2 separate individuals. Please advise if this means that the SSHO, QC and Site Superintendent are all separate individuals or can a Site Superintendent also have the responsibilities of the SSHO as long as the Site Superintendent possess the same qualification as outline in this specification.
A192: In accordance with page 27 of 116 of the solicitation, the site superintendent cannot have any other duties except site superintendent. Therefore, the Offerors must provide for 3 individuals; Project Site Superintendent, OC System Manager, and Site Safety and Health Officer (SSHO).
Q193: Drawing CG-102 and specification 321134 is the intent of these documents for to apply soil cement to the subbase and raise the elevation up using select borrow import or can the contractor strip the organic material and raise the grade up in a controlled compacted method as permissible per paragraph 1.2 of specification 321134 using only select borrow import.
Please advise.
A193: The intent is that all fill material in the indicated area shown on CG102 is to be cement stabilized material. Paragraph 1.2 of section 32 11 34 indicates that both in-place material and select borrow must be blended with cement; it does not permit use of select fill in place of cement stabilization. No fill may be placed in the indicated area that is not cement stabilized in accordance with section 32 11 34.
Q194: Drawing CU-101 and CU-106 requires all DI to have polyethylene wrapped. The AASF project across the street our firm bid last year did not have any DIP wrapped with polyethylene.
Can this wrap be waived/deleted?
A194: Polyethylene wrap may be waived/deleted with approval by the Contracting Officer's Representative. See the accompanying revised CU101.
Q195: Drawing CU-101, please concur DI is ductile iron. The reason for the question is drawing C-504 indicates joint restraint devices for C-900 piping which specification 331100 does reference. Joint restraints are typical for C-900 pipe but not for ductile iron pipe.
A195: Correct, DI is ductile iron. If joint restraints are used instead of thrust blocks, they must accommodate ductile iron pipe.
Q196: Drawing CU-101 at the fire hydrants does not indicate any gate valves with valve boxes, however, details 1 and 2 on C-507 do require them. Therefore we presume valves need to be installed at every hydrant.
A196: Correct, each hydrant must have an accompanying gate valve & valve box per 1&2/C-507.
Q197: Amendment #0003 question and answer 042, would the Government consider issuing the document after the date to the 3 Contractors it may consider for this project with the anticipation that once this form is issued by the Government, the Contractor will have 3 days to reply with whatever detail is requested. This project already has 26 lines items to be completed/filled in per section 00010 Solicitation Contract Form and to request an additional breakdown will put additional strain onto the bidding Contractor.
A197: The Work Breakdown Structure Sheet issued in under amendment 0005 shall be furnished to the Government only upon request. Offerors are directed to Questions and Answers 103, 115, 136 and 137 which appear in amendments 0005 and 0006.
