Q020: Specification Section 23 81 47, Water Loop and Ground Loop Heat Pump Systems, Page 24, Part 3.4.1, Paragraph i, stipulates that the ground heat exchanger is subject to a permit by rule process through the NJDEP Division of Water Quality, Bureau of Nonpoint Source Pollution Control in reference to
“injection wells.” Please be advised that all well permitting and submission of well records are processed through the NJDEP Bureau of Water Systems and Well Permitting and subject to New Jersey Administrative Code (NJAC) Chapter 7:9D. As a closed loop system, the ground loop heat exchanger is not subject to the reporting stipulated in the specifications with the Bureau of Nonpoint Source Pollution Control. Please confirm that this is correct.
A020: The subject specification is under revised and is reissued with a forthcoming amendment
Q021: On Drawing EP601 Key Note 17 is the circuitry “associated with BID ITEM 26”. A review of the Bid Schedule shows the last bid item to be Option 25. Please include a BID Item LINE for option 26, ”Generator.”

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECTYOUR
EVALUATION OF THE CONTRACTOR’S PERFORMANCE
RATING DEFINITION NOTE
(A) Acceptable Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were acceptable.
An Acceptable rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Acceptable solely for not performing beyond the requirements of the contract.
(U) Unacceptable Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unacceptable rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unacceptable rating.
